Board of Health


To the Citizens of the Town of Swampscott:


The Board of Health herewith submits its report for the year ending December 31, 1948 together with those of its various officers.


During the past year there were 586 communicable diseases reported which was an increase of 141 over the number reported during the year 1947. Chicken pox, Measles and Mumps are still the prevalent diseases. In December, 41 cases of Chicken pox were re- ported. In June, July and August 228 (out of 237 for the year) cases of measles were reported, in January, February, March and April, 191 cases of Mumps were reported.


There was 1 new case of pulmonary tuberculosis reported, 1 death was attributable to this disease and at the present time there · are 3 patients receiving treatment at Essex Sanatorium.


3 cases of cat-bite were reported which is unusual for the Town.


The number of cases of Scarlet Fever and Whooping cough decreased from the preceding year.


There was 1 case of Infantile Paralysis which was diagnosed at Salem Hospital and reported to the State by Salem.


We are pleased to report that there was not a case of Dipth- theria in town although it was prevalent in other communities.


At this time we again want to strongly recommend that parents of those children who have not been immunized against the disease see that their children are given this protection at the earliest op- portunity. We suggest that you consult your family physician for further information about any type of immunization.


41 residents and 7 non-residents were bitten by dogs in our town this year. Fortunately none of those bitten required Anti- rabic treatment.


Our Rabies clinic was held again this year by Dr. John J. Nilan and proved quite popular with the towns people.


375 dogs were inoculated against rabies this year.


We continued our School Tuberculosis Clinics this year and out of a population in the High School of 376, 86.9% or 327, were tuberculin tested and it was found that 3.9%, or 13 reacting. Ac- cordingly these 13 were X-Rayed and it was found that one had an arrested child-type of tuberculosis.


At the same time 12 contacts and 95 of the personnel of the Schools were also X-Rayed.


All mosquito breeding places were oiled with the cooperation of the Park Department and their Commissioner Frederick C. Burk, and little trouble was experienced with mosquitoes throughout most of the town.


We are still investigating and checking the water supplied by wells to the residents of the Foster Pond Area and within the next few months samples will be taken through the cooperation of the state and a bacterial count made of same.

The conditions along our beaches was again very poor, what with coal dust, garbage, oil slick, old lumber and other objectionable floating matter especially noted during the bathing season and also to be found quite regularly throughout the year. These conditions are still being investigated by a commission appointed by the legislature and we hope that through their investigation and our continued efforts that the situation will be remedied, so that the nuisance is abated.


During this last year the number of complaints for rubbish collections decreased which can be directly attributable to the new contract which went into effect on January 1, 1948 under the terms of which the contractor will remove any waste material provided the barrel or other receptacle or bundle is of such size or bulk that it can be handled by one man. Our complaints received for the col- lection of garbage shows a slight increase but this is inevitably due to the long, cold winter and the almost impossibility of removing frozen garbage from receptacles, and the inaccessible containers.


There was no emergency sewer construction in 1948. This coming year we are co-sponsering 2 articles. One, for Pitman Road and one, for Blodgett Avenue.


During the year 6 of our boys who paid the supreme sacrifice overseas were returned for burial in their home town.


On August 26, 1948, Clarence W. Horton, who had been your Health Officer for the past 3 years, passed away. "Cobby" as he was known to most of the people in town, had been instrumental in providing many of our present Health Laws and a large number of the Milk Laws as existing today. Through his leadership the records on file in this department have been a model for a great many other communities. The town has lost a very valuable public servant and it is with regret that we include this paragraph as part of our report.


On September 1st, G. Jeffrey Nichols resigned as a member of the Board of Health. Because of Mr. Nichol's resignation a joint meeting was held with the Board of Selectmen on September 9th and E. Wallace Donald was appointed to fill the vacancy for the re- mainder of the year. On September 9th, G. Jeffrey Nichols was ap- pointed as Health Officer and Milk Inspector of the town.
