REPORT OF THE BOARD OF SELECTMEN


Mr. Frank Tarr was re-elected a member of the Board of Selectmen at the annual election on March 6, 1960. At the organization meeting on March 8, 1960 Mr. Thomas Francis Linnehan was elected chairman and Archibald Cox, clerk.


All appointments were made as provided by law. The names of appointees are found in the town report under the heading Officers Of The Town Of Wayland.


George C. Lewis, who has served Wayland many years as assessor, died during the year. Wayland will miss his dedicated service and impartial decision on the Board of Assessors. Fern A. Taylor was appointed according to the statute by the selectmen and assessors, to fill the vacancy until the next town election.


The jury list was drawn and listed as required by law. The list of jurors is found elsewhere in the town report.


The selectmen met regularly for the transaction of business on the first and third Mondays of every month in the Selectmen's room at the Town Office Building. The work of the present three man board include the following duties :


1. Appointing town officers such as Executive Secretary, Finance Committee, Policemen, Board of Appeals and Build- ing Inspector.


2. Issuing licenses.


3. Approving bills incurred by the other town departments.


4. Acting upon complaints.


5. Passing upon betterments and the acceptance of town roads.


6. Representing the town at the State House and in dealing with other communities.


7. Conferring with other officials.


8. Close contact with our state and federal representatives, etc.


The ever increasing work of the selectmen could not be done at the regular meetings. Many special meetings were called during the year and daytime meetings were held to give people, who could not come to a regular evening meeting an opportunity to be heard by the Board.


Mr. Archibald Cox was a member of the Condemnation Committee.


Mr. Thomas F. Linnehan is a member of the Committee on Town Government, which was established at a special town meeting of March 7, 1956. The Board is pleased to report that the recommendation of the Town Government Committee and approved by the voters at town meeting, to set aside a special fund earmarked for the purpose of pur- chasing major pieces of fire apparatus, made it possible to purchase a ladder truck this year and it is now in service and ready to serve Way- land residents.


The selectmen in conjunction with the selectmen of the bordering towns have perambulated the bounds as required by statute.

The Board, with the trustees of the Allen Fund and the Board of Public Welfare met and disbursed the income received from the Charitable Funds.


Once again we wish to thank all committees for their excellent efforts in behalf of the town and all town officials and employees for their cooperation during the past year.

Pursuant to the Warrant dated February 15, 1960, and signed by Frank S. Tarr, Thomas F. Linnehan and Archibald Cox, Selectmen, service and return of said Warrant having been duly given by Ernest H. Damon, Constable, the inhabitants of the Town of Wayland qualified to vote in Town Meeting, assembled this day; and at 7:45 P. M. the Moderator called the meeting to order, declared a quorum to be present and the meeting proceeded to transact the following business :


Article 1: To hear the reports of the Town Officers, Agents and Committees and act thereon.


Upon a proposal of Mr. Robert M. Morgan, duly seconded, the following Resolution was passed by Unanimous Standing Vote of the Town :


RESOLUTION


WHEREAS: On June 30th, 1959 when she retired as teacher of the second grade in the Cochituate School,

had completed forty-five years of continuous teaching; forty-three of which were spent in Wayland.


WHEREAS: Her service as a teacher is well known for honesty of purpose, ability, and determination for fair play for her pupils,


THEREFORE, Mr. Moderator, as citizens in Town Meeting assembled, be it moved that we make known our appreciation for a life's work well spent. And that the Town Clerk be directed to note in the minutes of this meeting such vote, the motion and the preamble to it, and that a suitable copy be sent to Jane N. Campbell.


Mr. Theodore R. Magoun, Chairman, read the Report of the Recrea- tion Advisory Committee, and placed a copy of same on file with the Town Clerk.


Upon Motion of Mr. Magoun, duly seconded, it was


Voted unanimously: That the report of the Recreation Advisory Committee be accepted and printed in the Town Report for 1960; that the Recreation Advisory Committee be continued and be instructed to further report to the Town at the next Annual Town Meeting.


