TOWN WARRANT
For Town Meeting, March 1, 1954 COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of Rutland, in the County of Worcester.
Greeting: Worcester, SS.
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the first day of March next, at twelve o'clock noon, then and there to act on the following articles:
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for one member of the Planning Board for five years; for two Library Trustees for three years; for a Tree Warden for one year; for two Constables for one year. Each to specify the persons voted for by placing a cross (x) against the name. The polls will be opened at 12 o'clock noon and will be closed at 7 o'clock p.m.
ARTICLE 2. To hear the Annual Reports of the Town Officers and Committees.
ARTICLE 3. To see what action the Town will take to fix the Salaries or Compensation of the elected Town Officials for the year 1954.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1954, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 5. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equipment or material which may be of no further use to the Town.
ARTICLE 6. To determine how much money the Town will vote to raise and appropriate for defraying the expenses of the several Town Departments for the year 1954.
ARTICLE 7. To see if the Town will vote to contract with the State for highway purposes as provided under Chapter 81, General Laws, and to raise and appropriate or transfer from available funds , a sum of money for Chapter 81 Highway Maintenance .
ARTICLE 8. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 90 , General Laws, and to raise and appropriate or transfer from Available Funds, a sum of money for Chapter 90 Maintenance.
ARTICLE 9. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 90, General Laws, and to raise and appropriate or transfer from Available Funds a sum of money for Chapter 90 Construction.
ARTICLE 10. To see if the Town will vote to appropriate a sum of money from the Highway Machinery Rental Fund to the Highway Machinery Maintenance Account.
ARTICLE 11. To see if the Town will vote to appropriate a sum of money from Overlay Surplus to the Reserve Fund.
ARTICLE 12. To see if the Town will vote to appropriate a sum of money from the Highway Machinery Rental Fund for the purchase of a sand spreader body for the Highway Department.

ARTICLE 13. To see what action the Town will take with regard to allowing the use of the School Auditorium and Community Hall to Town Organizations.
ARTICLE 1L. To see if the Town will vote to authorize the Board of Selectmen and the School Committee to allow the free use of the Community Hall and the School Auditorium for all functions of the Veterans' Organizations.
ARTICLE 15. To see if the Town will vote to raise and appropriate a sum of money for the purchasing and installation of a curbing around the so-called Leo Brooks Square at the inter- section of Maple Avenue and Prescott Street.
ARTICLE 16. To see if the Town will vote to extend the street lights on Central Tree Road.
ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a car equipped with two way radio for the use of the Police Department.
ARTICLE 18. To see if the Town will vote to raise and appropriate a sum of money to renew and extend the water mains on Maple Avenue.
ARTICLE 19. To see if the Town will vote to raise and appropriate a sum of money to renew a section of the water mains on Pommogussett Road.
ARTICLE 20. To see if the Town will vote to authorize the Regional School District Committee to establish and maintain State-aided Vocational Education, acting as trustees thereof in accordance with the provisions of Chapter 74, General Laws, and acts amendatory thereto, or dependent thereon; if the Regional School District Committee deems it desirable.
ARTICLE 21. To see if the Town will vote to authorize the Selectmen to appoint a committee to study the possibility of securing a new location for the Town dump and also to determine the advisability of the Town providing for garbage collection.

ARTICLE 22. To see if the Town will vote to appropriate a sum of money from Available Funds for use by the Assessors in reducing the tax rate of the current year.
ARTICLE 23. To see if the Town will vote to continue the provisions of Section 12, Chapter 434, Acts of 1953 relating to Rent Control for a period of nine months from June 30, 1954, in accordance with Section 14 of said Chapter 434, Acts of 1953.
ARTICLE 24. To see if the Town will vote to authorize the Selectmen to petition the Bureau of Standards to work in conjunction with a committee appointed by the Selectmen to establish a Building Code suitable for this Town.
ARTICLE 25. To choose all necessary Town officers and committees.
All business contained in this warrant with the exception of Article I will be considered at an adjourned meeting to be held in Community Hall, Monday evening, March 1, 1954, at 8 o'clock, in accordance with the Town By-Laws.
And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five public places in said Town, seven days at least before the time of holding said meeting,
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

REPORT OF SELECTMEN
To the Citizens of Rutland:
On behalf of the citizens of the town we extend sincere sym- pathy to those who suffered loss as a result of the tornado which struck the community on June 9, particularly to the families of Donald Marsh and Robert Harding, who lost their lives.
We also wish to express appreciation for the splendid coop- eration of all who worked so long and without compensation in order to assist the victims of this disaster.
During the year, Mr. Donald M. Lincoln resigned from the Board to become Postmaster. The many years of association with him on this Board were very gratifying, and his services were very much appreciated.
Under the highway improvement program, a section of Maple Avenue was reconstructed. In 1954, it is planned to start re- construction of a section of Pommogussett Road, from a point near the former railroad bridge toward the center of the town .
It is recommended that a new site be found for the town dump and we have inserted an article in the warrant authorizing a com- mittee to study this and also to investigate the possibility of establishing garbage collection.
