Auditor's Report.


To the Citizens of the Town of Saugus :


I hereby submit the annual report of the Town for the year 1902 and trust that every citizen of the Town will give it a care- ful persual.


The accounts of the Treasurer, Tax Collector and the Over- seers of the Poor have been carefully examined and proper vouchers found for all payments made. Last year I recom- mended that the sum of $10,500 be appropriated to meet interest ' charges, but it will be seen by the Treasurer's Report that includ- ing the interest collected on the Sinking Fund notes it took over $12,000 to meet this account partially owing to the large amount of temporary loans required. The interest account for 1903 on Water Loans, Schoolhouse Loans, the Hathaway Bond and allowing the temporary loans , to average $60,000 will require about $7,500 and I recommend that this amount be appropriated to meet interest charges the ensuing year. An appropriation of $3,000 will be required to meet the principal of Water Loan due this year, $2, 150 for the Cliftondale Schoolhouse Loan and $350 for the Lynnhurst Schoolhouse Loan.

To Charles A. Blakeley, Constable of the Town of Saugus. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the severa voting precincts in the Town, on Monday, March the third, A. D., 1902, at six (6) o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town Officers :


Town Clerk, three Selectmen for one year, Town Treasurer, one Assessor for three years, three Overseers of the Poor for one year, Tax Collector for one year, one member of Board of Health for three years, Auditor, Constable, one Sinking Fund Commis- sioner for three years, one Trustee of Public Library for three. years, one Water Commissioner for three years, one Member of School Committee for three years, three Fence Viewers, Tree Warden for one year. Also, your answer, " Yes" or "No" to the following question : "Shall License be granted for the sale intoxicating liquors in the Town for the ensuing year ?"


Also to appear at the Town Hall, on Monday evening, March tenth, A. D. nineteen hundred and two, at 8 o'clock, to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of Committees.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.

ART. 4. To revise the Jury List.


ART. 5. To choose a Committee on Appropriations, as required by the Town By-Laws.


ART. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year. ,


ART. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


ART. S. To see what action the Town will take in the matter of fixing the compensation of any or all Town Offices, and make an appropriation for the same.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :


First. For the purpose of paying notes coming due the present year.


Second. For the purose of paying notes not yet due.


Third. To hire money temporarily, not exceeding seventy- five thousand dollars ($75,000) for one year, in anticipation of the taxes of the year 1902.


ART. 10. To see if the Town will make an appropriation for Police Service.


ART. II. To see if the Town will appropriate the sum of two hundred dollars, for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.


ART. 12. To see what action the Town will take in relation to Street Lighting, and make an appropriatian therefor.

ART. 13. To see if the Town will make an appropriation to cover the cost of insurance on Town Buildings.


ART. 14. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


ART. 15. To see if the Town will make an appropriation for the Board of Health, or to see what action the Town will take in the matter.


ART. 16. To see if the Town will make an appropriation for the Superintendent of Schools.


ART. 17. To see if the Town will appropriate the sum of one hundred dollars ($100) for searching the Records and Plans and for Incidentals for the Assessors.


ART. 18. To see if the Town will make an appropriation for Sidewalks, or to see what action the Town will take in the matter.


ART. 19. To see if the Town will make an appropriation of two hundred dollars ($200) for Tree Warden, or to see what action the Town will take in the matter.


ART. 20. To see if the Town will make an appropriation for Sealer of Weights and Measures, or to see what action the Town will take in the matter.


ART. 21. To see if the Town will make an appropriation of three hundred dollars ($300) for repairs and incidental expenses on School Buildings, to be expended under the direction of the School Committee, or to see what action the Town will take in the matter.


ART. 22. To see what compensation the Town will give the Collector for collecting the tax of 1902, or to see what action the Town will take in the matter.


ART. 23. To see if the Town will vote to adopt some rule for collecting taxes, or to see what action the Town will take in the matter.

* ART. 24. To see if the Town will instruct the Assessors to abate the tax on a certain Town note held by Mrs. E. Hathaway, in payment of the Gravel Pit purchased by the Town, or to see what action the Town will take in the matter.


ART. 25. To see if the Town will defray the expenses of the Lock-up from Court fines, or to see what action the Town will take in the matter.


