Article 62. To see if the town will vote to provide housing for the veterans of World War II and their families under the provisions of Chapter 372 of the Acts of 1946 as amended by Chapter 479 of the Acts of 1947 or under the provisions of any authority of the United States Government and appropriate the necessary money therefor from the tax levy or by borrowing or otherwise or take any action relative thereto. Sponsored by the Veterans' Service Commit- tee and Board of Selectmen.


Article 63. To see if the town will vote to designate a Board or officer or establish a new board or office for the purpose of carry- ing out the veterans' housing program under the provisions of Chapter 372 of the Acts of 1946 as amended by Chapter 479 of the Acts of 1947 and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Board of Selectmen and Veterans' Advisory Committee.


Article 64. To see if the town will vote to acquire by purchase, by gift or taking by eminent domain one or more tracts of land of sufficient size for a housing development for veterans under the provisions of Chapter 72 of the Acts of 1946 as amended by Chapter 479 of the Acts of 1947 and appropriate the necessary money there- for by borrowing or from the tax levy or take any action relative thereto. Sponsored by the Board of Selectmen and Veterans' Ad- visory Committee.


Article 65. To see if the town will authorize the Board of Selectmen to convey to Alma H. Dunn, all right, title and interest of the town in and to the following parcel of land bounded and de- scribed as follows: Beginning at a stone bound on the Northerly side of Essex Street; thence running by Essex Streets 870-50" E a distance of eight and ninety-nine one-hundreths (8.99) feet; thence turning and running in a general Northerly direction by a curved line having a radius of seventeen and sixty one-hundreths (17.60) feet a distance of forty-six and forty-five one-hundreths (46.45) feet to the Southerly side of Cherry Street; thence turning and running by Cherry Street N 590-00'-"W a distance of fifteen and fifty-seven one-hundreths (15.57) feet to land of Alma H. Dunn; thence turning and running by said land of Alma H. Dunn S 70-44'-40" W a distance of forty and seventy-three one-hundreths (40.73) feet to a stone bound and the point of beginning. Said lot contains about 774 square feet of land. Petitioned for by Oscar B. Colley et al.


Article 66. To see if the town will vote to establish the office of Inspector of Wires to be appointed by the Board of Selectmen under the provisions of General Laws, Chapter 166, Section 32, and appropriate the necessary money therefor and adopt the following by-laws :


Section 1. There shall be appointed annually by the Board of Selectmen an Inspector of Wires. Such appoint- ment shall be made in April of each year and he shall hold office from the first day of May following for the term of one year and until another is appointed in his place. The Selectmen may at any time remove him. He shall keep a

record of the business of his department and submit to the Selectmen in time for publication in the annual town report a yearly report of such business.


Section 2. He shall require all persons and corpora- tions owning or operating wires to conform to all the laws of the Commonwealth of Massachusetts and to all rules and regulations contained in the National Underwriters' Code.


Section 3. Any person or corporation operating elec- tric or other wires with in the town shall, upon request of the Inspector, furnish him with such information as may be necessary to the faithful and effectual discharge of his duties under this by-law.


Section 4. The Inspector shall have access at all rea- sonable times to all wires, appliances, and apparatus in the interior of a public building or on private premises, which are intended for carrying an electric light or power current, and no person shall arrange, affix or change any such wires or apparatus without giving the Inspector reasonable op- portunity to inspect such wires and their arrangement and fixtures before the same are covered or enclosed; and no person shall place such wires in any building in process of construction until all gas, steam, water, and furnace pipes have been placed in proper position. No person shall con- nect such wires in the interior of a public building and on private premises with an outside circuit which crosses or runs along, over or under, any street or way of the town without written permission therefor having been first ob- tained from the Inspector.


Section 5. No electrical installation shall be made in any house, factory, building or structure of any type or af- fixed in any way to any portion of any premises in the Town of Swampscott which is intended to be connected with an outside electrical circuit which crosses or runs along over or under any street or way of the town, unless a written per- mit to make such electrical installation is granted by the Inspector of Wires to the person, firm or corporation mak- ing written application for such electrical installation.


Section 6. Fees shall be charged by the Inspector of Wires to any person, firm or corporation applying for per- mits for electrical installations as provided in Section 5; said fees to be paid by the applicants when such permits are issued in accordance with the following schedule:

For 26 through 50 outlets 1.00


For 51 through 100 outlets 1.50


For each additional 25 outlets or fractional

No fee shall be paid for the installation of portable ap- pliances for use with convenience outlets. All fees received by the Inspector of Wires as receipts and accounted for by him.

Article 67. To see if the town will vote to transfer the sum of Five Thousand Dollars ($5,000) from the Cemetery Lots Fund to private cemetery funds. Sponsored by the Town Accountant.


Article 68. To see if the town will vote to authorize the Board of Selectmen to sell or otherwise dispose of Real Estate now or hereafter owned by the town and acquired through foreclosure or purchased under General Laws (Ter. Ed.), Chapter 60, as amended for non-payment of taxes and appropriate a sum of money therefor, or take any action relative thereto. Sponsored by the Board of Select- men.


Article 69. To see if the town will vote to transfer from the Excess and Deficiency Fund of the town to the account of Current Revenue such sum of money as the Board of Assessors may deem advisable, said sum to be used and applied by the Board of Asses- sors in reduction of the tax levy, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 70. To see what action the town will take on the matter of transferring certain unexpended balances, as shown on the books of the Town Accountant as a December 31, 1947, to the Excess and Deficiency Fund, or take any action relative thereto. Sponsored by Board of Selectmen.


Article 71. To appropriate and raise by borrowing or other- wise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles. Sponsored by the Board of Selectmen.


And you are directed to serve this Warrant by posting an at- tested copy thereof at the Town Administration Building, at the Post Office, and in at least two public and conspicuous places in each precinct in the town and at or in the immediate vicinity of each rail- road station in the town, not less than seven days before the day ap- pointed for said meeting.


The polls will close at 7:00 P. M.


Hereof fail not and make due return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.
