ART. 4. To revise the Jury List.
ART 5. To choose a Committee on Appropriations, as required by the Town By-Laws.
ART. 6. To see what action the Town will take in relation to charging interest or making a disconnt on taxes assessed in the ensuing year.
ART. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.
ART. 8. To see what action the Town will take in the matter of fixing the compensation of any or all Town Officers, and make an appropriation for the same.
ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :
First. For the purpose of paying notes coming due the present year.
Second. To hire money temporarily, not exceeding seventy- five thousand dollars ($75,000) for one year, in anticipation of the taxes of the year 1902.
ART. 10. To see if the Town will make an appropriation for Police Service.
ART. II. To see if the Town will appropriate the sum of two hundred dollars for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.

To see if the Town will instruct its Board of Select- men to petition the General Court to appropriate one hundred thousand dollars ($100,000) or such sum as it deems necessary to be expended under the direction of a State Board or Commission, for defense against the gypsy moth, the brown tail moth, and other insect pests.

To see if the Town will appropriate the sum of two hundred dollars ($200) to widen and straighten the Brook in the Basin, so called, in the rear of the Nanepashemet Club House, the same to be spent under the direction of the Board of Health, or to see what action the Town will take in the matter.

ART. 41. To see if the Town will provide rooms for the Town officials not provided for and make an appropriation for the same, or to see what action the Town will take in the matter.
ART. 42. To see if the Town will make an appropriation for the construction of a fire escape on the Almshouse, or to see what action the Town will take in the matter.
ART. 43. To see if the Town will make an appropriation of fifty ($50) dollars for numbering the houses in the town not yet numbered, or to see what action the Town will take in the matter.
ART. 44. To see if the Town will appropriate the sum of five hundred ($500) dollars to grade and cut the grounds in front of the school buildings on Main Street, Saugus Center, or to see what action the Town will take in the matter.
ART. 45. To see if the Town will authorize the Sinking Fund Commissioners to deliver to the Town Treasurer on or after April 1, 1903, eighty-five thousand five hundred ($85,500) dollars of Town of Saugus notes not yet due, and authorize and direct the Town Treasurer to cancel the same.
ART. 46. To see if the Town will authorize the Sinking Fund Commissioners to accumulate a fund for the purpose of paying twenty-five thousand ($25,000) dollars of notes borrowed for the Cliftondale Schoolhouse Loan (new) and falling due from 1915 to 1919, or to see what action the Town will take in the matter.

ART. 48. To see if the Town will appropriate the sum of six hundred and seventy-seven dollars and fifty cents ($677.50), on account of the sinking fund for payment of the notes bor- rowed for the Cliftondale Schoolhouse Loan (new), or to see what action the Town will take in the matter.
ART. 49. To authorize the Town Treasurer to borrow of the Sinking Fund Commissioners such sums of money as they may have to loan and give notes of the Town for the same, or to see what action the Town will take in the matter.
ART. 50. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, viz. : three (3) lights on Elm street between Pranker's Mills and Walnut street, two (2) lights on Howard street and one (1) light on Main street north of Howard street and make an appropriation for the same, or to see what action the Town will take in the matter.
ART. 51. To see if the Town will vote to observe "Old Home Week," appoint a committee of five (5) to make the necessary arrangements, and make an appropriation for the same, or to see what action the Town will take in the matter.
ART. 52. To see if the Town will accept Ernest street as shown on plan on file with the Town Clerk, or to see what action the Town will take in the matter.
ART. 53. To see if the Town will accept Endicott street as shown on plan on file with the Town Clerk, or to see what action the Town will take in the matter.
ART. 54. To see if the Town will vote to make an appro- priation for draining Maple street, Cliftondale, or to see what action the Town will take in the matter.

ART. 55. To see if the Town will vote to accept Fairview avenue, according to plans and specifications filed with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of A. W. Pyne and others.
ART. 56. To see if the Town will vote to accept that part of Myrtle street, Cliftondale, between Whitney and Mt. Vernon streets, or to see what action the Town will take in the matter.
ART. 57. To see if the Town will accept and adopt the By-Laws as revised and amended by the Committee, or to see what action the Town will take in the matter.
ART. 58. To see if the Town will instruct the Selectmen to appear before the General Court in favor of, and by the repre- sentative to the General Court to support the petition calling for the passage by the General Court and submission to the people of a constitutional amendment to allow municipalities to establish fuel yards.
ART. 59. To see if the Town will vote to instruct the rep- resentative to the General Court that the Congress of the United States be memoralized to secure national ownership of the coal mines.
ART. 60. To see if the Town will vote to instruct the Selectmen to refer their action as to granting street railway loca- tions to a referendum vote.
ART. 61. To see if the Town will vote to immediately elect by yea and nay vote a committee of five to obtain informa- tion in regard to the minimum amount of money necessary to establish a coal and wood yard, such committee to serve without pay, and make a report at the next town meeting.