Mr. Frank S. Tarr read the Report of the By-Pass Committee and placed the Report on file with the Town Clerk.


Upon motion of Mr. Tarr, duly seconded, it was


Voted: That the Report of the By-Pass Committee be accepted; that the Committee be continued in existence until Article 18 is disposed of.

Mr. Allan R. Finlay read the Report of the School Building Com- mittee and placed the Report on file with the Town Clerk.


Upon motion of Mrs. Joyce Bertelsen, duly seconded, it was


Voted unanimously: That the Report of the School Building Com- mittee be accepted as read.


Upon motion of Mr. Thomas F. Linnehan, duly seconded, it was


Voted: That the Traffic Committee and the Drainage Committee be discharged.


In the absence of Mr. Charles E. Cochrane, Mr. Morgan read the Summary Report of the Committee to Study Town Government.


Duly seconded, Mr. Morgan made the following:


MOTION: That the Report of the Committee on Town Government be accepted, and that the Committee be continued.


Upon motion of Mr. Robert H. Charnock, duly seconded, it was


Voted: To amend the main Motion of Mr. Morgan, by adding the following: And that the Committee to Study Town Government be directed to study means of consolidating the present three systems of communications in one location, and that the work of the police depart- ment and fire department and water department not be affected by the moving of the communications system.


Upon motion of Mr. Omar H. Somers, duly seconded, it was


Voted: To amend the main Motion of Mr. Morgan and amended by Mr. Charnock, by the further addition of the following:


And to direct the Committee to Study Town Government to con- sider a proposal to consolidate the skills of the Police and Fire Depart- ments.


Upon the main Motion of Mr. Morgan, as twice amended, it was Voted: In favor.


Upon request of Mrs. Mary J. McCann, Mr. Cox of the Board of Selectmen explained why the recently discharged (under the present Article) Committee to Study Traffic Regulations had been permitted to disband without ever reporting to the Town. This Committee had never taken active shape, nor held meetings, since their function had been adequately covered by the studies and activities of certain other com- mittees, e.g. the By-Pass Committee and routine negotiations between the Board of Selectmen and the State Board of Public Works.


Article 2: To choose all necessary Town Officers, Agents and Committees not elected by the official ballot.


Upon motion of Mr. Theodore R. Magoun, duly seconded, it was Voted: That the Trustees of the Allen Fund be: John Bryant Benjamin W. Johnson, III George W. Shepard

who shall continue to serve as Trustees of that Fund;


That the Selectmen act as Fence Viewers;


That the Constables act as Field Drivers; and


That the persons now serving in the following offices be re-elected : Measurers of Wood and Bark: Joseph H. Decatur, Thomas F. Linnehan, Arthur F. Marston;


Surveyors of Lumber: Thomas F. Linnehan, and Arthur F. Marston; and


That the Memorial Day Committee be appointed by the Moderator in accordance with the vote made at the 1958 Annual Town Meeting.


Article 3: To see if the Town will vote to amend the Town By-Law establishing the Wage and Salary Classification Plan, as amended, in any of the following respects:


(a) Further amend Article II, Section 1 of said Plan by adding the following new classification and salary rate:

(b) Further amend Article II, Section 1 by increasing each annual and monthly salary (except for Executive Secretary, Police Chief, Fire Chief, Highway Superintendent and Water Superintendent, but includ- ing the salary established by the preceding amendment) and each hourly wage rate by five (5) percent with fractions of a cent leveled off to the nearest cent level above, and by increasing the annual and monthly salary rate for Executive Secretary, Police Chief, Fire Chief, Highway Superintendent and Water Superintendent by eight (8) per cent.


(c) Further amend Article III-A, Section 2 by deleting the last sentence and inserting in place thereof:


"If it is impossible to allow compensatory time off without unduly interfering with the work of the department, the employee shall be compensated for overtime work at an hourly rate equivalent to the employee's annual salary except that firemen employed on an annual salary basis and also serving as a 'Call Fireman' shall be paid when employed as a 'Call Fireman' at the Call Fireman's hourly rate of pay, and when serving as Call Firemen on night duty at 'Call Men - Night Duty' annual rate of pay."


and to appropriate and assess a sum of money for the purposes thereof; or take any other action relative thereto.


