THE BUILDINGS shown on the cover are those which con- stitute Scituate's new Municipal Center. In the center is the new Town Office Building which has been badly needed for years. The modern facilities and additional space provided will be a tremendous aid in the handling of Town affairs.
On the inside front cover is the Fire Station. This does not repre- sent an additional Station, as use of the present one at North Scituate will be discontinued.
Finally, on the inside back cover is depicted the Police Station which will replace the obsolete building presently used. The new building is modern in every detail and provides additional facilities which will be of invaluable assistance to the Department.
The Scituate School and Public Building Committee is to be con- gratulated for its splendid work in bringing the construction of the Municipal Center to a successful conclusion.

Voters at the 1958 Annual Town Meeting will be asked to vote on a series of articles pertaining to the construction of a town office building, a new police sta. tion, a new fire station. The articles call for buildin all three, two and one of the proposed
extreme end of the town.
These three buildings are in. adequate for today's needs. It is obvious that, even if they don't fall down or burn up, they won't serve the town at all in the future as the population doubles and ultimately trinles

SELECTMEN'S REPORT
REPORT OF THE BOARD OF SELECTMEN
To the Citizens of Scituate:
In preparing its annual report to the citizens of the Town, the Board of Selectmen must look with retrospection upon the activi- ties of the past year.
This process involves a review of the minutes of the meetings, as well as personal recollection of the individual requests, telephone calls and the numerous letters received by each of the Selectmen.
Your Board will attempt to present to you only the highlights of the activities of the past year, and will eliminate many of the details which consume so much of the Selectmen's time.
At the outset, the matter of the Town acquiring North Scituate Beach became of prime importance as the Board felt that a mutual agreement between the Town and the North Scituate Beach Im- provement Association would be beneficial to both parties. How- ever, it developed that this could not be accomplished, with the result that an Article to purchase the Beach was inserted in the Warrant for the Annual Meeting. This Article was subsequently defeated by the voters. This action precluded participation by the Federal Beach Erosion Board whereby the beach would have been improved to a great extent.
The North and South River Safety Patrol Committee sub- mitted a comprehensive report outlining the need for a fully equipped boat patrol manned by a uniformed Police Officer, under the supervision of the Chief of Police. Consequently, two articles were inserted by the Selectmen in the Warrant which were acted favorably upon by the voters. The results indicated that this action was wisely taken.
An innovation was the appointment of four women School Traffic Supervisors to serve at the various elementary schools. Un- der the direction of the Chief of Police, these supervisors efficiently and faithfully performed a much needed service relieving Police Officers for other duties.

SELECTMEN'S REPORT
The annual problem of foreshore protection was discussed at great length. Due to the many justified requests for assistance, it is always difficult to assign priority to the various projects. How- ever, a list of projects was submitted to the State Department of Public Works, a few of which are now in process of being com- pleted.
Through the efforts of your Board, the Federal and State Gov- ernments are about to undertake extensive dredging work in Scituate Harbor. It was necessary to hold a Special Town Meeting in order to make the Town's contribution available.
Early in the past year the Board of Selectmen appointed the Scituate Marine Advisory Committee to make recommendations regarding the future of Scituate Harbor. The report submitted to the Selectmen was excellent and several of the recommendations are reflected in Articles inserted in the Warrant for the Annual Meeting requesting legislation governing the use of the Harbor and the establishing of fees which would accrue to the Town.
As a result of the vote on Article 51 of the 1958 Town Meet- ing your Selectmen appointed a committee designated as the Scitu- ate Housing Authority. Its purpose is to provide low cost housing for the elderly in conjunction with the State Housing Authority. Plans are presently underway to obtain land on which to construct some forty-two dwelling units. These units will be constructed at no cost to the Town, financed by funds made available by the State.
The above is a brief resume of the functioning of the Select- mens' office and is not intended to be a comprehensive report.
We wish to thank all who co-operated with our efforts to make Scituate a better town in which to live.

A legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs was held at the High School Gymnasium in said Scituate on Monday, the third day of March, 1958 at 7:15 o'clock P.M. The meeting was called to order by Moderator John Barnard, Jr.
The warrant was read by Town Clerk William M. Wade.

Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year.

ARTICLE 8
To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shell- fish and seaworms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the G. L. or take action in relation thereto.
VOTED: To so authorize.
