To the Members of the School Committee of the Town of Swampscott, Ladies and Gentlemen :
I submit herewith my seventeenth annual report as Superin- tendent of the public schools of the town.
From time to time there arise circumstances that turn one's attention in a specific direction. At the present moment we are con- fronted by overcrowded classrooms in certain areas, and by the prospect of even more serious crowding of existing facilities in the near future. It seems time, therefore, to explore existing physical conditions, to examine into the causes of the congestion, and to attempt to draw conclusions both as to the permanence of that con- dition and as to what steps may be needed to relieve it.
The causes of present congestion are several. During this cur- rent school year kindergartens were established in each of the four elementary schools. The net result of this has been to increase our requirements by one classroom in each building and to add one hundred thirty-five pupils to our total enrollment. The abrupt in- crease on this account has unfortunately coincided with the nation- wide trend to larger enrollments in all primary grades, a trend of which we are feeling our own small portion of effect. In September, therefore, we got not only a normal increase from this trend, but a double increase in demand for facilities because of the kindergartens.
The permanency of these increases we can estimate only par- tially. The demand for continuance of the kindergarten is assured. A community of the type of Swampscott does not surrender ad- vantages of this type, once gained. At the same time, the trend for school enrollment to increase nation-wide is somewhat the result of the war, and will presumably ultimately reach a levelling off point. That, however, does not of necessity mean subsequent shrinkage back to present or pre-war levels. On the contrary the demand for new residential housing for young families indicates the establishment of a new level of school population rather higher than at present.
One generally may refer to the birthrate in attempting to predict the growth or shrinkage of school population, and find a trend upward or downward in the one followed by a corresponding trend shortly afterward in the other. This has occured formerly, and is apparently due to occur again, in Swampscott. For example.

In other words, an average of approximately one hundred births a year over a five-year period has resulted in an average of ap- proximately one hundred entrants in grade one over a corresponding period six years later; and an average of one hundred and thirty births each year over a subsequent four-year period has resulted in entering classes averaging just about one hundred and thirty pupils over a corresponding period six years later.
In drawing conclusions in such a matter one may not safely be too specific, and dependence on percentage increases is dangerous. However, depending on such a method, one arrives at an entering class of nearly two hundred in grade one by 1953, for the birthrate in 1947 was forty percent above that of 1942. Here is a figure re- markably close to the five-year average of 183 births each year, 1943-1947 inclusive. Certainly, therefore, arriving at similar answers by the two processes, one may be justified in predicting that we should prepare for not less than an average of one hundred eighty first grade pupils a year from 1949 through 1953; and this expecta- tion, of course, requires more than that number towards the end of the period.
