ARTICLE 15. (At request of Police Department) To see what sum of money the Town will vote to raise by taxation or otherwise, and ap- propriate for the installation of traffic lights at the intersection of Main and Middle Streets, or take any other action in relation thereto.
ARTICLE 16. (At request of Police Department) To see if the Town will vote to continue the replacing or renewing of cables for Police Signal Systems, or take any other action in relation thereto.
ARTICLE 17. (At request of Building Department) To see if the Town will approve the establishment of the Data Sheet System, so called for the filing of pertinent data in relation to building construction and to vote to raise by taxation or otherwise, and appropriate the sum of fifteen hundred dollars ($1500.00) therefor, or take any other action in relation thereto.
ARTICLE 18. (At request of Committee on the Advisability of Creat- ing a Department of Public Works) To see what action the Town will take regarding the recommendations of the Public Works Committee, (1) that although the preparation of drawings, etc. incidental to the engineering work of the Town be done outside the Town Hall, that the Town Engineer maintain copies of all town surveys, layouts, etc. on file. for public information in the Office of the Assessors, and (2) that ap- propriate steps be taken to consolidate the offices of Tree Warden and Gypsy Moth Superintendent, or take any other action in relation thereto.
ARTICLE 19. (On Petition of John H. Smith, Jr., 104 Puritan Road and others) To see if the Town will vote to accept Puritan Road as a public way from 103 to 120 Puritan Road.
ARTICLE 20. (At request of Street Department) To see what sum of money the Town will vote to raise by taxation or otherwise, and ap-

propriate for the purchase of equipment for the Highway Department, or take any other action in relation thereto.
ARTICLE 21. (At request of Street Department) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate for the acquisition of an easement at, or near, 749 Pleasant Street, now, or formerly owned by Charles A. and Louise Y. Flynn, ac- cording to a plan of Russell H. Whiting, Town Engineer, dated November 14, 1942, or take any other action in relation thereto.
ARTICLE 22. (By direction of Selectmen) To see if the Town will vote to accept a fifteen foot right of way from Silas H. Bunce, Francis M. Perry and E. Oliver Ramsdell, as described on plan of Russell H. Whiting, Town Engineer, dated May 10, 1948, in the vicinity of 1363 Pleasant Street, in lieu of the Town straightening rear of property line at this location, or take any other action in relation thereto.
ARTICLE 23. (On petition of Samuel H. Schofield, 1529 Commercial Street and others) To see if the Town will vote to raise by taxation or otherwise, and appropriate a sufficient sum of money for the purpose of relocating, constructing, draining, surfacing, widening, straightening or otherwise improving a way leading from approximately Number 193 Broad Street to King Avenue, said way being known as "An extension of King Avenue to Broad Street" as laid out and accepted by the Town Meeting of the year 1890 or thereafter, and to accept any deeds or easements necessary thereto, or take any other action in relation thereto.
ARTICLE 24. (On petition of George R. Bean American Legion Post No. 401 of South Weymouth) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate for the installa- tion of bleachers at the Stella Tirrell Playground, South Weymouth, or take any other action in relation thereto.
ARTICLE 25. (At request of Committee for Memorial for World War II Veterans) To see if the Town will adopt the recommendations of the Committee for Memorial for World War II Veterans embracing the construction of a Memorial Hall, and vote to raise by taxation or otherwise, and appropriate the necessary money to finance such con- struction, or take any other action in relation thereto.
ARTICLE 26. (On petition of Carl H. Peterson, 351 Commercial Street and others) To see if the Town will adopt a resolution affording the people of WEYMOUTH an opportunity to express to their representa- tive in Congress, in the Executive Department of the United States and in the United Nations, their deep feeling regarding war and peace and requesting such representative to take such steps as may be necessary to make the United Nations into a World Government capable of enact- ing, interpreting and enforcing world law to prevent war.
You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town Affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the twenty-eighth day of June, to meet in adjourned session at the hall of the Weymouth High School on

SPECIAL TOWN MEETING June 28, 1948
Pursuant to a Warrant duly issued, a Special Town Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members, was held in the hall of the Wey- mouth High School, East Weymouth, Monday, June 28, 1948.
The meeting was called to order at 8:00 o'clock in the evening by Mr. Daniel O'Donnell, Annual Moderator, who determined that a quorum was present. Amended 7-14-48 by C. L. Boyle.
Town Clerk, Chester L. Boyle, read the call of the meeting. It was VOTED to dispense with the reading of the Articles in the Warrant.
Prayer, calling for unity of understanding and peace, was offered by Rev. Father John J. Mahoney, pastor of the Immaculate Conception Church, East Weymouth.
Town Meeting Members not sworn in were administered the oath by the Moderator.

