PRINCIPAL'S REPORT


Generally speaking my work has been primarily in the following areas:


Planning the over-all curriculum of the school and the specific courses for 1954-55.

6. Speaking to various groups, upon invitation, about the Regional High School.

Because of the problems that go along with the opening of an entirely new school, it is planned to hold a two weeks' Workshop from August 16-28 for all staff members.


Only very rarely is the opportunity given to a man to work on setting up a completely new high school, and I am not only humbly grateful for that opportunity but am also extremely enthusiastic about the whole undertaking. I am also deeply appreciative of the friendly cooperation and understanding that have been a part of my working relationships with Committee, Superintendent Lawrence A. Fogg, and Superintendent William H. Buker.


May the leadership of the Wachusett Regional School District make it possible to have a school of which the citizens will be proud, to which the students will go with pleasure and a sense of purpose, and toward which all people may look for exemplary ideals and practices.

For Town Meeting, March 7, 1955


COMMONWEALTH OF MASSACHUSETTS


To either of the Constables of the Town of Rutland, in the County of Worcester.


Worcester, ss.


Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the seventh day of March next, at twelve O'clock noon, then and there to act on the following articles:


ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for a Treasurer for three years; for a Town Collector for three years; for a Town Clerk for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the School Committee for one year; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for one member of the Planning Board for five years; for two Library Trustees for three years; for a Tree Warden for one year; for two constables for one year. Each to specify the persons voted for by placing a cross (X) against the name. The polls will be opened at 12:00 o'clock noon and may be closed at 6:00 o'clock P.M.


ARTICLE 2. To hear the annual reports of the Town Officers and Committees.


ARTICLE 3. To see if the Town will vote to fix the salar- ies or compensation of the elected Town Officials for the year 1955 in accordance with Section 108, Chapter 41 - General Laws.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in Anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equipment or mate- rial which may be of no further use to the Town.


ARTICLE 6. To raise such sums of money as may be necessary to defray the expenses of the several Town departments for the year 1955.


ARTICLE 7. To see if the Town will vote to contract with the State for highway purposes as provided under Chap. 81, Gen- eral Laws, and to raise and appropriate or transfer from Available Funds, a sum of money for Chap. 81. Maintenance.

ARTICLE 13. To see if the Town will vote to install a street light adjacent to the Elementary School Building.


ARTICLE 14. To see if the Town will vote to appropriate from Available Funds and the Machinery Fund, a sum of money to purchase a new truck for the Highway Department, and to authorize the Selectmen to sell a truck now owned by the Town, proceeds to be applied to the purchase of the new truck, or take any action thereon.


ARTICLE 15. To see if the Town will vote to raise and ap- propriate a sum of money to purchase a two-way radio for the Fire Department, or take any action thereon.


ARTICLE 16. To see if the Town will vote to authorize the Park Commissioners to appoint any of their members to a position under their control and to fix the compensation to be paid for same .


ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money for the painting and repairing of the Water Department standpipes, or take any action thereon.


ARTICLE 18. To see if the Town will vote to determine what proportion of the cost of sewer system extensions the town shall pay and to determine the method by which remaining portion of such sewer extensions shall be provided for, in accordance with Section 5, Chapter 430 of the Acts of 1941.


ARTICLE 19. To see if the Town will raise and appropriate, borrow, or transfer from Available Funds, a sum of money for laying a sewer main in Highland Park Road, and for connecting said sewer main to the trunk sewer line, or take any action there on.

ARTICLE 20. To see if the Town will vote to accept as a public way, a street known as Inwood Road, as decreed and laid out by the Board of Selectmen.


ARTICLE 21. To see if the Town will vote to appropriate from Available Funds, a sum of money for use by the Assessors in reducing the tax rate of the current year.


ARTICLE 22. To choose all necessary Town Officers and Committees .


All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in Community Hall, Monday evening, March 7, 1955 at 8 o'clock in accordance with the Town By-Laws.


And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town, seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

We recommend that the following action be taken on Articles con- tained in the Warrant:


Article 12. We recommend that #825.00 be raised and appropriated for painting Public Buildings.


Article 14. We recommend that a sum of money be raised and ap- propriated.


Article 15. We recommend that this article be referred to the town meeting.


Article 16. We recommend that this article be determined by voters at town meeting.


Article 17. We recommend that the sum of $3,100.00 be raised and appropriated to paint the standpipes and fence around standpipes.

REPORT OF SELECTMEN


To the Citizens of Rutland:


The Board of Selectmen organized for 1954 with Frank J. Brooks, Chairman; Lloyd H. Campbell, Clerk; and James L. Wood, the third member.


Regular meetings were held every two weeks on Monday evenings.


During the year a new police cruiser equipped with two-way radio connection with the State Police system was placed in op- eration and is provingto be of great value in police department work.


There was also a new piece of fire apparatus added which gives the town much better fire protection.


At the coming town meeting we are requesting the purchase of a new truck for the highway department. The present equip- ment is in gradual need of replacement and a new power grader should be considered in the near future.


Completion of Chapter 90 construction on Pommogussett Road is planned during 1955, as well as continuation of the Maple Avenue drainage project.


A committee to draft a set of building regulations, as authorized by the last annual town meeting, was appointed and has spent a great amount of time setting up a building code which will be submitted for approval at a town meeting on a later date.


We wish to thank this committee and also the school building committee for their sacrifice of many hours spent without finan- cial compensation in the service of the town.
