Auditor's Report.
To the Citizens of the Town of Saugus :
Having examined the accounts of the Treasurer, Overseers of the Poor and Tax Collector, and finding them correctly kept with proper vouchers for all payments made, I herewith submit the annual report for the year 1901, and trust that all will be interested enough in it, especially the financial part, to give it a very careful perusal. The deficiency has been decreased nearly $11,000, which is certainly a step in the right direction, although at a cost of a high rate of taxation. The interest account still continues large but as the last of the coupon notes become due this year, it should be considerably less, and I recommend that the sum of $10,500 be appropriated to meet interest charges the ensuing year. An ap- propriation of $2,509 will be required for Principle of Water Loan, $2,150 for Cliftondale Schoolhouse Loan and $350 for Lynnhurst Schoolhouse Loan. The Town Farm account continues to improve, and taking the increase of personal property into consid- eration, has been more than self-supporting the past year by several hundred dollars. I desire to again request all who receive remittances from the Treasurer with bill enclosed, to at once re- ceipt the same and return to Auditor.

GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts in the Town, on Monday, March the Fourth, A. D. 1901, at six (6) o'clock A. M., then and there to bring in their ballots to the Wardens for the follow- ing Town Officers :-
Town Clerk, Three (3) Selectmen for one year, Town Treasurer, One Assessor for three years, Three Overseers of the Poor for one year, Tax Collector for one year, One Member Board of Health for three years, Auditor, Constable, One Sinking Fund Commissioner for three years, Three Trustees of Public Library for three years, One Water Com- missioner for three years, One Member of School Committee for three years, Three Fence Viewers, Tree Warden for one year.
Also your answer "Yes" or "No" to the following question, "Shall eight hours make a day's work for City and Town em- ployees according to Chap. 344, Sections 1, 2, 3, Acts 1899?"
Also your answer "Yes" or "No" to the following question, "Shall License be granted for the sale of Intoxicating Liquors in the Town for the ensuing year?"

Also to appear at the Town Hall, on Monday Evening, March Eleventh, A. D. nineteen hundred and one, at eight o'clock, to hear and act on the following articles, viz :-
Art. I. To choose a Moderator to preside at said meeting. -
Art. 2. To hear and act on Reports of Committees.
Art. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.
Art. 4. To revise the Jury List.
Art. 5. To choose a Committee on Appropriations, as re- quired by the Town By-Laws.
Art. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year.
Art. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.
Art. 8. To see what action the Town will take in the mat- ter of fixing the compensation of any or all Town Offices, and make an appropriation for the same.
Art. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes:
Ist. For the purpose of paying notes coming due the present year.
2d. For the purpose of paying notes not yet due.
3d. To hire money temporarily, not exceeding seventy-

five thousand dollars ($75,000) for one year, in inticipation of the taxes of the year 1901.
Art. 10. To see if the Town will make an appropriation for Police Service.
Art. II. To see if the Town will appropriate the sum of two hundred dollars for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.
Art. 12. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.
Art. 13. To see if the Town will make an appropriation to cover the cost of insurance on Town Buildings.
Art. 14. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.
Art. 15. To see if the Town will make an appropriation for thirteen hundred dollars for the Board of Health, or to see what action the Town will take in the matter.
Art. 16. To see if the Town will make an appropriation for the Superintendent of Schools.
Art. 17. To see if the Town will appropriate the sum of one hundred dollars ($100) for searching the Records and Plans and for Incidentals for the Assessors.
Art. 18. To see if the Town will make an appropriation for Sidewalks, or to see what action the Town will take in the matter.
Art. 19. To see if the Town will make an appropriation for Tree Warden or to see what action the Town will take in the matter.

Art. 20. To see if the Town will make an appropriation for Sealer of Weights and Measures or to see what action the Town will take in the matter.
Art. 21. To see if the Town will make an appropriation of three hundred dollars ($300.00) for repairs and incidental ex- penses on School Buildings, to be expended under the direc- tion of the School Committee, or to see what action the Town will take in the matter.
Art. 22. To see what compensation the Town will give the Collector for collecting the tax of 1901, or to see what action the Town will take in the matter.
Art. 23. To see if the Town will vote to adopt some rule for collecting taxes, or to see what action the Town will take in the matter.
Art. 24. To see if the Town will instruct the Assessors to abate the tax on a certain Town note held by Mrs. E. Hath- away, in payment of the Gravel Pit purchased by the Town, or to see what action the Town will take in the matter.
Art. 25. To see if the Town will defray the expenses of the Lock-up from Court Fines, or to see what action the Town will take in the matter.
Art. 26. To see if the Town will make an appropriation for the Salaries of Firemen of the Saugus Fire Department, or to see what action the Town will take in the matter.
Art. 27. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the expenses of the Fire Department for the ensuing year, or to see what action the 'Town will take in the matter.

