For
Town Meeting, March 3, 1952
COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of Rutland, in the County of Worcester.
Greeting: Worcester, SS.
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the third day of March next, at the o'clock in the afternoon, then and there to act on the following articles:
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for one Assessor for two years; for a Treasurer for three years; for a Town Collector for three years; for a Town Clerk for three years; for one Water and Sewer Commissioner for three years; for one member of the School Com- mittee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for one member of the Planning Board for five years; for two Library Trustees for three years; for a Tree Warden for one year; for two Constables for one year. Each to specify the persons voted for by placing a cross (x) against the name . The polls will be opened at 2 o'clock p.m. and may be closed at 6 o'clock p.m.
ARTICLE 20 To hear the Annual Reports of the Town Officers and Committees.
ARTICLE 3. To see what action the Town will take to fix the . Salaries or Compensation of the elected Town Officials for the year 1952.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 5. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equipment or material which may be of no further use to the Town.
ARTICLE 6. To determine how much money the Town will vote to raise and appropriate for defraying the expenses of the several Town Departments for the year 1952.
ARTICLE 7. To see if the Town will vote to contract with the State for highway purposes as provided under Chapter 81, General Laws, and to raise and appropriate or transfer from available funds, a sum of money for Chapter 81 Highway Maintenance .
ARTICLE 8. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 90, General Laws, and to raise and appropriate or transfer from Available Funds, a sum of money for Chapter 90 Maintenance.
ARTICLE 9. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 90 , General Laws, and to raise and appropriate or transfer from Avail- able Funds a sum of money for Chapter 90 Construction.
ARTICLE 10. To see if the Town will vote to appropriate a sum of money from the Highway Machinery Rental Fund to the Highway Machinery Maintenance Account.
ARTICLE 11. To see if the Town will vote to appropriate a sum of money from Overlay Surplus to the Reserve Fund.
ARTICLE 12. To see if the Town will vote to appropriate a sum of money from the Highway Machinery Rental Fund to the Matur- ing Debt Account.

ARTICLE 13. To see what action the Town will take with regard to allowing the use of the School Auditorium and Community Hall to Town Organizations .
ARTICLE 14. To see if the Town will vote to instruct the Moderator to appoint a committee of five persons to investigate and study the provisions of Chapter 622, Acts of 1949, relative to the organization of Union Health Departments, and to determine the desirability of Rutland joining with one or more of the sur- rounding towns to form a Union Health Department, said committee to report its findings to the next annual town meeting.
ARTICLE 15. To see if the Town will vote to accept the pro- visions of Chapter 537 of the Acts of 1951 pertaining to salaries under the Welfare Compensation Plan.
ARTICLE 16. To see if the Town will vote to raise and appro= priate, borrow, or otherwise provide a sum of money for the pur- chase and installation of a new pump and motor at the water pumping station.
ARTICLE 17. To see if the Town will vote to raise and appro= priate, borrow, or otherwise provide a sum of money for laying a water main of six inches in diameter on Glenwood Road.
ARTICLE 18. To see if the Town will vote to raise and appro= priate a sum of money for new heating equipment in the fire sta= tion.
ARTICLE 19. To see if the Town will vote to raise and appro= priate a sum of money for painting the fire station.
ARTICLE 20. To see if the Town will vote to accept the provisions of Section 6B; Chapter 40, General Laws relative to the purchase of uniforms for the police department.
ARTICLE 21. To see if the Town will vote to appropriate a sum of money from Available Funds to be used in conjunction with money which may be allotted by the State and County for Chapter 90 Highway Improvement of Maple Avenue .

ARTICLE 22. To see if the Town will vote to appropriate a sum of money from Available Funds to purchase a new truck for the Highway Department.
ARTICLE 230 To see if the Town will vote to raise andappro- priate a sum of money for a Vocational School Transportation bill of prior years .
ARTICLE 24. To see if the Town will vote to appropriate a sum of money from Available Funds for use by the Assessors in reducing the tax rate of the current year.
ARTICLE 25. To choose all necessary Town Officers and Com- mittees.
ARTICLE 26. To see if the Town will vote to raise and appro- priate a sum of money to purchase the parcel of land known as the Putnam Lot, situated on the northerly side of the school field and containing about four acres.
ARTICLE 27. To see if the Town will vote to discontinue as a public way the so-called Old Depot Road running from the Rutland Common to Miles Road, near the site of the former Railroad Station.
All business contained in this warrant with the exception of Article 1 will be considered at an adjourned meeting to be held in Community Hall, Monday evening, March 3, 1952, at 8 o'clock, in accordance with the Town By-Laws .
And you are directed to serve this Warrant, by posting up attested copies thereof, one at each of the five public places in said Town as required by vote of the Town seven days at least before the time of holding said meeting.

20 REPORT OF SELECTMEN
To the Citizens of Rutland:
The Board of Selectmen organized for the year 1951 with Frank J. Brooks, Chairman, Lloyd H. Campbell, Clerk, and Donald M. Lincoln, the third member.
The municipal swimming pool was placed in operation this year and furnished an appreciated adjunct to the recreational center previously constructed. With the removal of the present town garage, further facilities will be possible.
We wish to thank the Park Commissioners for the great deal of time which they gave without compensation in constructing the bath house and preparing the pool for public use.
The Public Works garage, construction of which was authorized by the town in 1951, is nearly completed and will be ready for use early in 1952. This building will house the equipment of the High- way and Water Departments.
The Chapter 90 improvement. of Pleasantdale Road will be com- pleted in 1952 and will provide a more direct route for travel to Spencer .
We recommend a project to eliminate the dangerous condition existing on Maple Avenue near the intersection with Main Street. The street should be graded so as to afford better parking facili- ties in the area of the various stores and post office.
We also recommend a small increase in the street lighting appropriation in order to extend the improved lighting on Main Street easterly toward Pound Hill.
In cooperation with the Chief of Police, a study is being made of speed conditions on the new Main Street State highway and we believe that some sort of control by patrol or lights will be provided.
