TOWN WARRANT For Town Meeting, March 3, 1958
COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of Town of Rutland in the County of Worcester.
Worcester, ss.
Greeting:
In the name of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the third day of March next, at twelve o'clock noon, then and there to act. on the following articles :
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for a Treasurer for three years; for a Town Collector for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for two Library Trustees for three years; for a Tree Warden for one year; for one member of the Planning Board for five years; for two Constables for one year; for a Town Clerk for three years; Each to specify the person voted for by placing a cross (X) against the name. The polls will be opened at 12 o'clock noon, and may be closed at 8 o'clock P.M.
ARTICLE 2. To hear the Annual Reports of the Town Off- icers and Committees.
ARTICLE 3. To see if the Town will vote to fix the sal- aries or compensation of the elected Town Officers for the year 1958 in accordance with Section 108-Chapter 41 General Laws and to determine whether any Town Board shall be auth- orized to employ for additional salary or compensation any of its members and to fix such salary or compensation.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws .
ARTICLE 5. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equipment or material which may be of no further use to the Town.
ARTICLE 6. To raise such sums of money as may be nec --
ARTICLE 8. To see if the Town will vote to raise and appropriate, transfer from available funds in the treasury or borrow, a sum of money to purchase a truck for the Highway Department and to authorize the Selectmen to sell a truck presently owned by the Town, the proceeds of said sale to be applied toward the purchase of the new truck, or take any action in relation thereto.
(The Finance Committee recommends that the Town pun- chase a new truck. We are unable to make any recommendation as to the amount of money needed because of the lack of specific information pertaining to the cost.)
ARTICLE 9. To see if the Town will vote to install a street light on Memorial Drive, adjacent to the Athletic Field, or take any action in relation thereto.
(The Finance Committee recommends that one street light be installed on Memorial Drive adjacent to the Athletic Field and that the Town raise and appropriate the sum of $12.00 for this purpose.)

ARTICLE 10. To see if the Town will vote to install four street lights on Forest Hill Drive, or take any action in relation thereto.
(The Finance Committee recommends that four street lights be installed on Forest Hill Drive and that the Town raise and appropriate the sum of $48.00 for this purpose.)
ARTICLE 11. To see if the Town will vote to install street lights on Turkey Hill Road, or take any action in re- lation thereto.
(The Finance Committee recommends that ten street lights be installed on Turkey Hill Road and that the Town raise and appropriate the sum of $120.00 for the purpose.)
(The Finance committee recommends that this Article be dismissed from the Warrant. )
ARTICLE 13. To see if the Town will vote to raise and appropriate an additional sum of money for the Water Supply Investigating Committee or take any action in relation thereto.
( The Finance Committee recommends that the Town raise and appropriate the sum of $3,600.00 for the Water Supply Investigating Committee.)'
ARTICLE 14. To see if the Town will vote to raise and appropriate a sum of money to be used with matching funds for the purchase of Civil Defense equipment, or take any action in relation thereto.
(The Finance Committee recommends that the Town raise and appropriate the sum of #1100.00 providing matching funds are obtained from the government.)

ARTICLE 15. To see if the Town will vote to raise and appropriate a sum of money to pay prior year bills of the Health Department, or take any action in relation thereto.
( The Finance Committee recommends that the Town raise and appropriate the sum of $75.00 to pay prior year bills of the Health Department.)
ARTICLE 16. To see if the Town will vote to appropriate from Available Funds a sum not exceeding $15,000.00 to reduce the tax levy for the current year, or take any action in re- lation thereto.
( The Finance Committee recommends that the Town vote to appropriate from Available Funds a sum not to exceed $15, 000.00 to reduce the tax levy for the current year.
ARTICLE 17. To choose all necessary Town Officers and Committees.
All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in Community Hall, Monday evening, March 3, 1958 at eight o'clock in accordance with the Town By-Laws.
And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town, seven days at least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

The Finance Committee recommends that the following action be taken on Articles contained in the Warrant:
Article 8 - We recommend that the Town purchase a new truck. We are unable to make any recommendation as to the amount of money needed because of the lack of specific information pertaining to the cost.
Article 9 - We recommend that one street light be installed on Memorial Drive adjacent to the Athletic Field and that the Town raise and appropriate the sum of $12.00 for this purpose.
Article 10 - We recommend that four street lights be installed on Forest Hill Drive and that the Town raise and appropriate the sum of $48.00 for this purpose.
Article 11 - We recommend that ten street lights be installed on Turkey Hill Road and that the Town raise and appropriate the sum of $120.00 for this purpose.
Article 12 - We recommend that this Article be dismissed from the Warrant.
Article 13 - We recommend that the Town raise and appropriate the sum of $3,600.00 for the Water Supply Investigating Committee.
Article 14 - We recommend that the Town raise and appropriate the sum of $1,100.00 providing matching funds are obtained from the government.
Article 15 ~ We recommend that the Town raise and appropriate the sum of $75.00 to pay prior year bills of the Health Department.
Article 16 - We recommend that the Town vote to appropriate from Available Funds a sum not to exceed $15,000. to reduce the tax levy for the current year.
