Selectmen's Report
To the Citizens of the Town of Swampscott:
The Board of Selectmen submits herewith its annual report for the year 1948:
Hearings and Conferences
The Board of Selectmen held fifteen public hearings and one hundred sixty-five conferences with department heads, various com- mittees, and citizens of the town.
Legislation
Your Board of Selectmen was represented at a State House hearing pertaining to additional water supply lines and a survey is being conducted under State supervision.
The Board of Selectmen is unanimously opposed to any increase in domestic gas rates and was represented at hearings for the purpose of recording its opposition.
Transportation
The Board was successful in procuring bus service from the monument to Marblehead via Humphrey Street but due to lack of patronage it was necessary to discontinue this service. Your Select- men have recommended that the zone be extended from Millett Road to the corner of Atlantic Avenue, Humphrey Street and Puritan Road for the benefit of patrons.
Police
The new mobile police radio telephone system was installed in the two cruising cars thereby increasing the efficiency in this depart- ment and assuring citizens greater protection as this new system provides direct communication from the Police Station to cruising cars. The citizens are extended a cordial invitation to examine this equipment at any time.
Chief of Police Francis P. Wall was honored by his appointment as a member of the National Safety Council. Swampscott has a good safety record and continued effort will be made to retain it.
During the year several new traffic regulations were approved by the Board of Selectmen. These regulations were designed for the specific purpose of alleviating parking conditions in the beach district.
Street Lighting
Consideration was given and lights were installed in locations where it was deemed necessary.
A light was provided for patrons using the Phillips Beach Rail- road station. This light was installed through courtesy of the Boston and Maine Railroad at the request of the Selectmen.
Street Improvements
Under Chapter 90 General Laws, Salem Street has been resur- faced and your Selectmen have recommended the elimination of car - tracks on Humphrey Street and Essex Street.

Housing .
Conferences were held with the Veterans' Housing Committee and other department heads in an effort to expedite matters relating to Veterans' Housing.
The Board wishes to thank this committee for its untiring efforts and cooperation in this undertaking.
Town Engineer Howard L. Hamill and Surveyor of Highways Timothy J. Ryan are to be commended for their cooperation and assistance in conducting surveys and soundings.
Cemetery
It is the opinion of this Board that serious consideration be given to the erection of a new building to be used by the Superintendent of Cemetery for office space, storage of equipment and for proper facilities such as rest rooms for the use of the general public.
Your Selectmen feel that the present delapidated and anti- quated building lacks all of the facilities mentioned above and does not render the service that is necessary for the comfort and pro- tection of our citizens and the public.
This Board has requested Town Engineer Howard L. Hamill to survey certain parts of the Cemetery for the purpose of acquiring additional burial lots.
The Town Counsel has been requested to draft new cemetery regulations.
Beaches
As a result of recent court decisions pertaining to the rights of citizens to use beaches, the Selectmen deem it imperative that our limited Town Meeting authorize the appointment of a committee to study the beach situation in our town.
The decisions of the courts have a direct bearing on the rights of our citizens to use the beaches and we believe that it is vitally important that some action be taken to protect and safeguard the rights of our townspeople to enjoy the beaches.
In brief, the courts have decreed in many instances that land owners adjacent to the beach own the land to low water mark and could therefore prohibit the use of this property to the general public.
