MEETING OF MONDAY, MARCH 8, 1897.


Called to order by Elmer B. Newhall, Town Clerk, at S o'clock P.M.


ARTICLE I. Chose Thomas P. Parsons, Moderator, who was sworn by Town Clerk.


ART. 2. There were no reports made by committees.


The Moderator appointed and qualified the following gentle- men as Tellers : George Learoyd, Wesley Paul, A. Clark Newhall.


ART. 3. The following were elected Field Drivers : John C. Townsend, Edward Bryant, Henry O. Mitchell, Levi G. Hawkes, Charles W. Libby. Pound Keeper : Herbert O. Pratt. Measurers of Wood and Bark: Philip Farnham, Fred E. Cross, Levi G. Hawkes.

ART. 9. Voted, That the Town Treasurer with the approval of the Selectmen be and is hereby authorized to hire money temporarily not exceeding one year in anticipation of the taxes of IS97 and give notes of the Town for the same, and that all money so hired shall be expressly made payable from such taxes of 1897, the whole amount so hired under this vote not to exceed fifty thousand dollars. Affirmative, 158 ; negative I.


ART. IO. Voted, That the Treasurer be and hereby is auth- orized to hire money of the Sinking Fund Commissioners with the approval of the Selectmen and give notes of the Town for the same for the purpose of funding of the Town debt.


ART. 27. Voted, That the subject of the advisability of a Town Electric Lighting Plant be referred to a Committee of Five, as follows : John H. Parker, Joseph S. Meacom, Chairman of Selectmen Forristall, Frank P. Bennett and Daniel S. Bannon.


Unanimous consent was given Mr. Henry J. Mills to read a resolve in regard to the Half Mill Tax Bill, as follows : Resolved, That we, the citizens of Saugus, assembled at the Annual Town Meeting on this Sth day of March, 1897, do favor the bill known as the Half Mill Tax Bill and earnestly request our Representa- tives to use their efforts to procure its passage and also to present this resolve before the Honorable The General Court. This resolve was accepted.


ART. 33. Voted, To indefinitely postpone the acceptance of Adams avenue from Pleasant Hills station to Vine street.


ART. 34. Voted, To indefinitely postpone action in regard to petitioning the County Commissioners to lay out a street from Hamilton street to Woodbury avenue, Saugus.


Voted at 10.12 P. M., To adjourn until March 15 at S o'clock P. M.

Meeting called to order by Mr. Thomas P. Parsons, Moderator. Charles F. Fowler was appointed and sworn as a Teller by the Moderator.

ANNUAL TOWN MEETING.


ART. 36. Voted, To accept Belmont street beginning on Winter street, two hundred and twelve feet more or less, easterly from the Saugus Cemetery; thence northerly three hundred and sixty feet to Shute street, so called. Said street is forty feet wide and lies on the westerly side of said described line.


Voted, That the report of the Committee on Appropriations be heard. After reading they were accepted.


ART. 7. Voted, That the items of Article 7 be taken up separately.


Voted as follows : For Schools, $15,000; Selectmen's Inci- dentals, $5,000 ; Overseers of the Poor, $5,000; Water Loan Principal, $2,500 ; School House Loan, $2,150; Electric Fire Alarm, $500 ; Interest, $6,500 ; Salem Turnpike, $1,000 ; Sinking Fund, $1,2000 ; State and Military Aid, $1,500; Highways and Bridges, $5,500 ; Fire Department, $1,400.


ART. 8. Voted, That the salaries of Town Officers be as recommended by the Appropriation Committee, as follows : Town Clerk, $100 ; Selectmen, $350 ; Treasurer, $400 ; Auditor, $150; Overseers of the Poor, $200; Water Commissioners, $150; Superintendent of Streets, $100 ; Board of Health, $75 ; Chief of Fire Department, $100; Assistants, $100 ; Constable, $30 ; Assessors, $425 ; Firemen of ten men only in each Com- pany, $600.


Voted, That the salary of the Tax Collector be one and one- half per cent. on the amount of tax collected.


Voted, That when this meeting adjourns it be at 10 o'clock and for one week at S o'clock P. M.


