Will the Town vote to authorize and instruct the Ad- visory Committee to retain a recognized, impartial Mu- nicipal consultant for the purpose of investigating the pos- sibility of improving the efficiency and economy of the Town's services and raise and appropriate a sum of money therefor.

ARTICLE 21


To see if the Town will raise and appropriate by tax- ation or otherwise, a sum of thirty thousand dollars ($30,- 000.00) for the construction of a gravel-packed well, a pumping station with necessary machinery on land owned by the Town of Scituate, and lay a water main to and connecting with the present water system by the Water Department, or take any action thereon.


VOTED : To raise and appropriate $30,000.00.


ARTICLE 22


To see if the Town will accept a proposed ten-year plan of the Water Commissioners, whereby within that time all services in the Town that are currently on fixture rate shall be metered, and all new homes automatically be placed on metered rate upon application for water service, said plan to begin after the regular Town Meeting of March 1961, or act thereon.

ARTICLE 23


Will the Town raise and appropriate the sum of $12,000.00 for the purchase of a new 1960 Ambulance, and use the present Ambulance for trade value.

Will the Town raise and appropriate the sum of Forty three thousand dollars ($43,000.00) for the purchase of a new aerial ladder truck, and equipment, and authorize the Chief in co-operation with the Selectmen to purchase same.

ARTICLE 25


Will the Town vote to accept Chapter 636 of the Acts of 1957 titled "An Act Authorizing he Town of Scituate to Construct and Operate a System of Sewers" or act thereon.

VOTED : That Article 25 be referred to the Sewerage Investigating Committee for further study. Said Commit- tee is instructed to insert an article in the warrant for the 1961 Annual Town Meeting on the subject matter of this article.


ARTICLE 26


Will the Town vote to change the name of the Sewer- age Investigating Committee to "Sewer Committee" and authorize the Sewer Committee to act as a Board of Sewer Commissioners as permitted under said Chapter 636, Sec- tion 5, of the Acts of 1957, or act thereon.


VOTED : To indefinitely postpone.


ARTICLE 27


Will the Town vote that a Board of Sewer Commis- sioners shall be elected by ballot at an annual Town elec- tion not later than the second annual election after the commencement of the work of construction authorized by the Town, the Board to consist of three members who shall be reistered voters of the Town to hold office: one until the expiration of 1 year, one until the expiration of 2 years, and one until the expiration of 3 years from such annual Town election; and thereafter at each annual Town election the Town shall elect one Member of the Board to serve for 3 years and until his successor is qualified.

ARTICLE 28


Will the Town acquire by purchase or by eminent domain, for sewage treatment purposes, a parcel of land and appurtenant easements off the Driftway, approxi- mately 1,200 lin. ft. southwesterly off Kent Street supposed to be owned by the Boston Sand & Gravel Co. as shown on a plan titled "Land Taking in Scituate, Mass, dated February 1960; Scale 1 inch to 100 feet, Metcalf & Eddy, Engineers, Boston, Mass." on file at the office of the Town Clerk; and raise and appropriate, or transfer from avail- able funds, a sum of money therefor, or act thereon.

Will the Town vote to authorize the Sewer Committee to make application to the United States of America for an advance of funds under the provisions of Public Law 560. 83rd Congress, as amended, to aid in financing the cost of plan preparation for a part of the Town sewerage system, such funds to be loaned to the Town at no interest and to be repaid when construction commences.


VOTED : To indefinitely postpone.


ARTICLE 30


To see if the Town will vote to transfer the proceeds of the Dog Fund from the County to Libraries and that the amount be equally divided between the Peirce Memorial at North Scituate and the Allen Memorial at Scituate, or act thereon.

To see if the Town will vote to accept the provisions of sections sixteen through sixteeen I, inclusive, of Chap- ter seventy-one of the General Laws, providing for the establishment of a regional school district, together with the town of Abington, Cohasset, Hanover, Norwell and Rockland, and the construction, maintenance and opera- tion of a regional school by the said district in accordance with the provisions of the proposed agreement filed with the selectmen.

Will the Town accept the real estate and other prop- erty to be given to it by the Allen Library Association, a Massachusetts corporation; upon the condition that the Town use, maintain and operate said property for the pur- pose of providing a public library in the Town of Scituate.

ARTICLE 34


Will the Town vote to assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages to property suffered by any person by any taking of land or of any rights, interest or easement there- in within the Town by the Department of Public Works of the Commonwealth for the improvement of tidal and non- tiday rivers and streams, harbors, tide waters, foreshores and shores along public beaches within the jurisdiction of the Town, and further to authorize the Selectmen to ex- ecute a form of agreement furnished by the Department of Public Works indemnifying the Commonwealth against claims for such damages.

To see if the Town will vote to raise and appropriate the sum of $3,105.00 for the purpose of constructing a sidewalk on the westerly side of Branch Street from Beaver Dam Road to the Central School driveway and in- struct the Highway Surveyor to arrange for said construc- tion, or act thereon.

VOTED : That the Town accept a change in the layout of a part of the westerly line of Moorland Road opposite Brown Avenue, all as shown on a plan on file at the Town Clerk's Office, and raise and appropriate the sum of $500.00 for land damages.


ARTICLE 52


To see if the Town will raise and appropriate the sum of $1,950.00 to purchase a one half ton pickup truck for the use of the Tree Department.


VOTED: To raise and appropriate $1,950.00.


ARTICLE 53


To see if the Town will raise and appropriate $8,000.00 for the purchase of a combination front end loader and digger, for the Highway Department, of which $3,500.00 to be taken from the Road Machinery Account.


VOTED : To indefinitely postpone.
