TOWN WARRANT
For Town Meeting, March 4, 1957
COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of Town of Rutland in the County of Worcester.
Worcester, SS.
Greeting:
In the name of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the fourth day of March next, at twelve o'clock noon, then and there to act on the following articles:
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for two Library Trustees for three years; for one member of the Planning Board for five years; for one member of the Planning Board for three years; for a Tree Warden for one year; for two constables for one year. Each to specify the persons voted for by placing a cross (X) against the name. The polls will be opened at 12 o'clock noon and will be closed at 8 o'clock P.M.
ARTICLE 2. To hear the annual report of the Town Officers and Committees.
ARTICLE 3. To see if the Town will vote to fix the sal- aries or compensation of the elected Town Officers for the year 1957 is accordance with Section 108 - Chapter 41 - General Laws and to determine whether any Town Board shall be author- ized to employ for additional salary or compensation any of

its members and to fix such salary or compensation.
ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957, and to issue a note or notes therefore payable within one year, and to re- new any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 5. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equipment or material which may be of no further use to the Town.
ARTICLE 6. To raise such sums of money as may be neces- sary to defray the expenses of the several Town departments for the year 1957 and to determine whether the Town will appropriate money therefore to be provided by taxation or by appropriation from available funds, or take any action in rela- tion thereto.
ARTICLE 7. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 81 and Chapter 90, General Laws.
ARTICLE 8. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.
ARTICLE 9. To see if the Town will vote to raise and appropriate, transfer from available funds in the treasury or borrow a sum of money to purchase a tractor for the Highway Department and to authorize the Selectmen to sell the tractor presently owned by the Town, the proceeds of said sale to be applied toward the purchase of the new tractor, or take any action in relation thereto.
(The Finance Committee recommends that the Town purchase a new tractor. We are unable to make any recommendations as to the amount of money for the lack of specific information pertaining to the cost.)

ARTICLE 10. To see if the Town will vote to install ad- ditional street lights on Main Street, or take any action in relation thereto.
(The Finance Committee recommends that necessary street lights be installed on Main Street.)
ARTICLE 11. To see if the Town will vote to accept Sect- ions 42-G to 42-I of Chapter 40-General Laws as inserted by Chapter 332 of the Acts of 1955, authorizing the levy of spe- cial assessments to meet the cost of laying water pipes in public and private ways or take any action in relation thereto.
ARTICLE 12. To see if the Town will vote to raise and appropriate or borrow a sum of money to lay a six inch water main on Edson Avenue for distance of approximately 530 feet, or take any action in relation thereto.
(The Finance Committee recommends a sum not to exceed $2,500.00 (twenty five hundred) be raised and appropriated to replace present line with a six inch line.)
ARTICLE 13. To see if the Town will vote to raise and appropriate or borrow a sum of money to lay an eight inch water main on Maple Avenue for a distance of approximately 1460 feet, or take any action in relation thereto.
(Not recommended by Finance Committee. Not economically feasible at this time.)
ARTICLE 14. To see if the Town will vote to raise and appropriate or borrow a sum of money to lay a six inch water main on Glenwood Road for a distance of approximately 4752 feet, or take any action in relation thereto.
(Not recommended by Finance Committee. Not economically feasible at this time.)
ARTICLE 15. To see if the Town will vote to raise and appropriate a sum of money to purchase radio equipment for Civil Defense purposes, or take any action in relation thereto.
(No recommendation made by Finance Committee, due to the lack of more specific information.)

ARTICLE 16. To see if the Town will vote to authorize and direct the Assessors to take $15,000.00 or any other sum from Available Funds to reduce the tax levy for the current year, or take any action in relation thereto.
(The Finance Committee recommends that the Assessors be au- thorized to take from available funds any necessary and available funds to reduce the tax levy for the current year. )
ARTICLE 17. To see if the Town will vote to authorize the Selectmen to accept in behalf of the Town, as a gift from Bessie L. Harris, certain land situated in the Turkey Hill section of Rutland, or take any action in relation thereto.
ARTICLE 18. To see if the Town will vote to adopt a By-Law, which provides a uniform system for numbering houses, in the general form as submitted by the Planning Board, or take any action in relation thereto.
ARTICLE 19. To see if the Town will vote to provide for official street names in the general form as submitted by the Planning Board, either in the form of a By-Law or in the form of a standing vote, or take any action in relation thereto.
ARTICLE 20. To see if the Town will recommend or adopt a plan to provide for informal notice of town meetings and public hearings, or take any action in relation thereto.
ARTICLE 21. To choose all necessary Town Officers and Committees.
All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in Community Hall, Monday evening, March 4, 1957 at 8 o'clock in accordance with the Town By-Laws .
And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town, seven days at least before the time of holding said meeting.

