5. Chairman of the Water and Sewerage Board be appointed by the Town Moderator to study the Veteran's Housing Plans and render a specific report to the Finance Committee and Special Town Meeting to be held not later than May 18, 1948.

Voted: To accept the report of the Planning Board and adopt their recommendations as follows:


That the Town authorize the Board of Selectmen to convey to Alma H. Dunn, all right, title and interest of the town in and to the following parcel of land bounded and described as follows: Begin- ning at a stone bound on the Northerly side of Essex Street; thence turning and running in a general Northerly direction by a curved line having a radius of nineteen and ninety-two one hundreths (19.92) feet for a distance of fifty-two and fifty-six one-hundreths (52.56) feet to the Southerly side of Cherry Street; thence turning and running by Cherry Street N590-00'-"W a distance of six and fifty- eight one-hundreths (6.58) feet to land of Alma H. Dunn; thence turning and running by said land of Alma H. Dunn S 70-34'-40"W a distance of forty and seventy-three one-hundreths (40.73) feet to a stone bound and the point of beginning. As shown on records in the office of the Town Engineer. (Unanimous)

Voted Article 68. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:


That the Town vote to authorize the Board of Selectmen to sell or otherwise dispose of Real Estate now or hereafter owned by the Town and acquired through foreclosure or purchased under General Laws (Ter. Ed.) Chapter 60, as amended for non-payment of taxes and that the sum of $100.00 be appropriated therefor.


Voted: Article 69. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:


That the Town vote to transfer from the Excess and Deficiency Account to the Current Revenue Account such sum of money as the Board of Assessors may deem advisable, said sum to be used and ap- plied by the Board of Assessors in reduction of the tax levy for 1948.

To either of the Constables in the Town of Swampscott, in said County,


GREETING:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in town affairs, to assemble in the Hadley School in said Swampscott on Monday, the seventeenth day of May, 1948, at 7:45 P. M., then and there to act on the following articles, viz :


Article 1. To see if the town will vote to lay a sewer in Pine Hill Road for a distance of approximately 225 feet and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Water and Sewerage Board.


Article 2. To see if the town will vote to extend the sewer in Puritan Road for a distance of approximately 225 feet and appro- priate the necessary money therefor or take any action relative there- to. Sponsored by the Water and Sewerage Board and the Board of Health.


Article 3. To see if the town will vote to appropriate a sum of money for the necessary expenses of the Town Clerk that may be incurred outside the commonwealth as provided for under Chapter 40 Section 5 (34) of the General Laws (Ter. Ed.) Sponsored by the Board of Selectmen.

Article 4. To see if the town will authorize the moderator to appoint two Town Meeting members to serve with two members of the School Committee and the Superintendent of Schools as a com- mittee to establish the total cost involved for constructing and equip- ping a building to be used as a gymnasium at the Junior High School, and appropriate the sum of $250.00 for the expenses of this com- mittee. Sponsored by the School Committee.


Article 5. To see if the town will vote to purchase uniforms for the members of the Police Department and appropriate the neces- sary money therefor or take an action relative thereto. Sponsored by the Chief of Police and Board of Selectmen.


Article 6. To see if the town will vote to purchase uniforms for the members of the Fire Department and appropriate the neces- sary money therefor or take any action relative thereto. Sponsored by the Board of Fire Engineers.


Article 7. To see if the town will vote to appropriate a sum of money for the payment of salaries to the members of the Board of Fire Engineers or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 8. To see if the town will vote, under the provisions of Section 26 k of the Housing Authority Law of the Commonwealth of Massachusetts as inserted in Chapter 121 of the General Laws by Chapter 574 of the Acts of 1946:


1. To determine and declare that there is a need for relieving con- gestion of population, that there exists sub-standard or decadent areas and unsanitary or unsafe inhabited dwellings, that there is a shortage of safe sanitary dwellings available for families of low in- come at rentals which they can afford in the Town of Swampscott.


2. To determine that a housing authority is needed in the Town of Swampscott for the purpose of the clearance of sub-standard or decadent areas or the provision of housing for families of low income or to engage in a land assembly and re-development project.


3. To provide for the organization of a housing authority in the Town of Swampscott under the provisions of Chapter 121 of the General Laws as inserted by Chapter 574 of the Acts of 1946 and establish such housing authority and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Board of Selectmen.


And you are directed to serve this Warrant by posting an at- tested copy thereof at the Town Administration Building, Post Office and in at least two public and conspicuous places in each precinct in the Town and at or in the immediate vicinity of each railroad station in the Town not less than seven days before the day appointed for said meeting.


HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

RETURN ON THE WARRANT


Pursuant to the within warrant to me directed, I have notified the legal voters of Swampscott, by posting attested copies of said warrant at the Town Hall, Post Offices at least two public and con- spicuous places in each precinct in the town, and at or in the im- mediate vicinity of each railroad station in Swampscott on May 7, 1948, the posting of said notices being seven days before the time of said meeting.

In accordance with the warrant the town meeting members assembled at the Hadley School Hall, and were called to order by the Moderator, Vincent P. O'Brien at 7:55 P. M. the necessary quorum being present (116).


The warrant with the return thereon was read by the Town Clerk, Malcolm F. MacLean, Jr.


New members were sworn in by the Town Clerk, Malcolm F. MacLean, Jr.


Voted: Article 1. To accept the report of the Finance Commit- tee and adopt their recommendations as follows:


That the Town authorize the Water and Sewerage Board to lay a sewer in Pine Hill Road for a distance of approximately 225 feet and that the sum of forty-four hundred dollars be appropriated therefor from the Excess and Deficiency Fund.


Voted: Article 2. To accept the report of the Finance Coni- tee and adopt their recommendations as follows :


That the Town authorize the Water and Sewerage Board to lay a sewer in Puritan Road for a distance of approximately 225 feet and the sum of Fifty-five hundred dollars be appropriated therefor from the Excess and Deficiency Fund.