ART. 26. To see if the Town will make an appropriation for the Salaries of Firemen of the Saugus Fire Department, or to see what action the Town will take in the matter.


ART. 27. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the expenses of the Fire Depart- ment for the ensuing year, or to see what action the Town will take in the matter.


ART. 28. To see if the Town will appropriate the sum of six hundred dollars ($600) and dog tax for use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


ART. 29. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a Water Loan of twenty-five hundred dollars ($2,500) for the extension of the water pipes, or to see what action the Town will take in the matter.


ART. 30. To see if the Town will accept the provisions of Section 21, and the four following sections of Chapter 78 of the Revised Laws, relating to a Board of Cemetery Commissioners.


ART. 31. To see if the Town will elect three Cemetery Com- missioners, or to see what action the Town will take in the matter.


ART. 32. To see if the Town will make an appropriation for salary of Superintendent of Cemetery, or to see what action the Town will take in the matter.

ART. 33. To see if the Town will make an appropriation for the purpose of laying out and grading avenues in the Cemetery, or to see what action the Town will take in the matter.


ART. 34. To see if the Town will make an appropriation of four hundred dollars ($400) for Soldiers' Relief, or to see what action the Town will take in the matter.


ART. 35. To see if the Town will make an appropriation of five hundred dollars ($500) for repairs on the schoolhouse at North Saugus, agreeable to the petition of Thomas W. Riley, D. B. Walker, F. H. Coburn and others, or to see what action the Town will take in the matter.


ART. 36. To see if the Town will make an appropriation for the purpose of concreting or cementing the basement of the Roby school building.


ART. 37. To see if the Town will reimburse E. B. Oliver, W. L. Newhall, H. J. Mills and others, ninety-five dollars ($95) for hydrant in Franklin Square, or to see what action the Town will take in the matter.


ART. 38. To see if the Town will appropriate the sum of eight hundred dollars ($800) to be expended on Adams avenue, from Central street to the railroad crossing, agreeable to the peti- tion of John S. Smith, Thomas Cox and others, or to see what action the Town will take in the matter.


ART. 39. To see if the Town will make an appropriation to cover the cost of three drinking fountains for horses, one to be located in each of the principal villages, agreeable to the petition of Elmer B. Newhall, James A. Halliday and others.


ART. 40. To see if the Town will vote to extend Pleasant avenue in Cliftondale to Broadway, or the Newburyport Turnpike, so called, according to plans filed with the Town Clerk ; also to authorize the Selectmen to purchase land and execute contracts for the building of said extension and make an appropriation for the same, or what action the Town will take in the matter.

ART. 41. To see if the Town will vote to remove the ledge on Broadway, Cliftondale, to admit of the safe and proper con- struction of the extension of Pleasant avenue and make appro- priation for the same, or what action the Town will take in the matter.


ART. 42. To see if the Town will make an appropriation of one hundred and fifty dollars ($150) for purchasing apparatus for the High School Laboratory, or to see what action the Town will take in the matter.


ART. 43. To see if the Town will vote to remove the boiler from under the Old Schoolhouse and place the same in the basement of the Town Hall, and make an appropriation for the same, or see what action the Town will take in the matter.


ART. 44. To see if the Town will remove the hay scales from the Roby School lot and place new ones at the rear of the Town Hall and make an appropriation for the same, or to see what action the Town will take in the matter.


ART. 45. To see if the Town will instruct the Selectmen to have hydrants put in on Vine street ; also on Main street above the Methodist Church and make an appropriation for the same, or to see what action the Town will take in the matter.


ART. 46. To see if the Town will make an appropriation to ay a six inch pipe from Dudley's Four Corners (so called) to the Town Farm for the protection of the Town buildings, or to see what action the Town will take in the· matter.


ART. 47. To see if the Town will instruct the Selectmen to properly take care of the surface water on Main street, near the B. & M. R. R. crossing in Cliftondale and make an appropria- tion for the same agreeable to the petition of John E. Palmer, John L. Rowell and others, or to see what action the Town will take in the matter.

ART. 48. To see if the Town will make an appropriation of two hundred dollars ($200) to cover the cost of new stable for horses and other needed repairs to the Town Farm Barn, agree- able to the petition of George H. Ames, James A. Halliday and others, or to see what action the Town will take in the matter.


