The polls were opened at 6 o'clock A. M. and were closed at 4.45 P. M., and the whole number of ballots given in having been sorted and counted by the election officers in the manner provided by law, the result was declared.

ANNUAL TOWN MEETING.


ART. 6. Voted, That a discount of two per cent. be allowed on taxes of 1902 paid on or before October 10, 1902, and interest after January Ist, 1903 at the rate of six per cent.


ART. 9. Voted, That the Town Treasurer with the approval of the Selectmen be and hereby is authorized to hire money tem- porarily not exceeding one year in anticipation of the taxes of the year 1902 and give notes of the Town for the same, and all money so hired shall be expressly made payable from such taxes of 1902.


The whole amount so hired under this vote not to exceed the sum of $75,000.00. Yes 67. No o.


ART. 23. Voted, To indefinitely postpone the adoption of rules for the better collection of Taxes.

ART. 17. Voted, That the sum of $50 be and hereby is ap- propriated for the searching of records and plans for the Assess- ors.

ART. 57. Report of committee calling attention to Chapter 12, section 29, page 214 as follows :


" Whoever in any way directly or indirectly proposes or agrees to an assessment on any specific or limited amount less than that for which he is liable by law to be taxed with the purpose or as an inducement to make any particular place his residence for the purpose of taxation shall be punished by a fine of $1,000.


" An Assessor guilty of assenting to or making any such pro- posal subject to like penalty."

Voted, That Article 31 ; relating to the Election of three Cemetery Commissioners be indefinitely postponed.

ART. 39. Voted, That the sum of $375 be and hereby is appropriated to cover the cost of three combination drinking fountains and supply water for the same as called for under Article 39.

Voted, That the sum of $1,000 be and hereby is appropriated for the purpose of removing the ledge on Broad- way, Cliftondale, and for the purpose of extending Pleasant avenue to said Broadway and that the Selectmen be authorized to purchase land and execute the contracts necessary but not to exceed the amount hereby appropriated.


ART. 42. Voted, That the sum of $150 be appropriated for the High School Laboratory agreeable to Article 42.


ART. 43. Voted, That the sum of $75 be and hereby is appropriated for the purpose of moving the boiler from the base- ment of the Grammar School Building to the basement of the Town Hall.


ART. 44. Voted, That the sum of $200 be and hereby is appropriated under Article 44 for Hay Scales.


ART. 45. Voted, not to make an appropriation as called for for the placing of hydrants on Vine street.

ANNUAL TOWN MEETING.


SAUGUS, March 14, 1902.


The Committee chosen at the Annual Town Meeting on March roth, 1902, " to select a name for the new School Building at Cliftondale, (Central street) and report the same at the Adjourned Town Meeting," has considered the matter, and unanimously recommends the name of the "Felton School," in memory of Cornelius Conway Felton, who was for several years a resident of the Town of Saugus, and afterwards President of Harvard College.


The Committee considers the selection as quite appropriate in view of the fact that Mr. Felton in his early days, while residing in the village where the Building in question is located, attended the public schools of the Town, and subsequently attained great distinction as a classical scholar.


In this connection the Committee deems it proper to present a brief biographical sketch of Mr. Felton, as follows : Born in West Newbury, Mass. Nov. 6, 1807, and came to Saugus in 1815, when eight years of age. Graduated at Harvard in 1827 ; latin tutor at Harvard in 1829 ; Greek tutor in 1830 ; professor of Greek in 1832, Eliot professor of Greek Literature in 1834 ; President of Harvard College from July 1860 to the time of his death, Feb. 26, 1862. He was also the author of many classical works; a member of the Massachusetts Board of Education ; Regent of the Smithsonian Institution ; and a member of the American Academy of Arts and Sciences.

GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in town affairs, to appear at the Town Hall on Friday, October the seventeenth, A. D. 1902, at eight o'clock P. M., to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderator to preside at said meet- ing.


ART. 2. To hear and act on Reports of Committees.


ART. 3. To see if the Town will appropriate a sum of money to take care of surface water flowing from Lincoln avenue on to land of George G. and J. Dudley Richards, or to see what action the Town will take in the matter.


ART. 4. To see if the Town will appropriate a sum of money to take care of surface water flowing from Lincoln avenue on to land of J. W. Blodgett, or to see what action the Town will take in the matter.


ART. 5. To see if the Town will appropriate a sum of money to straighten and widen Central street in conformity with the plans of the County Commissioners filed with the Town Clerk, or to see what action the Town will take in the matter.

ART. 8. To see if the Town will appropriate the sum of seven hundred dollars ($700) to purchase hose for the Fire Department or to see what action. the Town will take in the matter.


ART. 9. To see if the Town will authorize the Treasurer with the approval of the Selectmen to make a water loan of of fifteen hundred dollars ($1,500) for extension of the water pipes or to see what action the Town will take in the matter.


ART. 10. To see if the Town will reimburse Charles B. Oliver, one of the petitioners in the case of Oliver and others, petitioners, against Gale and others, in the sum of one hundred and fifty dollars for counsel fees and expenses incurred in contest- ing, for the benefit of the Town, an illegal contract made by the Board of Health, or to see what action the Town will take in the matter.


ART. II. To see if the Town will vote to accept and lay out as a public highway that portion of Jasper street leading from Cross street to the easterly corner of land of Frank L. Oliver according to plan filed with Town Clerk agreeable to the petition of James Biffin and others and to make an appropriation for the same, or to see. what action the Town will take in the matter.


ART. 12. To see if the Town will vote to expend two hun- dred dollars ($200) on Main street, Cliftondale, agreeable to the petition of Charles E. Putnam and others, or to see what action the Town will take in the matter.

ART. 4. Voted, That the sum of $1,200 be and hereby is ap- propriated to build a catch basin on Lincoln avenue and to lay a fifteen-inch pipe through land of J. W. Blodgett connecting with open drain to salt water.


ART. 5. Voted, That the sum of $3,000 be and hereby is ap- propriated to be applied to straightening, widening and grading Central street.


ART. 6. Voted, That the sum of $2,000 be and hereby is ap- propriated for the purpose of setting boiler and piping the Town Hall for steam heat.
