Auditor's Report


In presenting the Annual Report the Auditor desires to say the accounts of the officers of the Town have been duly examined and found correctly kept, with proper vouchers for the same. The Auditor would also call the attention of the citizens of the Town to the large amount of taxes still remaining unpaid, not only for the years 1896 and 1897, but as far back as 1892 and 1893. Although the tax list committed for the year 1897 was about $7,000 less than in 1896, the amount of unpaid taxes at the close of 1897 has increased nearly $4,000, showing that with the lower tax rate of $18 per thousand the taxes have not been so readily collected as in 1896 with the higher tax rate of $22.00. This no doubt can be partially accounted for owing to the serious depression in all kinds of business during the past year.


The deficiency in 1897 has increased $10,636.61 making a total of $110,935.84. This of course is due to what may be termed the extraordinary expenditures of the past year, viz .: the new school-house in Ward Two, $13,826.39 ; the settlement of the Mary L. Judkins case, $2,200 and costs, connected therewith of $445.00 ; and repairs on the school-houses in Wards Three and Four to the amount of $1,099.38, making a total of $17,570.57, show ing conclusively that with the same tax rate the present year as last year, if the regular appropriations as asked for by the various Boards for the present year be passed as recommended, then, without these extraordinary expenditures, the deficiency should be largely reduced the coming year. In regard to the appropriation for interest, the Auditor desires to call attention to the fact, that for several years the amount appropriated has been much below the requirements, and an amount should be appropriated, suffi- cient to meet all amounts coming due, or all paid in excess of the appropriation must come out of the town income. In 1895,

$8,000 was appropriated, in 1896, $7,000, and in 1897, $6,500. Why this appropriation was cut down $1,500 in two years when it should have been increased that amount is a question for the Town to consider, but I am of the opinion, that whoever figured up the amount of interest last year and recommended the amount of $6,500, must have lost sight of the fact, that the amount re- quired for the Sinking Fund would amount to $3,300. The total amount paid out by the Treasurer for interest in 1897, as per his report, amounted to $10,582.95 and I recommend that the sum of $10,000 be appropriated for interest the ensuing year.


The Auditor would also call attention to the better financial con- dition of the Town Farm, and the great improvements that have been made there. In 1896 the Overseers had to draw upon the Treasurer to the amount of $1,717.28 and still owed the keeper a balance of $100, making a deficit of $1,817.28, while in 1897 the amount drawn from the Treasurer has been but $477.82, of which amount $347.69 was drawn before April I.

ANNUAL TOWN MEETING


ESSEX, SS. To Charles A. Blakely, Constable of the Town of Saugus,


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in town affairs, to meet at the several voting precincts in the Town on Monday, March I, A.D. 1897, at 6 o'clock A.M., then and there to bring in their ballots to the Wardens for the following Town Officers :-


Town Clerk, three Selectmen for one year ; Town Treasurer, one Assessor for three years, three Overseers of the Poor for one year, Tax Collector for one year, one member Board of Health for three years, Auditor, Constable, one Sinking Fund Commissioner for three years, two Trustees of Public Library for three years, one Water Commissioner for three years, one mem- ber School Committee for three years, three Fence Viewers. Also your answer, " Yes" or "No" to the following question : -" Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?"


Also, to appear at the Town Hall, on Monday Evening, March 8, A.D., 1897, at 8 o'clock, to hear and act on the following articles, viz :


ARTICLE I. To choose a moderator to preside at said meeting. ART. 2 To hear and act on Reports of Committees.


ART. 3. To choose all other Town Officers, which towns are by law required to choose in the months of March and April, annually.


ART. 4. To revise the Jury List.

ART. 5. To choose a Committee on Appropriations, as required by the Town By-Laws.


ART. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year.


ART. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


ART. S. To see what action the Town will take in the matter of fixing the compensation of any or all Town Officers, and make an appropriation for the same.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same, for the following purposes :-


First, For the purpose of paying notes coming due the present year.


Second, For the purpose of paying notes not yet due.


Third, To hire money temporarily, not exceeding fifty thousand dollars ($50,000.00) for one year, in the anticipation of the taxes of the year IS97.


ART. 10. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sinking Fund Commission, and give notes of the Town for the same, for the purpose of funding the Town debt.


ART. II. To see if the Town will make an appropriation for Police Service.


ART. 12. To see if the Town will make an appropriation for the purpose of observing Memorial Day.


ART. 13. To see if the Town will make an appropriation for the purpose of laying out and grading avenues in the Cemetery.


ART. 14. To see what action the Town will take in relation to straightening Winter street, and make an appropriation therefor.


ART. 15. To see what action the Town will take in relation to street lighting, and make an appropriation therefor.


ART. 16. To see if the Town will make an appropriation to cover the cost of insurance on Town buildings.


II


ANNUAL TOWN MEETING.


ART. 17. To see if the Town will make an appropriation for repairs on Town Hall and other Town buildings.