ART. 49. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, viz. : Junction of Walnut and Edison streets ; Cleveland avenue and Edison street ; Fairmont and Jefferson avenue ; Washington and Cleve- land avenue ; Fairmont avenue and Walnut street ; Walnut street at the boundry between Saugus and Lynn; Fairmont avenue between the residence of Fred Neal and C. N. Wormstead ; Fair- mount avenue corner Fairmount place ; Fairmount avenue near Hickey estate; Main and Howard streets; Main and Forest streets ; Lincoln avenue and Endicott street ; Whitney and Myrtle streets, and make an appropriation for the same, or to see what action the Town will take in the matter.


ART. 50. To see if the Town will instruct the Selectmen to locate an arc light at the corner of Stone and Elm streets and make an appropriation for the same, or to see what action the Town will take in the matter.


ART. 51. To see if the Town will accept Stone and Elm streets in accordance with plans filed at the Town Clerk's office, agreeable to the petition of James A. Halliday, C. D. Whittredge and others, or to see what action the Town will take in the matter.


ART. 52. To see if the Town will accept Endicott street, or to see what action the Town will take in the matter.


ART. 53. To see if the Town will accept 290 feet of Colum- bus avenue from Central street, as shown on plan on file with the Town Clerk, or to see what action the Town will take in the matter.


ART. 54. To see if the Town will accept the eastern end of Western avenue, between Ocean View avenue and Baker street,

as a public highway, agreeable to the petition of Washington L. Bryer, Charles G. Woodbridge and others, or to see what action the Town will take in the matter.


ART. 55. To see if the Town will lay out and accept that portion of Jasper street now used as a private way, leading from Cross street to land of Arthur Huggins, opposite lot numbered 116, said highway to be ten hundred and fifty-three (1.053) feet in length, more or less, and fifty feet wide, substantially on the lines defining the present private way, agreeable to the petition of Frank L. Oliver, Daniel B. Dwinell and others, or to see what action the Town will take in the matter.


ART. 56. To see if the Town will appoint a committee of three (3) citizens to select a name for the new school building at Cliftondale and report the same at the adjourned meeting, or to see what action the Town will take in the matter.


ART. 57. To see if the Town will vote to give a rebate of two-thirds of the taxes on all new manufacturing buildings, stock and machinery that shall be built and put into operation during the next period of five (5) years ; also same rebate on all stock and machinery that shall be put into operation in all old buildings in the Town for the same period of time, or to see what action the Town will take in the matter.


ART. 58. To see if the Town will instruct the Superintend- ant of Streets to employ the horses that are used by the Fire Department to work on the highways, or to see what action the Town will take in the matter.


ART. 59. To see if the Town will vote to accept the Aus- tralian ballot at the annual caucus, or to see what action the Town will take in the matter, agreeable to the petition of M. F. Cunningham and others.


ART. 60. To see if the Town will instruct the Selectmen to take proper action to the end that hereafter no person or persons be employed by said Town of Saugus, either directly or indirect- ly, to build, alter, change or repair any street or highway that

has or may hereafter be built or established within said Town of Saugus, unless such person or persons at the time of such employ- ment be actual residents and taxpayers of said Town and citizens of the United States, or to see what action the Town will take in the matter, agreeable to the petition of W. E. Snell, A. D. Field, A. Penney and others.


The Polls will open at six o'clock A. M. and may close at 4.30 P. M .. and you are hereby directed to serve this warrant by post- ing attested copies at the usual places seven days at least before the time of holding said meeting and to distribute copies as pro- vided by the By-Laws at least four days before.


Hereof fail not and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting.

The citizens of Precinct Two, qualified to vote in said precinct, assembled at the Hose House in Cliftondale on Monday, March 3rd, 1902, and gave in their votes for the purpose expressed in the warrant for this election, advertised as provided by law by the Selectmen.

The inspector attempted to ring in a ballot and the crank handle slipped and the lid went and registered 115, leaving the ballot in the slide.

The citizens of Precinct Three, qualified to vote in said precinct, assembled at the Hose House, Ward Four, on the third day of March, 1902, and gave in their votes for the purposes expressed of this election advertised, as provided by law by the Selectmen.
