REPORT OF THE SUPERINTENDENT OF STREETS


Chapter 90 Construction


1200 feet of roadway excavated and refilled with gravel and tack coat applied.


800 feet of drain pipe laid. 3 catch basins built.


1 drop inlet built.


60 cubic yards ledge blasted and removed.


The remainder of the excavation is to be done in the Spring and the surface is to be completed.


Chapter 90 Maintenance


24500 feet treated with tar and asphalt.


5000 feet treated with asphalt and 4-A stone.


12000 gallons of tar was used.


9000 gallons of asphalt was used.


1100 cubic yards sand was used.


1250 feet side drain completed.


3 catch basins built.


Chapter 81


On Chapter 81 the usual maintenance of scraping and drainage was done.


28500 feet of roadway was treated with tar and asphalt.


18000 gallons of tar and asphalt was used.


3 new culverts were installed.


1200 feet of roadway was widened.

Flood Relief


Considerable damage was done to various Chapter 81 and 90 Roads by the August flood. These roads have been repaired by us with funds from the Flood Relief Board. There still remains 5 culverts to be installed and this will be done as soon as the frost is out of the ground.

REPORT OF THE TREE WARDEN AND THE MOTH SUPERINTENDENT


$150.00 was appropriated for Tree Warden Department for 1955, and an additional $75.00 was requested for the removal of hazardous limbs .


$225.00 was expended for the removal of broken and haz- ardous limbs, broken during the sleet storm of March 22, 1955.

REPORT OF THE MOTH DEPARTMENT Insect pest control, Chapter 660


$350.00 was appropriated for the year 1955. $165.00 was expended for 1955. #185.00 was returned to the Town for their disposal.


The aerial spray launched by the Department of Natural Resources of Massachusetts was very successful. The area sprayed was north of Route 122 and 122A, same area is now free of insect pests.

Report of the Moth Department Dutch Elm Disease, Chapter 761. $500.00 was appropriated for the year 1955 for Dutch Elm Disease. #528.10 was expended by the Moth Department for the removal and disposal of all 1955 diseased elm trees in Rutland to date.


There were 12 diseased trees located in 1955 by the local Moth Superintendent. All those trees have been removed and destroyed as required by Chapter 761 General Laws.

The M. D. C. scouted area in Rutland owned by the State, and all their trees found to have Dutch Elm Disease were re- moved by them.


Trees on State Highways in town were tagged by the Local Moth Superintendent and the Department of Public Works removed same trees with State funds .


One large elm (diameter 6'6" at base in front of the residence of Harry Dow on Pommagussett Road) was removed by the State Tree crew of the Department of Natural Resources with the assistance of Highway department truck to haul large butts to Town Dump with no cost to the Town from the State.


$275.55 additional was expended in 1955 for the removal and disposal of diseased trees not removed in 1954. This $275.55 was spent by Mr. Willis and his highway crew for removing of same trees.


This made a total expenditure of #803.65 for 1955. $203.55 was taken from the General Fund, to finish removing and destroy- ing of all diseased elm trees located to December 31, 1955.

REPORT OF THE PLANNING BOARD


The board organized by re-electing Mr. Yonker, Chairman and Mr. Nolan, Clerk, and established the second Monday of each month as the regular meeting night.


Your board is pleased to again show the results achieved during 1955. We have had presented to us this year four sub- divisions. Three have been approved and one has reached final stages at this report. Plans presented to us this year that required endorsements only, amounted to thirty. Building permits requested in both new housing and extensions amounted to fifty-six. These figures really show a continuous mark of progress. Water lines, hydrants, and the necessary improve- ments have been agreed upon in all approved sub-divisions. These improvements mean a substantial savings to the tax-payer, and marked progress to this community.


Your board will welcome the opportunity to assist you in planning the development or sale of your property.

REPORT OF THE SCHOOL COMMITTEE AND SUPERINTENDENT OF SCHOOLS


To the Citizens of Rutland:


The School Committee and Superintendent of Schools present their annual report, it being the fifty-sixth in the series.


The new building was officially opened on May 7, 1955. The cafeteria furnishes hot lunches for about two hundred fifty pupils. Mrs. Gunhilde W. Heaney was elected manager.


A School Saving Program is being supported by one hundred and sixty pupils. At present they have a deposit of over $4, 000.00.


The magazine drive was a financial success. The school earned over $240.00. This amount will be used by the school for various purposes.


During the year a workshop plan was instituted by the teachers. Each teacher had one day per school year to meet with other teachers in the Union who were teaching the same grade. The subject studied in 1955 was, "The Methods Used by Teachers". The subject suggested for next year is "A Good Teacher" .


The school has offered to grades seven and eight a be- ginning course in Home Economics. Mrs. Eleanor M. Henry has taught this subject.


Mr. Raymond Bogosian has done some work with the boys of the same grades in the Industrial Arts field.


A gymnasium program has also been inaugurated.


The annual physical examinations for grades one, four and seven were made by Dr. Channing Washburn assisted by Mrs. Brenda T. Sullivan, the school nurse.