for two Fire Alarm boxes, one to be placed at the corner of Central and Denver streets, one at Lynnhurst, or to see what action the Town will take in the matter.
Art. 29 To; see if the Town will instruct the Board of En- gineers to remove the hose from Lynnhurst, or to see what action the Town will take in the matter.
Art. 30. To see if the Town will appropriate the sum of five hundred dollars and dog tax for use of the Public Li- brary, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.
Art. 31. To see if the Town will authorize the Water Commissioners to make a new contract with the City of Lynn for a future water supply, or to see what action the Town will take in the matter.
Art. 32. To see if the Town will authorize the Treasurer with the approval of the Selectmen to make a Water Loan of Five Thousand Dollars ($5,000) for the extension of the water pipes, or to see what action the Town will take in the matter.
Art. 33. To see if the Town will appoint a committee of not more than three citizens whose duty is shall be to take entire charge of the Cemetery, who shall receive all money therefrom and pay the same over to the Treasurer, taking his receipt for the same. They shall also have the appointing of a Superintendent of the Cemetery, who shall receive from the Treasury of the Town such a sum of money for a salary as the Town shall appropriate, or to see what action the Town will take in the matter.

Art. 35. To see if the Town will make an appropriation for the purpose of laying out and grading avenues in the Cemetery, or to see what action the Town will take in the matter.
Art. 36. To see if the Town will make an appropriation of five hundred dollars ($500) for Soldiers' Relief, or to see what action the Town will take in the matter.
Art. 37. To see if the Town will concur in the proposed change in the boundary line between the Towns of Saugus and Lynnfield, as recommended by the Board of Topographi- cal Survey Commissioners.
Art. 38. To see if the Town' will accept the provisions of Section I, Chapter 186, Acts of 1895, or to see what action the Town will take in the matter.
Art. 39. To see if the Town will instruct the Selectmen to locate four incandescent lamps on Denver Street, between the railroad crossing and the corner of Denver Court, and make an appropriation for the same, agreeable to the petition of G. H. Johnson, Adrian D. Hall and others, or to see what action the Town will take in the matter.
Art. 40. To see if the Town will furnish more light on Pleasant Street, and make an appropriation for the same, agreeable to the petition of Solon A. Hall, C. O. Popp and others, or to see what action the Town will take in the matter.
Art. 41. To see if the Town will appoint a committee to confer with the officials of the Lynn and Boston R. R. Co., relative to a reduction in fare between Saugus Centre and

Malden Square, also between Saugus Centre and Wakefield, or to see what action the Town will take in the matter.
Art. 42. To see if the Town will make an appropriation for fitting up the vacant room in the Old Town Hall building as a laboratory for the use of the High School, and the pur- chase of apparatus for the same.
Art. 43. To see if the Town will instruct the Selectmen to establish a voting precinct at Pleasant Hills and make an ap- propriation for the same agreeable to the petition of Wm. Barber, H. W. Brown and others, or to see what action the Town will take in the matter.
Art. 44. To see if the Town will instruct the Selectmen to purchase land and build a four-room school-house at Pleasant Hills at a cost not to exceed twelve thousand dollars ($12,000) agreeable to the petition of F. E. Standley, Rudolph Rasch and others, or to see what action the Town will take in the matter.
Art. 45. To see if the Town will authorize the Treasurer with the approval of the Selectmen to make a loan not ex- ceeding twelve thousand dollars ($12,000) for a term of years, to be called the Pleasant Hills Schoolhouse loan, agreeable to the petition of H. W. Brown, Thos. Bowser and others, or to see what action the Town will take in the matter.
Art. 46. To see if the Town will appropriate the sum of two hundred dollars ($200), the same to be expended on Jasper street agreeable to the petition of James Biffin, Frank L. Oliver and others, or to see what action the Town will take in the matter.
Art. 47. To see if the Town will appoint a committee of not more than Three Citizens to consider the matter of a municipal lighting plant and to report their findings at some

future meeting, or to see what action the Town will take in the matter.
Art. 48. To see if the Town will vote to authorize the Selectmen to extend Pleasant Avenue to the Newburyport Turnpike, Broadway, so called, a distance of about 186 feet, in accordance with plans filed with the Town Clerk and rec- ommendations of the County Commissioners and make an appropriation of six hundred dollars ($600) for that purpose, or to see what action the Town will take in the matter.
To see if the Town will give the Selectmen authority to grade the extension of Pleasant Avenue, to purchase and sell land, move buildings and do such other work as will be neces- sary to complete the extension of said avenue, in compliance with the recommendations of County Commissioners and plans filed. All work to be let out by contract to the lowest responsible bidders, or to see what action the Town will take in the matter.
The Polls will open at 6 o'clock A. M. and may close at 4.30 P. M., and you are hereby directed to serve this warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting and to distribute copies as provided by the By-Laws at least four days before.
Hereof fail not and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting.

In the operation of the ballot box, which was publicly ex- amined by the Warden and Inspectors, previous to the de- posit of ballots, the figure two (2) was registered, hence shows a record of two (2) in excess of the actual ballots de- posited.
On registering ballots 34 and 72 error was made, making a total in excess of actual number ballots cast of four (4).
