That the Town vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, General Laws.

Voted Article 9. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Bureau of Old Age Assistance to appoint one of its own members as agent and investigating officer and fix the salary of such appointee at $2,312.29 as provided by Sec. 4A, Chap. 41, G. L. and that the said $2,312.29 be appropriated as follows: $1,053.38 from the U. S. Grant O. A. A. Administration, $250.00 from the U. S. Grant A. D. C. Administration and $1,008.91 from the Tax Levy which has been recommended under Article 7.

That the Town authorize the Board of Public Welfare to ap- point one of its own members as agent and investigating officer and fix the salary of such appointee at $530.00 as provided by Sec. 4A, Chap. 41, G. L. The appropriation to pay this salary has been recom- mended under Article 7.

That the Town authorize the Board of Park Commissioners, the Board of Assessors and the Planning Board each, to appoint a mem- ber of such boards to act as secretary thereof and receive pay there- for at the fixed rate of $50.00 each per year. The appropriations necessary to pay these salaries are recommended under Article 7.


Voted: Article 12. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:


That the Town appropriate the sum of $894.47 to the Account of Unpaid Bills for the purpose of settling all bills contracted prior to January 1, 1948 and remaining unpaid at the time of closing of town's books for the year 1947 according to the records of the Town Accountant in conformity with the provisions of Sec. 64, Chap. 44 G. L. The unpaid bills are as follows: Selectmen Others, $8.00; Lighting Streets, $886.47.

That action on this Article be indefinitely postponed.

That the Town vote to purchase an automobile to be used as a patrol car for the Police Department, authorize the Board of Select- men to trade a 1942 DeSoto on account of the purchase price and that the sum of $1200.00 be appropriated from the Excess and Defi- ciency Account for the purpose of this article.

That the Town vote to install a mobile police telephone system and that the sum of $1125.00 be appropriated for the installation of a New England Tel & Tel. Co., mobile radio system covering two cars. It is further recommended that the sum of $450.00 be ap- propriated for the maintenance and service of this system during the last six months of 1948, being one half of a full year's charge for this purpose. The equipment remains the property of the N. E. Tel. & Tel. Co.

That the Town vote to purchase a "Davis Vapotester Model 5" or its equivalent for the detection of combustible gases or vapors, said equipment to be in the custody of the Fire Department, and that the sum of $110.00 be appropriated for the purpose of this article.

That the Town vote to appropriate the sum of $1,500.00 to re- surface the playground area on the northwesterly side of the Machon School, work to be done by the Highway Department. It is further recommended that the sum of $350.00 be appropriated for the erection of a chain link fence along the street side of the area referred to in this article. Work to be done under the direction of the School Com- mittee and the supervision of the Town Engineer.

Voted : Article 37. That the Town vote to amend the new zoning By-Law and map so that a parcel of land now owned by Francis L. Smith, et al and formerly owned by the Town of Swampscott, and in the rear and directly adjacent to land owned by Francis L. Smith et al, from 414 to 440 Humphrey Street be shown in black and included in that portion of the official map as proposed by the Planning Board to be used for business purposes. The report of the Planning Board, as amended, was accepted. (Unanimous)

Voted: That the Town vote to amend the Zoning By-Laws by adding the following described land to that area on the official zoning map of the town which is marked black so that the same may be used for business purposes : Beginning at a point on the Northerly side of Paradise Road, which point is located 229 feet Easterly from land now or formerly of Young; thence running Easterly by said Paradise Road 120 feet; thence running Northerly by land now or formerly of Eldridge T. Davis and Dorothy E. Davis 80 feet; thence running Westerly by said land now or formerly of said Davis' 120 feet; thence running Southerly by said land now or formerly of said Davis' 80 feet to the point of beginning, containing 9600 square feet of land. Be all of said measurements more or less or however otherwise bounded and described and being a part of Lot A as shown on a plan entitled "Plan of Land belonging to the Town of Swampscott situated

Adjourned Annual Town Meeting Tuesday, March 30, 1948


In accordance with the adjournment of Tuesday, March 23, 1948, the Town Meeting Members were called to order at 7:50 P. M., the necessary quorum being present (143).


Voted: That the reading of the records of the last meeting be omitted.


Voted:That Articles 55 and 56 be considered together.


Voted: Article 55. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:


That the Town vote to extend the sewer in Burpee Road for a distance of approximately 250 feet and that the sum of $6,350.00 be appropriated by transfer from the Excess and Deficiency Account for the purpose of this article.


Voted: Article 56. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:


That the Town vote to extend the sewer in Forest Avenue for a distance of approximately 250 feet and that the sum of $4,100.00 be appropriated by transfer from the Excess and Deficiency Account for the purpose of this article.