ART. II. Voted, That the sum of $2,500 be and is hereby appropriated for Police Service. Affirmative, 153 ; negative, 10.


ART. 12. Voted, That the sum of one hundred and fifty dollars be and is hereby appropriated for the purpose of observing Memorial Day.


ART. 13. Voted, That the sum of two hundred dollars be and is hereby appropriated for the purpose of laying out and grading avenues in the Cemetery.


ART. 14. Voted, To indefinitely postpone action in regard to straightening Winter street.

ANNUAL TOWN MEETING.


ART. 15. Voted, That the sum of $3,500 be and is hereby appropriated for Street Lighting.


ART. 16. Voted, That the sum of six hundred and twenty-five dollars be and is hereby appropriated for insurance on Town buildings.


ART. 17. Voted, To indefinitely postpone the matter of repairs on Town Hall and other Town buildings.


ART. IS. Voted, That the sum of two hundred dollars be and is hereby appropriated for the use of the Board of Health.


ART. 19. Voted, That the sum of one thousand dollars be and is hereby appropriated for a Superintendent of Schools.


ART. 20. Voted, That the sum of three hundred and fifty dollars and the Dog Tax be appropriated for the use of the Public Library.


ART. 21. Voted, That the sum of fifty dollars be and hereby is appropriated for the use of Assessors in searching the records and plans for the Board.


ART. 22. Voted, That the sum of three hundred and fifty dollars be and hereby is appropriated for the conveyance of school children from Lynnhurst to East Saugus Schools and that the same be expended at the discretion of the School Com- mittee.


At this time the meeting adjourned for one week until March 22, at 8 P. M.


Meeting March 22, 1897, called to order at 8 P. M. by Moder- ator.


ART. 23. Voted, That a sum not exceeding three hundred dollars be and hereby is appropriated for the purpose of con- necting the boilers in the Roby School and Grammar School buildings, the work to be done under the direction of the Select- men and not to be commenced until the Roby School building has been fully accepted by the Building Committee and the Town.


ART. 24. Voted, That the sum of four hundred dollars be and hereby is appropriated for Sidewalks.

ART. 25. Voted, That fifty dollars be and hereby is appro- priated for the purchase of trees and shrubbery for the Cemetery, the same to be expended under the direction of the Selectmen.


ART. 26. Voted, To indefinitely postpone putting a Fire Alarm box on Clifton Heights.


ART. 28. Voted, That this article be laid on the table and take up Article 50.


Voted, To lay Article 50 on the table.


Voted, To incorporate Articles 50 and 51 in one.


Voted, That a Committee be appointed to consider the question of boarding the Town paupers in families. Also to consider the question of building a new almshouse adapted to the needs of the Town to be used solely as an almshouse, and to discontinue the business of farming in connection with the support of the poor. Also to look into the advisability of letting or selling the Town Farm as called for under Articles 50 and 51, and to report their recommendations at a future meeting. Committee appointed, as follows : George A. Learoyd, H. H. Atherton, Marion V. Put- nam, H. O. Pratt, Frank P. Bennett.


Voted, That Article 28 be taken from the table.


ART. 28. ' Voted, That this article be referred to the same Committee.


ART. 29. Voted, To indefinitely postpone this matter.


ART. 31. Voted, That the sum of nine hundred dollars be and is hereby appropriated for laying new floors, repairing inside and reseating the old school building in Ward Three.


ART. 32. Voted, That the matter of placing an arc light at the corner of Essex street and Broadway be indefinitely post- poned.


ART. 52. Voted, That the Treasurer be instructed with the approval of the Selectmen to make a Water Loan of $5,000 for the extension of water pipes.


ART. 37. Voted, To combine Articles 37, 38, 39, 40, 41, 42, 43, 44, 45, 46 so that they all be acted on at once.


Voted, That three streets be accepted as recommended by the Selectmen and laid out by them.

SPECIAL TOWN MEETINGS.


ART. 47. Voted, That the Water Commissioners be instructed to make a contract with the City of Lynn for a future water supply upon as favorable terms as prevail at present.


