SELECTMEN'S REPORT


REPORT OF THE BOARD OF SELECTMEN


To the Citizens of Scituate:


The year of 1960, from the Selectmen's point of view, was both interesting and challenging. Interesting, in that at our reguar meetings, which were open to the public, we could count on from eight to eighty visitors. The at- tendance was a prime example of good interest in town government and also the complexities of the office of the Board of Selectmen. Challenging in that many requests were dutifully heard and some had to be referred to the proper departments for final disposition.


The Selectmen this year have devoted much time to the problems of our rapidly increasing population and its net result on the tax rate.


We appointed, this year for the first time, an Industrial and Economic Committee to investigate the necessity of the Town appointing a permanent board set up under Chapter 40, Section 8B. The temporary Committee also studied the likelihood of new business establishments coming into our present areas as well as new business areas. This Committee turned out to be an asset and its study should be continued in the interest of business de- velopment.


Our Chapter 90 road work this year has consisted of engineering and public hearings on the new route through our industrial and business zone to Scituate Harbor. The project starts at 3A in Greenbush and follows part of Driftway Road and Kent Street to Edward Foster Road. When completed, this will alleviate the very hazardous route to the Harbor via Stockbridge Road. The county engineers have finished their work and the Department of Public Works will complete engineering soon so that it is hoped that the first section of the construction will be bid in March.


Through a series of conferences between the Select- men and interested parties, the New England Telephone and Telegraph Company were persuaded to offer to the Town a new and different telephone rate. This rate en- ables a resident subscriber to make unlimited calls to sub- urban and down town Boston on a flat monthly fee.

SELECTMEN'S REPORT


With reference to foreshore protection for the Town, all funds presently in control of the Selectmen and County Commissioners are being held pursuant to the Division of Water Ways contributing its share. All recent funds have been allocated and the Department of Public Works has surveyed these projects for early Spring.


Our leadership and toil have been in all sincerity. The co-operation of the Board has been excellent and we wish to thank all those who, in the interest of "better govern- ment in a better town" were helpful.

ANNUAL TOWN MEETING March 7, 1960 and ADJOURNED TOWN MEETINGS March 8, 9 and 10, 1960


A legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs was held at the High School Gymnasium on Monday, the seventh day of March, 1960, at 7:00 o'clock P.M. The meeting was called to order by Moderator John Barnard, Jr.


The warrant was read by Town Clerk William M. Wade.


The check list was used. Checkers were: Grace B. McPherson, Isabel M. Gilley, Elinor M. McElroy, Helen G. McDonald, Amy C. Bates and Elden M. Myers.

To choose all the necessary Town Officers other than those elected by ballot, viz: Surveyor of Lumber, Meas- urer of Wood and Bark, two or more Field Drivers, one Poundkeeper.

To see if the Town will authorize the Board of Public Welfare to contract at their discretion for support of the Town's poor, or act thereon.

To see if the Town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chapter 44, G.L.


VOTED: That the Town authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chapter 44, G.L. Unanimous vote.


ARTICLE 5


Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and esti- mated receipts used by the Assessors in fixing the tax rate for the current year.

To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shellfish and seaworms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the G.L. or take action thereto.

ARTICLE 7


Will the Town raise and appropriate the sum of $100.00 for the payment of dues for a yearly membership in the Maritime Division of the Boston Chamber of Com- merce, or act thereon.

Will the Town vote to raise and appropriate the sum of $18,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon.
