The Board is therefore sponsoring an article in the Town War- rant requesting the appointment of a committee to study our town's beach problem.
With reference to parking in the Beach area the Selectmen have endeavored through the medium of traffic regulations to alleviate parking and other nuisances and will continue to cooperate to the end that these conditions be properly controlled or eliminated.
Use of Old Town Hall
Requests for use of this building continue to be great and we are making every effort to comply with requests of all organizations and individuals.

To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws. Article 4. To see what action the town will take in relation to to the recommendations not calling for the appropriation of money, as contained in the reports of Officers, boards or committees. Spon- sored by the Board of Selectmen.

Article 5. To see what action the town will take in relation to the recommendations calling for the appropriation or expenditure of money, and creation of a debt, or the disposition of town property, as set forth in the report of officers, boards or committees. Sponsored by the Board of Selectmen.
Article 6. To see if the town will appropriate a sum of money sufficient to pay a cost of living bonus of $5 per week to each full time employee of the various departments of the town as provided in the budget article or take any action relative thereto. Sponsored by the Finance Committee.

Article 10. To see if the town will authorize the Board of Public Welfare to appoint one of its own members as agent and in- vestigating officer and fix the salary of such appointee at $530 as provided by Chapter 41, Section 4A of the General Laws (Ter. Article 11. To see if the town will authorize the Board of As- sessors, the Board of Park Commissioners and the Planning Board each, to appoint a member of such boards to act as secretary thereof and receive pay therefor, as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed.). Sponsored by the Board of Assessors, the Board of Park Commissioners and the Planning Board.
Article 12. To see if the town will vote to appropriate a sum of money to the account of unpaid bills for the purpose of settling all bills contracted prior to January 1, 1948 and remaining unpaid at the time of the closing of the town's books for the year 1947 ac- cording to the records of the Town Accountant. Article 13. To see if the town will vote to increase the salaries of all full time employees including elected officers and excluding school teachers therefrom and appropriate the necessary money therefor or take any action relative thereto. Petitioned for by Clarence W. Horton et al.

To see if the town will vote to authorize the Board of Park Commissioners to purchase thirty-five bronze memorial plaques to be placed at the base of memorial trees being planted on the Administration Building Grounds and appropriate the neces- sary money therefor or take any action relative thereto. Article 28. To see if the town will authorize the Board of Park Commissioners to make the following repairs on Park buildings: -and appropriate the necessary money therefore or take any action relative thereto :

Article 29. To see if the town wil vote to remodel the town barns on Paradise Road for the purpose of providing storage space for the new equipment and a locker room for the men of the High- way Department and appropriate the necessary money therefor or take any action relative thereto. Article 30. To see if the town will vote to accept Chapter 265 of the Acts of 1947 amending Chapter 41 of the General Laws by adding Section 110A which reads as follows:
"Any public office in any city or town may remain closed on any or all Saturdays as may be determined from time to time, in a city by the city council, subject to the provisions of the city charter, or, in a town, by vote of the town at a special or regular town meeting, and the provi- sions of section nine of chapter four shall apply in the case of such closing of any such office on any Saturday to the same extent as if such Saturday were a legal holiday." Article 31. To see if the town will vote to appropriate a sum of money to re-surface the playground area on the northwesterly side of the Machon School and erect a chain link fence along the street side of this area, the said work to be done under the direction of the School Committee and the supervision of the Town Engineer. Sponsored by the School Committee and the Upper Swampscott Improvement Association.
Article 32. To see if the town will vote to establish the number of Selectmen constituting the Board of Selectmen at five, as pro- vided by General Laws (Ter. Ed.), Chapter 41, Section 1. Sponsored by the Board of Selectmen.
Article 33. To see if the town will vote to appropriate a sum of money to be used in conjunction with money appropriated by the Commonwealth of Massachusetts and the County of Essex for the repair or construction of highways as provided by Chapter 90 of the General Laws. Article 34. To see if the town will vote to appropriate a sum of money for the payment of land damages for the taking of land by the county commissioners in connection with the resurfacing and relocation of Salem Street. Sponsored by the Board of Selectmen.

Article 35. To see if the town will vote to authorize the Select- men to acquire by purchase or by Eminent Domain land located at 113-115 Burrill Street and 11 Paradise Road for the purpose of eliminating the "S" curve so-called at the intersection of Burrill Street, New Ocean Street and Paradise Road as shown on plan entitled "Swampscott Paradise Road" dated November 22, 1937, ap- propriating the necessary money therefor or taking any action rela- tive thereto. Sponsored by the Board of Selectmen and Town Engineer.
Article 36. To see if the town will vote to amend Article 7 of the Traffic Rules and Regulations of the Town of Swampscott by adding thereto the following section:
Section 14. No driver of any vehicle shall so operate such vehicle on any street or highway within the town, in a manner that will cause the contents of its load to spill, leak, drop, blow or otherwise escape therefrom upon said street or highway.

Article 37. To see if the town will vote to amend the Zoning By-Laws of the Town of Swampscott by striking out all provisions of the existing by-laws and amendments thereto together with any zoning map or maps that may be a part thereof and substituting therefor a new zoning by-law and zoning map as prepared by the Planning Board. Sponsored by the Planning Board.
Article 38. To see if the town will vote to amend the Zoning By-Law by adding the following described land to that area on the official zoning map of the town which is marked black so that the same may be used for business purposes :
Beginning at a point on the Northerly side of Paradise Road, which point is located 229 feet Easterly from land now or formerly of Young; thence running Easterly by said Paradise Road 120 feet; thence running Northerly by land now or formerly of Eldridge T. Davis and Dorothy E. Davis 80 feet; thence running Westerly by said land now or formerly of said Davis' 120 feet; thence running Souther- ly by said land now or formerly of said Davis' 80 feet to the point of beginning, containing 9600 square feet of land. Be all. of said measurements more or less or however other- wise bounded and described and being a part of Lot A as shown on a plan entitled "Plan of Land belonging to the Town of Swampscott situated in Swampscott, Massachu- setts," dated June 30, 1947 and drawn by Howard L. Hamill, and said part being hereafter designated as Lot D. Petitioned for by Eldridge T. Davis et al.
Article 39. To see if the town will vote to amend the Zoning By-Laws so that the property being numbered 5, 9, 11 and 15 on Paradise Road may be changed from its present residential zone so that it may be used for business and shown as black on the official zoning map. Article 40. To see if the town will vote to amend the Zoning By-Law by adding the following described land to that area on the official zoning map of the town which is marked black so that the same may be used for business purposes :