ART. 48. Voted, That the matter of making a contract with the Lynn Gas and Electric Lighting Co. for a future supply be referred to the Committee on Electric Lighting.


ART. 49. Voted, That the matter of placing an electric light on the corner of Central and Jackson streets be indefinitely postponed.


ART. 30. Voted, that the sum of two hundred dollars be and hereby is appropriated for painting the school-house in Ward Four.


ART. 35. Voted, That the sum of $179.66 be and hereby is appropriated to reimburse Horace A. Nowell for expense of water pipes laid on Belmont street.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in the Town affairs, to meet at the Town Hall, Saugus, on Monday, the twenty-third day of August, A. D. 1897, at 8 o'clock P.M., to hear and act on the following articles, viz. :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on Reports of Committees. ART. 3. To see if the Town will appropriate the sum of four hundred dollars ($400) for police services ; or to see what action the Town will take in the matter.

ART. 9. To see if the Town will accept and adopt the pro- visions of Sections 11, 12 and 13, of Chapter 481, of the Acts of the Legislature for 1894 ; or to see what action the Town will take in the matter.


ART. 10. To see if the Town will appoint a Committee to formulate By-Laws to regulate the Inspection of Buildings and the Inspection of Plumbing within the Town; or to see what action the Town will take in the matter.


ART. II. To see if the Town will make or enact By-Laws to regulate the Inspection of Buildings and the Inspection of Plumb- ing within the Town ; or to see what action the Town will take in the matter.


ART. 12. To see if the Town will pass or enact Rules for the Collection of Taxes in the Town ; or to see what action the Town will take in the matter.

ART. 14. To see if the Town will appropriate a sum not ex- ceeding four hundred and fifty dollars ($450) for the purpose of furnishing the new school building in Ward Two ; or to see what action the town will take in the matter.

To see if the Town will appropriate a sum not ex- ceeding nine hundred dollars ($900) to finish in and around the new school building in Ward Two, as follows : to finish grading the grounds, connecting walks, cementing the basement floors, removing the Town scales from the grounds and finishing a book- room in the building ; or to see what action the Town will take in the matter.


ART. 16. To see if the Town will instruct the Selectmen, in the future to advertise and receive bids for all contracts or work to be done for the Town, where an appropriation exceeding one hundred dollars ($100) is made, and the lowest bidder to receive the contract : providing he endorses a certified check for twenty- five per cent. of his bid ; or to see what action the Town will take in the matter : agreeable to the petition of James H. Stewart, F. W. Feakins, E. K. Hayden and others.


ART. 17. To see if the Town will appoint a Committee of Five citizens to investigate the Assessors' valuation of property, real and personal, and to report at the next Town meeting whether or not there is an equality of valuation throughout the Town ; or to see what action the Town will take in the matter, on petition of George W. Combs and others.


And you are hereby directed to serve this Warrant by posting up attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies, as pro- vided by the By-Laws at least four days before.


Hereof fail not, and make due return of this Warrent, with your doings thereon to the Town Clerk, at the time and place of said meeting.

ART. 7. Voted, That the receipts from court fines be and hereby is appropriated for the expenses of the lockup after itemized bills of the expenses have been presented to and approved by the Selectmen.


ART. S. Voted, That a committee to investigate the matter of purchasing a gravel pit be chosen by the meeting. That this committee consist of the Board of Selectmen, and the following gentlemen : Mr. Frank M. Avery and Mr. Ernest L. Noera. Voted, That this committee investigate the desirability of purchasing gravel pits (more than one) and report at the next Town meeting.


ART. 9. Voted, Not to accept the sections in relation to building and plumbing ordinances.


ART. 10. Voted, To indefinitely postpone the matter of ' choosing a committee on By-Laws for building and plumbing ordinances.

ART. 12. Voted, To indefinitely postpone the making of rules for the collection of taxes.

Pursuant hereunto I have notified the inhabitants of the Town of Saugus qualified to vote in Town affairs, to meet at the Town Hall, Saugus, on Wednesday, Dec. 15, 1897, at 8 o'clock P.M., by posting attested copies in the usual places seven days at least before the time of holding said meeting, and by distributing copies