ARTICLE 1. That the sum of $350,000.00 be appropriated for the con- struction of a seven-room addition to the Abigail Adams School, a four- room addition to the Pratt School and to purchase necessary equipment for such schools. Of this sum, $15,000.00 shall be appropriated from avail- able funds, (Excess and Deficiency Fund) and the Treasurer, with the approval of the Selectmen, is hereby authorized to borrow a sum of money not to exceed $335,000.00 and to issue bonds to be payable in accordance with General Laws (Ter.Ed.) Chapter 44, Section 19, so that the entire sum shall be payable in not more than ten (10) years from date of the issue of the first bond. The sums appropriated shall be expended un- der the direction of a committee of eleven (11) which shall include the Superintendent of Schools, the members of the School Committee, two members of the Appropriation Committee to be selected by the Chair- man of that Committee, and two additional members to be appointed by the Annual Moderator.
MR. LANE FOR THE APPROPRIATION COMMITTEE offered the following substitute motion which seemed in order to comply with the wishes of Commissioner Long:
That the sum of $350,000.00 be raised and appropriated for the con- struction of a seven-room addition to the Abigail Adams School and for a four-room addition to the Pratt School and for the original equip- ment and furnishing of said additions, and to meet said appropriation that the sum of $15,000.00 be appropriated from the Excess and De- ficiency Account, and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow $335,000.00 and to issue bonds or notes of the Town therefor, payable in not more than ten years, in ac- cordance with the provisions of Chapter 44, General Laws. The appro- priation voted hereunder shall be expended under the direction of a com- mittee of eleven to include the superintendent of schools, the members of the School Committee, two members of the present Appropriation Committee to be selected by the Chairman thereof, and two additional members to be appointed by the Annual Moderator. The said Com- mittee is hereby authorized and directed to apply on behalf of the Town to the Commonwealth for any State assistance that may be or become available. $350,000.00

ARTICLE 2. That the sum of $3,000.00 be appropriated from avail- able funds (Excess and Deficiency Fund) for necessary repairs and renovations of the Abigail Adams School and the purchase of additional equipment under the direction of the School Committee. $3,000.00 UNANIMOUSLY ADOPTED.

That the sum of $1200.00 be appropriated from the Real Estate Fund and the Board of Selectmen are hereby authorized to ac- quire by gift or purchase 17,033 square feet of land from Emily A. Smith and Annie R. McDowell as shown on plan of Russell H. Whiting, Town Engineer, dated May 22, 1948, for the purpose of a playground for the Abigail Adams School. $1200.00

That the Town appropriate the sum of $200,000.00 for the erection of a standpipe and the installation of water mains of not less than six inches in diameter and all necessary appurtenances as may be necessary for these purposes, and that the Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow the sum of $200,000.00 and to issue bonds or notes bearing on their face the words "Town of Weymouth, Water Department Construction Loan 1948" and to be payable in accordance with Section 19 of Chapter 44 of the General Laws (Ter.Ed.), so that the whole loan shall be paid in not more than fifteen years from the date of the first bond or note, or such earlier date as the Treasurer, Selectmen, and Water Commissioners may determine.
MR. LANE FOR THE APPROPRIATION COMMITTEE offered the fol- lowing substitute motion :
That the sum of $200,000.00 be raised and appropriated for the erec- tion of a standpipe and the installation of water mains of not less than six inches in diameter with such appurtenances as may be necessary for these purposes; and to meet said appropriation that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow $200,000.00 and issue bonds or notes of the Town therefor, payable in not more than fifteen years, in accordance with the provisions of Chapter 44, General Laws. $200,000.00 UNANIMOUSLY ADOPTED. ARTICLE 7. That the Town amend its By-Laws by adding thereto the following section :
BOARD OF WATER COMMISSIONERS
Section 513: The Board of Water Commissioners may from time to time, on such conditions as may be determined by the Board, receive from prospective developers of lands in the Town, respectively, sums of money sufficient, in the opinion of the Board, to cover the estimated expense to the Town, as certified by the Planning Board or such part thereof as is to be incurred by the Town, of constructing water mains with all ap- purtenances necessary or proper in private ways approved by the Planning Board under the provisions of General Laws. (Ter.Ed.) Chapter 41, as amended by St. 1936, C. 211, or as otherwise amended, such sums to be paid to the Town Treasurer to the Credit of the Town, each such sum to be held as a special fund marked with the name of the depositor and the way or ways to which the same is applicable, and subject to reten- tion and appropriation by the Town for the purpose of reimbursing the Town for moneys expended in constructing water mains and appurtenances

