School Regulations


CHAPTER I.


SCHOOL SESSIONS.


SECTION I. The school year shall commence on Tuesday fol- lowing the first Monday in September and shall be divided in three terms, as follows : - The first term to commence with the school year and extend to but not include the last school day before Christmas, with a recess the last part of Thanksgiving week beginning Wednesday night. The second term to com- mence the first Monday in January (the first Tuesday when the first day of the month is Monday) and extend to and include the third Friday in March. The third term to commence on the first Monday in April and extend to the third Friday in June. The second and third terms of the High School shall close one week later than is indicated above.


SECT. 2. The schools shall be closed every Saturday and the following holidays : Washington's Birthday, 19th of April, Memorial Day, and the 17th of June.


Teachers desiring to attend the meetings of the State, also of the County Teachers' Association may close school for that pur- pose.


SECT. 3. The High School shall have one session daily (five sessions a week) beginning at half-past eight and closing at twenty minutes past one.


All other schools shall have two sessions daily, - a morning session beginning at nine and closing at quarter of twelve through- out the year ; and an afternoon session beginning at half-past one and closing at quarter of four, from the first Monday of February to the first Monday of November ; and during the remainder of the year beginning at half-past one and closing at half-past three.

SECT. 4. For no forenoon session of any of the schools the signal shall be given at 7.45 ; for all schools except the High at 8 o'clock. For no afternoon session of any of the schools at 12.45 P. M.


CHAPTER II.


TEACHERS.


SECT. I. All teachers are required to make themselves acquainted with these regulations and to see that they are faith- fully observed.


SECT. 2. In each building the Principal shall have general oversight of the schools, and the other teachers will be expected to co-operate in all efforts to promote good order, regular atten- dance, and efficient school management. The Principal shall have the care of the yard, basement and outbuildings and pre- scribe such rules for their use as seem necessary.


SECT. 3. All teachers are required to be in their school- rooms both morning and afternoon at least fifteen minutes before the time fixed for the session to begin. If not they are tardy or absent and will so report with cause of the same on their monthly report to the Superintendent.


SECT. 4. No teacher shall for any cause be absent from school without notifying in advance some member of the School Com- mittee or Superintendent. Whenever possible a substitute will be provided.


SECT. 5. No teacher shall be allowed to change the hours of opening and closing school without special permission from the School Committee or Superintendent.


SECT. 6. Any teacher for sufficient cause may suspend a pupil from school, but shall then immediately notify the parent or guardian and the Superintendent, giving full particulars. Except in very unusual cases, suspension shall take effect only at the close of a school session.


Teachers are required to keep a record of all cases of discipline. Such record shall include the date, name of pupil, the offense and the punishment. Later the effect of the punishment should be recorded.


SECT. 7. In addition to the regular school register, each

teacher shall keep a record of the name, date of birth, date of admission, parents' name, and place of residence of each pupil.


SECT. 8. Reports of each pupil's work, and of his attendance shall at stated times be sent to the parent or guardian. In addi- tion to these formal reports, parents shall be often and repeatedly informed of any unsatisfactory work, attendance or conduct of their children.


SECT. 9. It shall be the duty of each teacher to learn the cause of frequent or prolonged absence of any pupil of her school, and to use her influence to prevent its repetition.


Teachers will promptly report all cases of probable truancy to the truant officer, together with the names and residences of such offenders.


SECT. 10. Whenever pupils for any cause fail to do satisfac- tory work they shall be placed in a lower class ; and pupils when properly prepared may be promoted to higher classes, but in either case only after consultation with the Superintendent.


SECT. II. In all rooms having adjustable furniture, teachers are required, with the assistance of the janitor, to see that all pupils have their desk and chair properly adjusted to their height and size.


SECT. 12. Each teacher is required to attend to the proper care of her own room, including the regulation of the temperature and ventilation, as well as furniture, books and other school property.


SECT. 13. Teachers under the direction of the Superintendent may visit other schools, but not more than two days each year is allowed for this purpose.


Teachers are required to attend such teachers' meetings as the Superintendent may appoint.


SECT. 14. Within one month after the beginning of each term, teachers are expected to furnish the Superintendent with a copy of the daily program. A copy of the same shall be kept in a conspicuous place in the school-room.


