MAPLE AVENUE


850 ft. roadway rebuilt.


1100 cu. yd. excavation.


700 ft. trench excavation.


700 ft. 12 in. reinforced concrete used. 4 manholes built. 5 catch basins built.


1150 ft. bit. concrete curbing built. 650 ft. sidewalk built.


579 T. bit. concrete used.


CHAPTER 90 MAINTENANCE


28000 ft. roadway treated with tar and asphalt. 5200 ft. roadway honed. 11000 gal. tar used. 1300 gal. asphalt used. 1140 cu. yds. sand used.


CHAPTER 81


On Chapter 81 the usual maintenance of scraping and drainage was done. 27000 ft. of roadway was treated with tar and asphalt. 19,500 gals. of tar and asphalt was used. 4 new culverts were in- stalled. 2,500 ft. of roadway was widened with a bulldozer.

Ninety feet of drain pipe was laid to drain the water from Community Hall parking lot. The land from the parking lot to the bath house was graded and seeded.

Seasonal meetings have been held this year for the purpose of selecting suitable books for each time of year, and also to transact any other business pertaining to the operation of the library. We did not purchase as many books this year as usual, but used the dif- ference to acquire certain essentials for the better care of those we have. Donations of money were received from the Rutland Grange, the Monday Night Club, Home Relief, and the Women's Union. This money is to be used to purchase magazines for the reading tables.


Magazines were donated by Mrs. Franklin T. Wood.


Mrs. Frank H. Calkins gave the library twenty books for child- ren and five for adults.


The Norton Company of Worcester presented the library with a copy of "The Norton Story." This is a very interesting history of the Norton Company .


The library has also purchased a stand for the Webster's Dictionary and a display case for new books.

REPORT OF THE VETERANS' AGENT


To the Board of Selectmen, Rutland, Mass.


As Veteran's Agent for the town of Rutland I have authorized payments totaling $2,835.45 for 1953. This increase of $700.00 over 1952 authorizations was the result of two temporary cases that were Rutland settled. A total of five veterans' families were helped through periods of economic adjustment.


I request that $3,000.00 be appropriated for 1954 to cover Veterans' Benefits.


During 1953 there were seventeen Korean War Veterans who re- ceived state bonus applications from this office. Any service- man who has served since June 25, 1950 and is now discharged may be eligible. Contact your Veterans' Agent now to file your ap- plication.

REPORT OF THE PLANNING BOARD


Since the last annual meeting the State Legislature has sub- stantially revised the Subdivision Control Law. In compliance with the requirements of this revised law, the Planning Board has adopted rules and regulations governing the subdivision of land and filed copies thereof with the Town Clerk, the Register of Deeds at Worcester and the Recorder of the Land Court in Boston.


Under the revised law nearly every plan of land must be sub- mitted to the Planning Board even though not a subdivision. The new rules, copies of which are available to property owners, set forth the procedure in reference to plans and also the obtaining of build- ing permits which are now required.


The Board organized by re-electing Mr. Yonker, Chairman and Mr. Nolan, Clerk and established the second Monday as the regular monthly meeting night .. Several subdivision plans have been pre- sented this year and all have been approved. Several other plans were presented which did not require approval and were duly endorsed as required by law.


At the regular meetings, the Board will welcome the opportunity to consult with any persons who contemplate building or the dealing with land.

REPORT OF THE TREE WARDEN AND THE MOTH SUPERINTENDENT


Gypsy moths were found to be on an increase in Rutland, in 1953 over 1952: Dutch Elm disease is also on the increase. A total of 16 diseased elms were found in the town; an increase over 1952. Eleven of these trees were on the property of the M.D.C. and D. P.W. All of these trees have been destroyed.

REPORT OF THE SCHOOL COMMITTEE AND SUPERINTENDENT OF SCHOOLS


To the Citizens of Rutland:


This is the fifty-fourth report in this series and a joint report of the School Committee and the Superintendent of Schools.


A most tragic event in this year was the tornado of June ninth. On that day, our beloved principal, Donald W. Marsh, and Robert C. Harding, a Rutland High School student, lost their lives.


The Building Committee, consisting of the School Committee, Mrs. James Heaney, Arthur E. Smith, and Joseph Swanson employed the firm of L. W. Briggs Associates, Inc. , to prepare plans and specifications for additional classrooms. The plan proposed was to add to the two-room building adjacent to the central building. Bids were opened June 24. The lowest bid was $218, 328. The Com- mittee rejected all bids, and the architect was instructed to revise the plans. He has assured the Committee that new bids will be received about March 1, 1954. It is hoped that the bids will come within the #200, 500 voted by the Town on December 5, 1952.


It was necessary to engage the room in the American Legion Hall and the room in the Community Hall for another year. If the new addition is completed by September first, it will not be nec- essary to hire outside rooms .


The enrollment continues to increase. The pre-school census is giving us a far better estimate of the future school population than by using the birth records of the town. The population of a town near a large city is a moving one.


In September, we had four new teachers. Two of these had had experience.


Each year we give standardized tests to several of the grades. This year the California Achievement and Mental Maturity Tests were given to Grades IV, VI, and VIII.
