and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appro- priated shall be available for expenditures under General Laws (Ter.Ed.) Chapter 40, Section 5, Clause 34; to determine what, if any, sums so appropriated shall remain available after December 31, 1948; to fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such con- ditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in relation to any of the foregoing subjects.


COMMITTEE REPORTS


ARTICLE 2. (By Direction of Selectmen). To take any action the Town may desire upon the reports of the several Town Boards and Com- mittees and to appoint or change any Committee that the Town may think proper.


ARTICLE 3. (By Direction of Selectmen). To see if the Town will vote to authorize its Treasurer with the approval of the Selectmen, on and after January 1, 1949, to borrow in anticipation of the revenue of the year 1949.


ARTICLE 4. (By Direction of Selectmen). To see what sum of money the Town will vote from surplus for the use of the Assessors in deter- mining the tax rate for the year 1948, or take any other action in relation thereto.


ARTICLE 5. (By Direction of Selectmen). To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; and to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal property in its possession and to determine the manner, or condition of such sales, or take any other action in relation thereto.


ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mort- gages of any real or personal property belonging to persons receiving re- lief from the Town and to dispose of said property in the manner they may judge for the Town's best interest and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.

or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as laid out and accepted, and see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisition of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any of said street, or take any other action in relation thereto.


ARTICLE 8. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for resurfacing, repair- ing or reconstruction by the Street Department or under the provisions of General Laws (Ter. Ed.) Chapter 90 for maintaining, repairing and improving the following street or any portion thereof :


Broad Street from Middle to Commercial Street


or if deemed advisable by the Massachusetts Department of Public Works, any other street in the Town, or take any other action in relation thereto.


ARTICLE 9. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to reconstruct, re- surface, widen, straighten, relocate or work the following streets, pro-

vided the State or County or both will appropriate a sum of money to help defray the expenses of such work, to wit:


Columbian Street West Street

ARTICLE 10. (On Petition of Cedric D. Watson and Others). To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of relocating, constructing, draining, surfacing, widening, straightening or otherwise improving that section of King Avenue known as "an extension of King Avenue to Broad Street" from the end of the present construction from Broad Street to a point where . it meets the present completed construction leading from Washington Street, said King Avenue Extension to Broad Street having been laid out and accepted by the Town in the year 1890, or take any other action in relation thereto.


ARTICLE 11. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the construction of permanent sidewalks and curbings throughtout the Town, or take any other action in relation thereto.


ARTICLE 12. (By Direction of Selectmen). To see if the Town will appropriate the sum of $50,000.00 for a town-wide sidewalk program under the jurisdiction of the Selectmen, said sum to be divided as follows: A sum not to exceed $20,000.00 for supervision, equipment and materials and $30,000.00 for employment of veterans.


ARTICLE 13. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resur- face, widen, straighten, relocate or work that portion of


Commercial Street between Church Street and 695 Commercial Street or any portion of said way and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over said street, and to see what sum of money the Town will vote to raise and ap- propriate for the working of the above named street, including the acquisi- tion of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be necessary in connectioon therewith, and to see whether the Town will authorize the Board of Select- men to accept deeds of any reservation strips existing in connection with said street and in accordance with plan of Russell H. Whiting, dated July 27, 1945, or take any other action in relation thereto.


ARTICLE 14. (On Petition of Joseph Harraghy and Others). To see if the Town will instruct the Board of Selectmen to order angular park- ing in Washington Square, or take any other action in relation thereto.

ARTICLE 15. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to replace traffic lights at the corner of Middle and Washington Streets, or take any other action in relation thereto.


ARTICLE 16. (On Petition of William D. Gorman and Others). To see if the Town will vote to raise and appropriate a sufficient sum of money to construct a sidewalk on Middle Street from Charles to Washing- ton Street and request that this work be done when the 1948 sidewalk construction program commences, or take any other action in relation thereto.


DRAINAGE


ARTICLE 17. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for drainage in the following locations:


From 695 Commercial Street to Essex Street


From 790 Pleasant Street to 140 Lakehurst Avenue


From 280 Green Street to 346 Green Street


From 55 Elm Street to 285 Pine Street


or take any other action in relation thereto.


ARTICLE 18. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of a drainage easement on the land now, or formerly owned by Abbie W. Cowing at or near 105 Summer Street, or take any other action in relation thereto.


ARTICLE 19. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of correcting the drainage condition now existing at or near the junction of Jaffrey and Commercial Streets, or take any other action in relation thereto.


ARTICLE 20. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to correct the drainage condition now existing on Broad Street between Cain Avenue and Putnam Street, or take any other action in relation thereto.


ARTICLE 21. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of a drainage easement on the land now or formerly owned by Domenick M. Petrell at or near No. 77 Aster Circle, or take any other action in relation thereto.


GOVERNMENTAL AND ADMINISTRATIVE CHANGES


ARTICLE 22. (At the Request of Appropriation Committee). To see what sum of money the Town will vote to raise and appropriate for the expense of a complete survey of the Administration and operation of all Town Departments, or take any other action in relation thereto.


ARTICLE 23. (By Direction of Selectmen). To see what action the Town will take relative to the combining of the Fire Alarm and Police Signal Systems into one department under the present Superintendent of Fire Alarm, or take any other action in relation thereto.
