We would at this time compliment the Chief and his men for the splendid services they have rendered to the Town during the year that lias just passed.

Cemetery.


We believe that the cemetery should be placed in the hands of three commissioners for one, two and three year terms, but before we can accomplish this it will be necessary for the Town to accept the Acts of 1890 in regard to cemetery com- missioners. The Selectmen will put an article covering this matter in the Town Warrant for 1902.

When the good citizens of the town are asleep, and dead

to the world, so to speak, it must be a source of gratification to them to know that while in that condition, our fire laddies, ever alert, stand ready to risk their lives to protect them from fire. Too much encouragement and support to these brave men cannot be bestowed by our citizens, and we would suggest that they at all times temper their criticisms with the kindly consideration they so justly deserve in the discharge of their duties.

Public Buildings.


We believe that every citizen of the town will agree with us on the importance of keeping our public buildings in good repair. Now to do this we have got to have a small appro- priation every year. Every one knows that it costs something every year to keep his own private property in good repair, and what is true of ours is equally true of public property. We think that a word to the wise is sufficient.


Finances.


This department of our Town is not in as good a condition as we would wish, although the Town has made some im- provement the past year, from the fact that at the beginning of the year 1901 there was due the Town some $85,000 in uncollected taxes, and at the close of the year 1901 some $75,000, showing a decrease of about $10,000. This is a step in the right direction, but when we consider the fact that there still remains an amount nearly equal to the entire tax levy for a year, we feel that the results attained are far from being satisfactory.


We hope that every citizen of the Town of Saugus will give this matter their most serious consideration.

ASSESSORS' REPORT.


The Assessors hereby recommend the sum of $750.00 to meet the expenses (salary) of their department for the year 1902.


During the year 1901, the Assessors have obtained twelve new plans for use in their department, by which means two lots of woodland have been located, and taxed for the first time for several years. By these plans, other lots show an increase in acreage. One lot in particular, taxed heretofore as 3 acres. proved to be 614 acres. One lot of marshland. taxed as 2 acres. increased to 5. Another lot of 3 acres, tax uncollected for several years, has been located. and will be sold for taxes, if not paid in future.


To aid the Assessors to continue this line of work, they would recommend that the sum of $50.00 be appropriated for searching the records. and in securing such plans as might be deemed necessary.

Finance.


The total amount of fines paid during the year was $374. Paid to Town of Saugus, $307.50. Paid to Mass. Society of Cruelty to Animals, $55. Paid to various officers in peddler cases, $11.50.

Report of Chief of Fire Department.


I would recommend that the Honorable Board of Select- men instruct the Water Board of Revere to place hydrants on Vine St. and on Main St. above the Methodist Church, which would greatly add to the protection of property in that vicinity. I would also recommend the laying of a six-inch water pipe from the four corners on Main St. to the Town Farm buildings, as at present time there is no protection to these buildings. I would recommend that twenty-three hun- dred dollars be appropriated this year, as we now have the fire system in three circuits which is a great benefit to the system, but makes more expense in the battery room.


The apparatus consists of 3 hose wagons, I hook and lad- der truck, 8 Underwriters' and 4 Babcock extinguishers, 4,700 feet of hosc, 100 feet of garden hose, 3 plain brass and 7 regulation play pipes, 12 extinguishers in Town buildings, 4 sets of double harness, 300 feet of ladder, 28 rubber coats, 3 jump nets, I line gun, I pull down hook with chain and rope attached, 3 crotch poles, 8 lanterns, 3 long hooks, 2 axes, 3 bars, 26 spanners and 20 belts, 12 lighters, 14 fire hats, 3 wrenches, 3 wagon jacks.

Report of Board of Health.


The Board of Health respectfully submits its annual report for the year 1901.


The Board was organized as follows: George W. Gale, M. D., Chairman; William F. Belcher, Secretary; Benjamin F. Robinson, Health Officer and Inspector.


Regular meetings of the Board are held at the Town Hall on the first Monday of each month at 8 o'clock P. M.


But complaints can be made to any of the members at any time and the same will receive prompt attention. There have been a number of complaints to the Board the past year, but all have been attended to without any recourse to law, all citizens showing a willingness to comply with the require- ments when notified and in most cases being ignorant of the existing ordinances.


There has been a general compliance with the law in regard to the location, ventilation and making of manholes large enough for the passage of a man's body to clean out the same. We would still urge upon the citizens the benefits of this ordi- nance. The collection of ashes. swill and garbage has been attended to and only two complaints have been made during the year. The amount of swill has increased by a third. there being fifty more places than in the year 1900. The ashes have increased in some cases more than one-half. The col- lections of ashes and garbage have been made same as last year, viz .: East Saugus. Tuesdays; Cliftondale. Wednesdays; Saugus Centre, Thursdays. The swill being collected Tues- days and Saturdays. There are still a great many places that