ART. IS. To see if the Town will make an appropriation for the Board of Health.


ART. 19. To see if the Town will make an appropriation for the Superintendent of Schools.


ART. 20. To see if the Town will appropriate the money received from the County of Essex. on account of Dog Tax for the year of 1896, and in addition thereto, the sum of three hundred dollars ($300.00) for the purpose of purchasing books for the Saugus Free Public Library, and for current expenses for the same, to be expended under the direction of the Library Trustees ; or to see what action the Town will take in the matter.


ART. 21. To see if the Town will appropriate the sum of fifty dollars ($50.00) for searching the records and plans for the Assessors.


ART. 22. To see if the Town will vote to carry the school children from Lynnhurst and vicinity to the East Saugus schools for one year, and appropriate three hundred and fifty dollars ($350.00) for conveyance ; or to see what action the Town will take in the matter.


ART. 23. To see if the Town will make an appropriation to connect the boilers in the Roby School with the heating apparatus in the Old Grammar School building ; or to see what action the Town will take in the matter.


ART. 24. To see if the Town will make an appropriation for sidewalks ; or to see what action the Town will take in the matter.


ART. 25. To see if the Town will make an appropriation for the purpose of purchasing trees and shrubbery to set out in the Cemetery. the same to be expended under the direction of the Board of Selectmen ; or to see what action the Town will take in the matter.


ART. 26. To see if the Town will appropriate a sum of money for the purpose of placing a Fire Alarm Box on Clifton Heights ; or to see what action the Town will take in the matter.


ART. 27. To see if the Town will appoint a committee of five citizens to look into the advisability of a Town Electric

Lighting Plant, and report at a future meeting ; or to see what action the Town will take in the matter.


ART. 28. To see if the Town will appropriate the sum of eight hundred dollars ($800.00) for the purpose of heating the Almshouse and making a suitable place for roots and vegetables, the same to be expended under the supervision of the Overseers of the Poor ; or to see what action the Town will take in the matter.


ART. 29. To see if the Town will make an appropriation for Superintendent of Schools ; or to see what action the Town will take in the matter.


ART. 30. To see if the Town will make an appropriation for painting the School House in Ward Four ; or to see what action the Town will take in the matter.


ART. 31. To see if the Town will make an appropriation for new floors, also for refurnishing the Old School building in Ward Three ; or to see what action the Town will take in the matter.


ART. 32. To see if the Town will appropriate a sum of money for the purpose of placing an Arc Light on the corner of Essex street and Broadway ; or to see what action the Town will take in the matter.


ART. 33. To see if the Town will accept Adams avenue from Pleasant Hills depot to Vine street, in accordance with plans filed ; or to see what action the Town will take in the matter.


ART. 34. To see if the Town will instruct the Board of Selectmen to petition the County Commissioners to lay out a street from Hamilton street, near East Saugus depot, to Woodbury avenue, in accordance with plans filed ; or to see what action the Town will take in the matter.


ART. 35. To see if the Town will appropriate the sum of one hundred seventy nine dollars and sixty-six cents, ($179.66), to reimburse H. A. Nowell for laying water pipes on Belmont street ; or to see what action the Town will take in the matter.


ART. 36. To see if the Town will accept Belmont street, beginning on Winter street, two hundred and twelve (212) feet,

more or less, easterly from the corner of the Saugus Cemetery ; thence running northerly three hundred and sixty (360) feet to Shute street, so called ; said street is forty (40) feet wide, and lies on the westerly side of the described line ; or to see what action the Town will take in the matter.


ART. 37. To see if the Town will accept Horton street, beginning on Central street, one hundred twelve and thirty-three hundredths (112.33) feet, more or less, from Denver street ; thence running westerly three hundred, seventy-six and seven one hundredths (376.07) feet ; said street is forty-five (45) feet wide, and lies on the northerly side of the described line ; or to see what action the Town will take in the matter.


ART. 38. To see if the Town will accept Vermont avenue, beginning on Central street three hundred and fifty-nine and one- half (359.5) feet, more or less, northerly from Denver street ; thence running westerly three hundred, fifty-seven and one-half (357.5) feet ; said avenue is forty-five (45) feet wide, and lies on the northerly side of the described line ; or to see what action the Town will take in the matter.


ART. 39. To see if the Town will accept Edison street, beginning at Walnut street seven hundred and ninety-seven (797) feet, more or less, northerly from the boundary line between Saugus and Lynn ; thence running in a southwesterly direction four hundred and eighty-five (485) feet, more or less, to Vinegar Hill road, so called ; said street is fifty (50) feet wide, and lies on the southerly side of said described line ; or to see what action the Town will take in the matter.


ART. 40. To see if the Town will accept Newcomb avenue, beginning at Edison street, two hundred forty-seven and one-half (247.5) feet from Walnut street; thence running in a south- easterly direction, nearly parallel with Walnut street, nine hundred and eighty-five (985) feet, more or less, to the boundary line between Saugus and Lynn : said avenue is fifty (50) feet wide, and lies on the westerly side of said described line ; or to see what action the Town will take in the matter.