in the respective ways designated for the respective funds and for the return to the depositor of any unexpended balance as certified by the Board of Water Commissioners after completion of such water mains and appurtenances. If such deposit of estimated expense in any case is not sufficient for the work, the developer shall make deposit of a sufficient additional amount.
This by-law shall be additional to and not in limitation of the powers otherwise vested in said Water Commis- sioners.

Mr. Fern outlined the workings of the Housing Authority and stressed the need of such an Authority in Weymouth. He offered the motion:
That the Town determines and declares that there is a need for relieving congestion of population, that there exists sub-standard or de- cadent areas and insanitary or unsafe inhabited dwellings, that there is a shortage of safe sanitary dwellings for families of low income at rentals which they can afford and that a Housing Authority is hereby established under the provisions of General Laws (Ter.Ed.) Chapter 121 as amended, to carry out the provisions of such statutes.
Discussion followed. Vote taken. The ayes have it. SO VOTED.
Mr. Lane for the Appropriation Committee explained in detail the analysis of the Housing Questionnaire sent to Veterans. Mr. Desmond countered that the time limits was too short to permit a proper polling of approximately 3500 veterans and told of the need for additional low cost housing. Mr. Lane and Mr. Fern were variously questioned by Messrs. Cunniff, Cooch, Gunn, Mahoney, Richards and Mrs. Monteith as to the feasibility of Weymouth's participating in the State Housing Authority and Judge Kenneth Nash, for the Chair, outlined briefly the mechanics of the Authority as it applies to Weymouth.
MR. LANE MOVED FOR RECONSIDERATION in view of the vote af- firming Mr. Fern's motion.
SO VOTED.
MR. LANE FOR THE APPROPRIATION COMMITTEE offered the fol- lowing substitute motion:
Section 1. That the Town of Weymouth hereby determines, finds, and declares, in accordance with Section 26K of Chapter 121 of the General Laws of the Commonwealth of Massachusetts, that there is need for a Housing Authority in the Town of Weymouth for the purpose of providing housing for families of low income.
Section 2. In accordance with the foregoing determination, a Housing Authority for the Town of Weymouth be, and hereby is, authorized to function and to transact business.
Section 3. That the Clerk of said Town be, and hereby is, directed to file as soon as possible after appointment and qualification of the members of the Housing Authority a certificate of such appointment and qualification with the State Housing Board and a duplicate thereof in the office of the State Secretary.

WHEREAS, the United Nations was created as an instrument to preserve peace and its charter is capable of amendment so as to make it effective for the maintenance of world order; and,
WHEREAS, Disarmament and world peace can only be achieved by world order, world law and some measure of world government;
NOW, THEREFORE, BE IT RESOLVED, by the people of Weymouth Massachusetts, in Town Meeting assembled, that they call upon their representatives in the Congress, in the Executive Department of the United States and in the United Nations, to take note of these truths and forthwith to take such steps as may be necessary to have our delegates to the United Nations present or support amendment of the Charter for the purpose of making the United Nations into a world government cap- able of enacting, interpreting, and enforcing world law to prevent war; and, BE IT FURTHER RESOLVED, that a copy of this Resolution be trans- mitted to both Senators from Massachusetts, the Congressman from the 13th Congressional District, the President of the United States, the Sec- retary of State and the United States representatives in the United Nations.