BY-LAW TO ESTABLISH OFFICIAL NAMES FOR STREETS
Upon adoption of this by-law, a Committee shall be named to hold one or more public hearings, and to prepare a list of all streets in town found by it, with a suggestion of names for each of said streets. The report of this Committee shall be submitted to a town meeting, not later than the next annual town meeting.
2 . The acceptance of the report of the said Committee shall establish as the official name for each street, the name as recommended by the Committee, except so far as the names appear- ing in the report shall be changed by vote of the Town prior to acceptance of the report. After adoption of official names of streets as above provided, a copy of the votes of the Town, together with a copy of the report of the Committee, shall be recorded by the Town Clerk in the Registry of Deeds.
3. The official names for all streets not included in the report of said Committee, and of all new streets, shall be established by vote of the Planning Board, and shall be in- cluded in the annual report of the Planning Board. A copy of each vote, or of each plan approved by the Planning Board show- ing any new streets, shall be recorded in the Registry of Deeds .
4. After an official name for a street has been established and so recorded, the name thereof shall not be changed except by vote of the Town upon recommendation of the Planning Board; and, if the change is not so recommended by the Planning Board, by a two-thirds vote of the town meeting. The Town Clerk shall cause to be recorded in the Registry of Deeds, a copy of any vote changing the official name of a street, and the change shall become effective when so recorded.

By-Law to Establish a Uniform System for Numbering Houses
1. A street number for each house shall be assigned by the Planning Board in accordance with the following rules:
a. From the point of beginning of the street, there shall be a number on each side for each one-hundred feet measured along the center line of the street, odd numbers on the left and even numbers on the right.
b. Main Street -- Route 122A -- extending from Holden line to Route 122 shall be numbered beginning at Holden line.
St. (Barre-Paxton Rd. ) -Route 122-extending from Paxton line to Oakham line shall be numbered beginning at Paxton line .
d. St. (East County Rd.) -- Route 68 -- extending from Holden line to Hubbardston line shall be numbered begin- ing at Holden line.
e. Maple Avenue-Route 56-, southerly portion, extending from Rutland Center to Paxton line shall be numbered beginning at Rutland Center (Main Street) .
f. Pommogussett Road -- Route 56-, northerly portion, extend- ing from Rutland Center to Route 68 (North Rutland) shall be numbered beginning at Rutland Center (Main Street) .
g. All other streets shall be numbered beginning at the intersection with one of the streets above referred to, or at the point, determined by the Planning Board, the same in gen- eral to be the end nearest to the center of Rutland.
2. Where houses are nearer to each other than one-hundred feet, consecutive numbers shall be assigned from the nearest available hundred-foot positions.

REPORT OF SELECTMEN
To the Citizens of Rutland:
The Board of Selectmen organized for 1956 with James L. Wood, Chairman; Frank J. Brooks, Clerk; and Lloyd H. Campbell, the third member.
Regular meetings were held every two weeks on Monday evenings .
The Selectmen report the following important actions in the year 1956.
A new power grader was purchased for the Highway Department.
The Town accepted a Building Code. This Code became ef- fective July 1, 1956. Under the provisions of the Code, a Building Inspector and Board of Appeals were appointed.
Chapter 90 construction on Pommogussett Road was completed. New Chapter 90 projects on Maple Avenue, and on Wachusett Street to the Princeton line, are planned for 1957.
At a special town meeting, it was voted to appoint a com- mittee of three to work with the Water Board to investigate and take steps to protect the Rutland water supply. We wish to call your attention to the fact that this is one of the most serious matters facing the Town in the near future .
The committee searching for a site for the relocation of the dump is still active.
The Selectmen thank those appointees and committees who have worked with us for the benefit of the Town.
