Superintendent of Streets' Report
In performance of my duty as Superintendent of Streets, I submit the following report :
Owing to the heavy rain storms of 1896, we were obliged to be at great expense to keep our streets in a passable condition. This of course made a large inroad into the appropriation, so much so that after the spring and summer work was completed there was nothing left for the fall work. I then consulted with the Select- men and we made arrangements to repair Birch Brook road and put the gutters and catch basins in good condition for the winter, the same to be taken out of the 1897 appropriation. This we did at a cost of one thousand forty-six dollars and twenty-six cents. During the months of January and February we paid out for moving snow and repairing snow plows, eight hundred and five dollars. This with what we overrun from 1896 amounts to one thousand eight hundred fifty-one dollars and twenty-six cents. Deducting this from the appropriation and we had left only four thousand six hundred forty-eight dollars and seventy-four cents for the improvement of streets. The Selectmen urged me to curtail all I could so as not to exceed the appropriation any more than possible, and I have done so to the best of my ability. The largest amount of work done on any one street was Lincoln avenue, and with a few hundred dollars more could be made a nice thoroughfare. Whitney street, Cliftondale, is in a very poor condition and should be attended to this year. Central street, between Cliftondale and Saugus Centre, needs grading. I hope the Town will take some action this year in regard to Winter street. I have done some patching on this street, but that is very unsatisfactory on a street that needs grading all the way. Walnut street, near Lynn line, is badly washed and should be one of the first attended to. Hawks hill on the east side needs grading,

also along by the Richard and Lewis Hawks estates. This and the Hawks hill are the two worst places in North Saugus, with the exception of the Turnpike, and that I am in hopes the State will take in the near future. Main street, westward from the house of Mrs. Carns to Howard street, needs grading most of the way. There are many more places that it would be well to have repaired if the Town was able, but I think if those I have men- tioned could be attended to we could get along very well for the present.

Report of Overseers of the Poor
Again has the year rolled round when it becomes the duty of the Overseers to make their annual report.
The whole amount of orders drawn by the Overseers' Depart- ment amounts to $3,308.42, as follows :- For insane, $1,512.95 ; for partial support of 65 persons, $1,206.40; for Town Farm, $477.82 ; for plumbing, $34.85 ; for insurance, $26.40; Town physician, $25.00 ; incidentals, $17.00.
The most important event in the year in this department has been the change in the management of the Almshouse. Mr. and Mrs. Wentworth's resignation taking effect April 1, Mr. J. B. Wiggin and wife were appointed superintendent and matron, coming to us highly recommended by Overseers of Poor of Tewksbury, where they had served seven years.
The Farm has produced large crops the past year, but prices for farm products have ruled very low so that the Farm does not make so good a showing as it otherwise would. Work of reclaiming a part of the pasture on Essex street has been com- menced which will make an excellent piece of land for grass. The farm is in excellent condition and reflects honor upon the Town and credit upon the Superintendent.
It is the desire of the Board and also of the Superintendent that the townspeople might by personal inspection see the farm and its workings, and to that end Mr. Wiggin and his wife extend to all the citizens of Saugus a hearty invitation to visit them at any time, when they will be cordially welcomed and shown about the Farm.
We have found the appropriation made at the March meeting was some larger than we needed. At the end of the year we were obliged to leave bills unpaid to the amount of $500 to $600 owing to not getting bills promptly from other towns, etc.

Report of Chief of Police
I herewith present my report for the year of 1897, giving a list of membership of the Department, number of arrests made, how they were disposed of, and a list of other work done during the year.
Membership.
The force is composed of three regular and ten special officers, as follows : Charles O. Thompson, Frank W. Joy and Walter A. Pratt are the regular officers. They report at the Town Hall at 6.30 P. M., go on duty at 7.30 and stay on until 3.30 A. M. The specials are P. A. Flaherty, S. F. Kinney, Roland Mans- field, Thomas Newhall, Charles Blakeley, Justin Mansfield, Dana B. Walker, John Townsend, Robert Chisholm, and James Rea.
Total number of arrests, 115, as follows: Drunk, 41 ; assault and battery, 12; breaking and entering, 10; non-support, 2; profane language, 2 ; cruelty to animals, 3 ; insane, 2 ; peddling without license, 12 ; disturbing peace, I ; default I ; for out of town officers, 3; capias, I; pool-selling, 5; fast driving, I ; track walking, 2; larcency, 3; liquor nuisance, 2 ; malicious mischief, I ; tramps, 16, vagrants, 2.
Of the above, 110 were males and 5 females, disposed of as follows : Fined and paid, 40 ; discharged, 20 ; placed on file, 29 ; sent to Insane Asylum, I ; sent to House of Correction, 18; sent to Grand Jury, 3 ; sent to Superior Court, 4.
List of other work done: Complaints received and investi- gated, 140; doors found open and secured, 34 ; fires discovered and put out, 2 ; lights found burning, 10; stray teams found and put up, 3 ; lights furnished for dangerous places in streets, 10; disturbances suppressed, 10; windows found open, 15; lost chil- dren found and restored, 3.