ART. 41. To see if the Town will accept Cleveland avenue, beginning at Edison street at its junction with Newcomb avenue, at a point three hundred and thirty-four (334) feet more

or less, from Walnut street ; thence running nearly south-south- east eighteen hundred and eighty-two (1882) feet, more or less, to the southerly side of Sherman street ; thence running in a southeasterly direction three hundred and four (304) feet, to the southern boundary line of Lynnhurst ; said avenue is fifty (50) feet wide, and lies on the easterly side of said described line ; or to see what action the Town will take in the matter.


ART. 42. To see if the Town will accept Jefferson avenue, beginning at Walnut street, two hundred and twenty-five (225) feet, more or less, northerly from the boundary line between Saugus and Lynn ; thence running southwesterly three hundred eighty-one and seventy-eight one-hundredths (381.78) feet, across Newcomb avenue to the beginning of Harrison avenue ; thence running nearly west-southwest four hundred and forty-nine (449) feet, across Cleveland avenue to Vinegar Hill road, so called : said avenue is seven hundred and twenty-three (723) feet, more or less, in length and fifty (50) feet wide, and lies on the northerly side of said described line; or to see what action the Town will take in the matter.


ART. 43. To see if the town will accept Garfield avenue, beginning at Newcomb avenue, one hundred eighty-eight and seventy-three one-hundredths(188.73) feet southerly from Jefferson Avenue ; thence running nearly south-southeast eight hundred and seventy-five (875) feet, more or less, to the boundary line between Saugus and Lynn; the easterly line of said avenue is six hundred and fourteen (614) feet, more or less, in length, and lies fifty (50) feet distant from said described line ; or to see what action the Town will take in the matter.


ART. 44. To see if the Town will accept Harrison avenue, beginning at Jefferson avenue, three hundred eighty-one and seventy-eight one hundredths (381.78) feet, westerly from Walnut street ; thence running nearly south-southeast twelve hundred and ninety-six (1296) feet, more or less, to the southerly side of Sherman street ; thence running southeasterly two hundred (200) feet, more or less, to the boundary line between Saugus and Lynn : the easterly line of said avenue is thirteen hundred and sixty-seven (1367) feet, more or less, in length, and lies fifty (50) feet distant from the said described line ; or to see what action the Town will take in the matter.

ART. 45. To see if the Town will accept Washington avenue, beginning at the boundary line between Saugus and Lynn, eighty-eight (88) feet, more or less, easterly from Garfield avenue ; thence running in a nearly west-southwesterly direction across Garfield, Harrison and Cleveland avenues, five hundred and ninety-one (591) feet, more or less, to Vinegar Hill road, so called : the southerly line of said avenue is five hundred and seventy (570) feet, more or less, in length, and lies fifty (50) feet distant from the said described line ; or to see what action the Town will take in the matter.


ART. 46. To see if the Town will accept Sherman street, beginning at the boundary line between Saugus and Lynn, at a point one hundred and forty-five (145) feet, more or less, easterly from Harrison avenue ; thence running in a nearly southwest direction across Harrison and Cleveland avenues four hundred and eighty-four (484) feet, more or less, to Vinegar Hill road, so called : the southerly line of said street is four hundred and seventy-four (474) feet, more or less, in length and lies fifty (50) feet distant from the said described line ; or to see what action the Town will take in the matter, agreeable to the petition of C. N. Wormstead, Louis W. Hawkes, Harrison G. Wilson, and others.


ART. 47. To see if the Town will instruct the Water Commissioners to make a new contract with the City of Lynn for a future water supply ; or to see what action the Town will take in the matter.


ART. 48. To see if the Town will instruct the Selectmen to make a contract with the Lynn Gas and Electric Lighting Co. for the future lighting of streets ; or to see what action the Town will take in the matter.


ART. 49. To see if the Town will make an appropriation for an arc light to be placed on the corner of Central and Jackson streets ; or to see what action the Town will take in the matter.


ART. 50. To see if the Town will appoint a committee to consider and report on the subject of boarding in private families the inmates of the Town Almshouse, or recommend some plan other than the present, whereby they may have better care and at less expense to the Town ; or to see what action the Town will take in the matter.

ART. 51. To see if the Town will vote to authorize the Selectmen or Overseers of the Poor to sell or let the Town Farm ; or to see what action the Town will take in the matter.


ART. 52. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a Water Loan of five thousand dollars ($5,000.00) for the extension of the water pipes ; or to see what action the Town will take in the matter.


The Polls will open at 6 o'clock A.M., and may close at 4.30 P.M.


And you are hereby directed to serve this Warrant, by posting attested copies at the usual places, seven days at least before the time of holding said meeting, and to distribute copies, as provided by the By-Laws, at least four days before.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.
