Hydrants.
Whole number, 140. During the year we have had one fire where we could not use our apparatus on account of there being no water. The house and stable of W. F. Menslage & Co., on Broadway.
Recommendations.
We would recommend that the Town appropriate sufficient money for the immediate purchase of a chemical engine, and 1,000 feet of new hose.
We would respectfully recommend that the sum of ($1,600) sixteen hundred dollars be appropriated for the expenses of this department the ensuing year.
In closing, we wish to thank the officers and members of the department for the prompt and efficient manner in which they have responded to all calls in the past year.

Since Jan. 1, 1897, I have examined 844 animals, of which number 641 were cattle, 131 hogs, and 72 sheep, all of which, in my opinion were sound. I have granted 26 milk licences since May I.

Saugus Free Public Library
Trustees' Report.
Our Library has just completed its tenth year of usefulness ; and your trustees cannot but feel, that every citizen of Saugus, must be very proud of what has been accomplished. You all know from what very small beginnings the work was started, -you all should know what a valuable piece of property " Our Library " is gradually becoming ; and it is the earnest wish of your trustees, that the day is not far distant when more ample accommodations will be allotted by the town; so that a good reading-room may be provided for our citizens.
Every year we call your attention to the free-delivery system of books, to all sections of our town; and while the circulation of books is every year increasing, we do feel that there are still many families, that would be very greatly benefited by taking advantage of the privileges offered by " Our Library."
You will remember that a year ago, the young women of Sau- gus, under the leadership of Miss Gertrude H. Nourse ; presented the Library with $102.00, the proceeds of the Sable entertain- ment of the " Bon Ton " Lady Minstrels.
This splendid gift has enabled us to publish a much needed new catalogue of the library ; which is now ready for distribution. Had it not been for the destruction, by fire, of the printing-house that was doing the work, this catalogue would have been ready for our readers, three months ago, - no one has regretted this delay more than your trustees ; but no one was to blame.
Magazines have been contributed during the year, by Miss Mary E. Thayer, Miss Armitage, Mrs. Hathaway, Mrs. Fred C. Cheever, Mrs. Charles E. Davis and Miss Emma E. Newhall.
We have also received bulletins and library catalogues from the Brookline, Lynn and Winchester Public Libraries, and contribu- tions of books from Miss Maria Batchelder, (through the kind-

As " Our Library " grows, so of course do the expenses, which together with the new catalogue, has left us with very little money for new books during this last year.
Whatever money the citizens may appropriate, we will expend with the greatest economy - last year you gave us $350.00 and the dog tax -but if we could have $100.00 more, the results of the small increase would be most apparent.
At the yearly examination, the library was found to be in most excellent condition - the work of carrying on the library most ably done by our librarian ; and your trustees are satisfied this department of the town's work is in excellent condition.

Selectmen's Report
The annual report of the Selectmen for the fiscal year ending Dec. 31, 1897, with some suggestions for the consideration of the Town, is herewith respectfully submitted :-
Highways. -
The unusual amount of rain during the season has made the task of keeping the streets of our Town in passable condition a much larger undertaking than in most previous years. A consid- erable portion of our appropriation has been expended on the outlying streets where the steep hill-sides where much exposed to the heavy, washing rains of the spring and early summer. Several hundred dollars were expended on Lincoln avenue, so that with a comparatively small additional outlay, this thorough- fare will be in good shape for many years to come. The ledge on Main street has been removed and so great is the improvement that it is a source of wonder why it had not been done years ago. Attention is again called to Winter street. It needs grading and repairing nearly the whole distance from Denver street to the church at East Saugus. When finishing the cemetery wall it was thought best to make and grade a sidewalk along the length of the rustic part, thereby adding very much to its beauty and the con- venience of the public. There are also some bad places at Oaklandvale, which should be attended to. In other respects our highway system is in its usual good condition. But a part of the appropriation for sidewalks has been expended. With better business prospects in the future, our citizens will be taking advantage of the appropriations set apart for sidewalks, and we think with a small annual appropriation will secure the end sought for.

SELECTMEN'S REPORT.
Salem Turnpike.
We have kept this much traveled street in excellent condition. It is hoped that arrangements may be made whereby the Town may escape the appropriation they are annually called on to expend on this roadway.
Street Lighting.
We trust that during the ensuing year arrangements will be made whereby the present system of street lighting will be materially improved.
Fire Department. 1
· The numerous calls on the Fire Department, and the onerous duties expected of its members, which have been so manfully met, shows what can be done by determined and faithful men though their equipment may be meagre. We refer you to the report of the Chief Engineer for details.
Public Buildings.
If the Town will make an appropriation so that the Essex street school-house, the old Town hall, and the grammar school- house on Main street, can be painted, our public buildings will then be in as good repair as they are in any of our surrounding towns.
Cemetery.
There should be an appropriation made for laying out and grading avenues and walks in the new part of the cemetery, as nearly all the lots in the old part have been taken up. As had been done by our predecessors we would recommend that the Town fix a salary for the Superintendent of the cemetery and make an appropriation therefor. The cemetery wall is completed.
Police Department.
We have heard no word of complaint of this department. We congratulate our citizens on the order and quiet that has prevailed during the year, and believe it has been due to the efficiency of our officers and patrolmen. The details of this department will be found in the report of the Chief of Police.