To see if the Town will authorize the Treasurer with the approval of the Selectmen to make a Water Loan of ten thousand ($10,000) dollars for the extension of the water pipes from where they now end on Essex street, to and through Vine street, and connect with the pipes on Main street, or to see what action the town will take in the matter.
ART. 64. To see if the Town will vote to accept the Aus- tralian Ballot at the annual Caucuses agreeable to the petition of Elmer B. Newhall, E. Curtis McKenney and others, or to see what action the Town will take in the matter.
ART. 65. To see if the Town will vote to pay the employees of the Highway Department two dollars ($2.00) per day instead of the rate now paid, or to see what action the Town will take in the matter.
The Polls will open at 6 o'clock A. M. and may close at 4.30 P. M., and you are hereby directed to serve this warrant by post- ing attested copies at the usual places seven days at least before the time of holding said meeting and to distribute copies as pro- vided by the By-Laws at least four days before.
Hereof fail not and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting.

ARTICLE I. Chose Judge Geo. M. Amerige, Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.

ART. 9. Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to hire money temporarily, not exceeding one year, in anticipation of the taxes of the year 1903, and give notes of the Town for the same, and all money so hired be expressly made payable from such taxes of 1903, the whole amount so hired under this vote not to exceed the sum of $75,000.
ART. 23. Voted, To indefinitely postpone the making of rules for the collecting of taxes.
ART. 24. Voted, To instruct the Assessors to abate the tax on a certain Town note held by Mrs. E. Hathaway in payment of the gravel pit purchased by the Town.
ART. 29. Voted, That a committee to consist of the Board of Selectmen and one representative from each ward be appointed to revise or amend the By-laws or create new ones and to insert such probable changes in the Warrant for the next Annual Town Meeting, in accordance with the provisions of Section 3, Art. 9 of the Town By-laws. Committee as follows : Frank M. Avery, Ernest E. Ryder, Marion V. Putnam, Charles D. Keyes.
ART. 24. Voted, That Article 24 be referred to the Selectmen to secure a legal opinion and report at the adjourned meeting what action shall be taken to fulfill the Town agreements with Mrs. Hathaway without invalidating the tax levy.
ART. 31. Voted, To instruct the Selectmen to grant a loca- tion of tracks on Central street as per the proposition made by the Boston and Northern Railroad to the Board of Selectmen.
ART. 35. Voted, That the Town Poorhouse, Almshouse, Workhouse, or any other name that carries with it a debasing

influence, shall be abolished from the future records of the Town of Saugus and the building that may be assigned for the use of our deserving poor shall hereafter be known as "The Saugus Home."

ART. 40. Voted, That the Town petition the Boston & Northern Street Railway Co. for a five-cent fare to Malden and

Wakefield Squares, and that a committee be appointed to confer with the railway, consisting of the Chairman of the Board of Selectmen and two members from Ward Two. E. Curtis McKenney and Benjamin F. Sanborn being chosen as above.

ART. 24. Voted, To indefinitely postpone the matter of mak- ing an abatement of the tax on a certain Town note held by Mrs. E. Hathaway in payment of the gravel pit purchased by the Town.
The Committee on Appropriations made its report at this time.
Voted, To accept the report of the Committee on Appropria- tions.
ART. 7. Voted, To accept Article 7 as a whole, and that the sum of $55,800 be and hereby is appropriated.

It was ruled by the Moderator that no action could be legally taken by the meeting under this Article.
ART. 8. Voted, That the sum of $5,050 be and hereby is appropriated for salaries for the year 1903 as per recommendation of Appropriation Committee.

ANNUAL TOWN MEETING.
MONDAY, March 23d, 1903.
Meeting opened at 8.10 P. M. by the Moderator.
ARTICLE II. Voted, That the sum of $200 be and hereby is appropriated for the observance of Memorial Day, the same to be expended under the direction of the Post No. 95 of the G. A. R.
ART. 12. Voted, That the sum of $5,400 be and hereby is appropriated for street lighting for the year 1903, and that the Selectmen be and hereby are authorized to make a contract for one year with the Lynn Gas and Electric Co.
ART. 13. Voted, That the sum of $700 be and hereby is appropriated for insurance on Town buildings for the year 1903.
ART. 14. Voted, That the sum of $1,200 be and hereby is appropriated for repairs on Town buildings for the year 1903.
ART. 15. Voted, That the sum of $1,800 be and hereby is appropriated for the Board of Health, and the collection of ashes and garbage be let by contract, and said contractor be required to give a good and sufficient bond in the sum of $1,000 for the satisfactory performance of his contract under the direc- tion or the Board of Health, the said contract to be let to the lowest responsible bidder.
ART. 16. Voted, That the sum of $1,000 be and hereby is appropriated for Superintendent of Schools for the year 1903:
ART. 17. Voted, That the sum of $50 be and hereby is appropriated for the use of the Assessors for the purpose of searching the records.
ART. 18. Voted, That the sum of $300 be and hereby is appropriated for sidewalks.
ART. 19. Voted, That the sum of $175 be and hereby is appropriated for the Tree Warden.
