REPORT OF CHIEF OF POLICE.


Finance.


Extra work done by the Police and money turned into the Town treasury, $30.00. The total amount of fines paid during the year was $364.00, of which the Town received $289.00 ; various informers and complainants, $55.00; and the Mass. Society for the prevention of cruelty to animals, $20.00.


I would recommend that the sum of $3,000 be appropriated for Police Service for the year 1898.


I wish to extend my sincere thanks to the Honorable Board of Selectmen, also to George M. Amerige, Esq., Trial Justice, for the favors received in the year just ended ; also I wish to express my appreciation to the officers regular and special for the efficient service rendered the past year.

Report of Board of Health


The Board of Health respectfully submits its annual report for the year 1897.


The Board was organized as follows: George W. Gale, M. D., chairman ; William F. Belcher, secretary ; Benjamin F. Robinson, inspector.


The regular meetings of the Board are held in the Town Hall on the first Monday of each month at 8 o'clock P. M.


We have had very few complaints this year, which speaks volumes for the cleanliness of the inhabitants as a whole. Each and every complaint has been carefully investigated, and where a nuisance existed the same was ordered abated at once, which has been done cheerfully in every case.


We would again call attention to the fact that all complaints that are made to this Board must be made in writing over the signature of the party or parties making the same.


We would say in regard to the nuisance that existed at Clifton- dale, which consisted of a very foul and offensive place, and a nuisance to the general public, occupied by Michael Biggs as a cow barn, the Board issued to the supposed owners and occupant two notices to vacate and abate the same. It being a very com- plicated affair, the Board had to be very careful in order to save the town from expense. The town counsel went to Salem and discovered the real owner, who very speedly removed the same.


We have very few cases of contagious diseases to report this year compared to former years.


We have had but thirty-three cases all told reported as follows : Diphtheria, II ; scarlet fever, 20 ; measles, 2. No deaths having occured from any of the above reported diseases, most of them being of a very mild form.


The general health of the town has been good.


We have granted sixteen permits to board infants, also two undertakers' licenses, ten permits to keep swine and two licenses to cleanse vaults and cesspools.

REPORT OF BOARD OF HEALTH.


We would call the attention of the citizens of the Town to Rule 22, with the additions recently adopted, of the Rules and Regulations of the Board of Health, as follows :


RULE 22 .- No person shall build, or cause to be built, any privy, vault or cesspool, unless the same is constructed in a thorough and substantial manner, lined with stone, brick or other suitable material of sufficient thickness and strength to prevent the walls from falling in, and located so that the inside of the same shall be at least three feet distant from the line of any adjoining lot or street.


Every cesspool shall be of sufficient size to contain at least eighty cubic feet, measured below two feet beneath the surface of the ground, and, when not water tight, shall be at least twenty feet distant from any well, spring, or any other source of water supply used for culinary or domestic purposes. In no case shall the drainage from a privy, vault, cesspool or sink, or foul drainage from any domestic source, be permitted to enter any stream, brook, run or pond within the limits of the Town.


SECTION I. No person shall cause to be built any cesspool upon any premises owned or occupied by him or his tenants, without first having obtained consent from the Board of Health in regard to the location of the same.


SECTION 2. No cesspool shall hereafter be constructed within the limits of the Town, unless the same shall be provided with a suitable manhole; the manhole to be level with or higher than the surface of the ground, and sufficiently large to admit the body of a man to pass through it for the purpose of cleaning the same.


SECTION 3. No owner or tenant of any building, of any description, shall hereafter be allowed to connect any sink or water-closet with, or put any waste material or filth into any old or unused well within the limits of the Town.


We would recommend that a sufficient sum of money be ap- propriated for the collection of ashes, swill and garbage, at least twice a week, as this will insure a generally improved sanitary condition in and around all premises.