Duly seconded, Mr. Edwin W. Marston made the following


MOTION: That the Town amend the Town By-Law establishing the Wage and Salary Classification Plan, as amended: 3/9/55, 3/7/56, 3/6/57, 3/5/58, and 3/4/59 in the following respects: (as already read by the Moderator) - a re-reading by the maker of the Motion was omitted since the wording followed exactly that of the Article, and there being unanimous consent of the Meeting).


and that the amendments herein made with respect to wage and salary levels and job classifications shall be effective as of March 1, 1960.

Upon motion of Mr. Robert M. Page, duly seconded, as follows : That the main Motion of Mr. Marston be amended by eliminating Paragraph (a) from this Article, it was

Upon the main Motion of Mr. Marston, as originally read, it was Voted: In favor.


Upon motion of Mr. Magoun, duly seconded, it was


Voted: That when this Meeting adjourn, if adjournment be voted, it adjourn to Wednesday evening, March 16th at 7:45 P. M. in the Wayland High School Gymnasium and that any subsequent adjourn- ment be to the succeeding Wednesday at the same hour and in the same place, until the Warrant has been finally disposed of.

Voted: That the meeting be adjourned at 11 P. M., or at such time thereafter as the article then under consideration is disposed of, but in no case later than 11:30 P.M.

be granted, appropriated and assessed for the several purposes desig- nated, making a total budget of $2,243,232.26 and that the same be expended only for the purposes shown under the respective boards, com- mittees and officers of the Town; and that


All employees in the Town Office Building, other than elected officials and those of the Police and Fire Departments, come under the super- vision of the Executive-Secretary, and that he be charged with the operation of both Town Office Buildings and equipment;


The operation of the dumps be under the supervision of the High- way Department;


The money from Dog Taxes be allocated in its entirety to the Library Appropriation account;


The Public Health Nurse #II, and Nursing Assistant scheduled in the appropriation of the Board of Health, be under the supervision of the Board of Health;


The funds provided for under Fire Department, Call-Men - Night Duty be used only under the following conditions: $300.00 annually to Call-Men who serve on the night shift, 6:00 P. M. to 7:00 A. M. fifty nights a year and not more than two nights in any one week. All funds to be expended for Call-Men only, except that each Regular Man may serve not more than one night a week as Call-Men - Night Duty at the pay provided for such work. This is done with a view to building up and maintaining the number of call men in the Call Department;


The work on Assessors' Maps continue to be done under the joint supervision of the Planning Board and the Board of Assessors;


The supervision of the job of street numbering and appropriation therefor be the responsibility of the Planning Board;


The appropriation for "Engineering - Including Existing Town Roads" be under the supervision of the Planning Board;


The gift to the Library, acceptance of which is provided for under Article 10, be made available for expenditure along with other amounts appropriated by the Town, under the budget for general expense of the Library; that


The Town Collector continue to act as Collector for the Water Department; that he be directed to charge fees for demands on overdue water bills and that the sums so collected be credited by the Collector to the Water Department, and that all fees and penalties be turned over to the Town as Town income;


The office of Town Clerk be retained on a salary basis and that all fees from whatever source derived from January 1, 1960 be turned over to the Town as Town income;


The unexpended balances in the following accounts be transferred to "Excess and Deficiency"

In addition to the sum of $1,500 included in the budget to meet the Town's share of "Chapter 90 Maintenance" and $5,000 in Article 9 to meet the Town's share of "Chapter 90 - New Construction," the sum of $3,000 for "Chapter 90 Maintenance" and $15,000, for "Chapter 90 - New Construction" be transferred from "Unappropriated Available Funds" in the Treasury to meet the County's and State's share of the cost of the work, the reimbursement from the County and State to be restored upon their receipt to "Unappropriated Available Funds" in the Treasury.