SECT. 15. Teachers shall request pupils not to come to the school grounds earlier than fifteen minutes before the time for school to begin. As soon as the doors are open pupils may pass at once to their own school-room and take their seat. Playing or running in the school-room is forbidden.

SECT. 16. Teachers are usually engaged for a full year but honorable release may be obtained at the end of any school term by giving at least four weeks' notice.


SECT. 17. Teachers shall not give or allow to be given in any school notice of any show or public entertainment ; they shall not permit their time during school hours to be occupied by any book agent, lecturer, photographer or other persons of similar business ; they shall not allow collections of money for any purpose ; except, in either of the above cases, permission is granted in writing by the Superintendent or some member of the School Committee.


SECT. 18. Regular teachers will in no case be absent from the room, or engage in other work during the recitations conducted by the special teachers, but shall preserve order and aid the special teacher when needed.


CHAPTER III.


PUPILS.


SECT. I. No child shall be admitted to any of the public schools until the requirements of the State law as to vaccination have been met.


Beginners shall be admitted to the first grade only during the first two weeks of the Fall term and of the Spring term.


SECT. 2. Every pupil is required to attend school as con- stantly as possible, and if tardy or absent to furnish the teacher satisfactory evidence that such tardiness or absence was necessary.


SECT. 3. Any pupil guilty of marking, cutting, defacing or otherwise injuring any school-house, outbuilding or school furni- ture will be required to pay the cost of repairing the same.


SECT. 4. Pupils are forbidden to throw snowballs, stones or anything which might do harm, in the vicinity of the school-house, or to use any profane or improper language.


CHAPTER IV.


DUTIES OF JANITORS.


SECT. I. The janitor, under the immediate direction of the principal, shall have charge of the school-house and grounds.


SECT. 2. He shall build fires when needed, and in season see that all rooms are properly heated, (68° to 70°) but not over-

heated ; and that the right temperature is maintained during school-hours.


SECT. 3. In buildings provided with a system of ventilation, the cold air boxes must be kept wide open for the admission of outside air, during all the time schools are in session, except in case of very high winds, when they may be partly closed.


SECT. 4. He shall sweep and dust all rooms, and clean out the chalk trays twice each week. Also sweep the halls and stair- ways as often as necessary to keep them clean. He shall empty the waste paper baskets daily. When called upon he shall assist teachers in adjusting school furniture.


SECT. 5. He shall wash all windows, floors, doors, stair bal- usters, chairs and desks, at least twice each year, in August and in the spring vacation, and at other times if there is special need.


SECT. 6. He shall keep the water-closets and urinal in a neat condition, cleaning and washing when necessary.


SECT. 7. He shall screen the ashes (if they contain coal not fully burned), burn the cinders and put the ashes in a place con- venient to be afterward removed.


SECT. S. In buildings of four rooms or more, he shall have charge of the boys' basement during the recess period, and report to the principal or teacher all cases of disorderly or improper conduct.


SECT. 9. In winter he shall remove all snow from the school- house steps and keep all necessary paths open.


SECT. 10. When steam is used for heating, boilers shall be blown off as often as necessary, and tubes cleaned out each week. The safety valves shall be tried every day, and all other valves . kept properly packed.


Ashes shall be drawn from under the boiler each day. In ex- tremely cold weather he must take unusual precautions to prevent injury from freezing, either by remaining all night or until satisfied of the safety of all water and steam pipes.


He must carefully watch the heating apparatus and give im- mediate notice of any needed repairs. During the holidays and vacations, only enough fire to protect the apparatus shall be kept up.


SECT. II. Each night after teachers have left, he shall see that all windows and outside doors are closed and fastened.

SCHOOL REGULATIONS.


SECT. 12. No person not connected with the schools shall be allowed on the premises, without the consent of the principal of the school or some teacher (visiting parents and friends are always very welcome). Smoking in or about the building is strictly forbidden.


SECT. 13. In buildings of more than four rooms, if heated by steam, the janitor is not to leave the premises during the school session without notifying the Principal.


SECT. 14. The janitor shall promptly notify the Principal of any injury to school property.


SECT. 15. The Principal is expected to report to the School Committee promptly any neglect or inefficiency on the part of the janitor.
