Pursuant to the Warrant dated May 25, 1962, signed by Frank S. Tarr, George K. Lewis and Thomas F. Linnehan, Selectmen, served and return of service given by Ernest H. Damon, Constable of the Town of Wayland, the inhabitants of the Town qualified to vote in Town Meeting assembled this day; and at 7:45 P. M. , the Moderator called the meeting to order, declared that a quorum was not present, and immediately called a recess until 8:05 P. M., expressing the hope that a quorum would have arrived by that time.
At 8:05 P. M. the Moderator called the meeting to order, declared a quorum to be present, and the meeting proceeded to transact the following business:
Article 1. To see if the Town will vote to accept various convey- ances, gifts, and devises to the Town, or take any action relative thereto.
Upon Motion of Mr. Frank W. Kilburn, duly seconded, it was VOTED: By a Standing Unanimous Vote: That the Town accept, with thanks from Samuel A. Cutler and Marie L. Cutler the convey- ance of two parcels of land, designated as "Third Parcel" and "Four- th Parcel, " in deed recorded with Middlesex South District Deeds, Book 7466, Page 384, and bounded and described as follows:
Third Parcel: A certain tract of meadow land lying in said Way- land, called the "Flanders Lot" on West Brook beginning at the South- east corner at a stake and stones at junction of upland late of David Heard and meadow land, late of George H. Stratton; thence Northerly by said Stratton land to a stake and stones at West Brook; thence Westerly by said brook to an old ditch and to meadow land late of John Goodnow; thence Southerly by said ditch and said Goodnow mead- ow land to a stake and stones and joining with upland late of said Heard again; thence by said upland late of said Heard; thence Easterly to the bound first mentioned.
Fourth Parcel: A certain parcel of meadow land situated in said Wayland and bounded Northerly by Landham, or West Brook, so called; Westerly by land now or formerly of Charles B. Heard; South- erly by land now or formerly of Brackett and Easterly by land now or formerly of said Brackett.

Upon the suggestion of Mr. Fern A. Taylor, and by unanimous consent of the Meeting, it was noted that this was the initial gift of land under the program of the Conservation Commission of the Town; and the Standing Vote was taken in recognition of this fact.
Article 2. To see if the Town will vote to appropriate and transfer from Available Funds, a sum of money for an engineering study to improve drainage conditions in the land known as the "Granny" locat- ed off Willard Street and east of Winter Street, south of South Street, west of Hill Street, and north of Commonwealth Road, in that part of Wayland known as Cochituate, or take any action relative thereto.
Upon Motion of Mr. Robert M. Morgan, duly seconded, it was VOTED: Unanimously: That there be appropriated and transferred from Available Funds, the sum of $800 for the completion of an en- gineering study looking to the improvement of the drainage conditions of the land known as the "Granny, " located off Willard Street, east of Winter Street, south of South Street, west of Hill Street and north of Commonwealth Road, funds to be expended under the supervision of the Selectmen.
Article 3. To see if the Town will vote to authorize the abandon- ment of its rights, title, and easements, in, through, and over Hammond Avenue, or take any action relative thereto.
Upon Motion of Mr. L. William Bertelsen, duly seconded, it was VOTED: Unanimously: That the Town abandon its rights, title, and easements in, through, and over Hammond Avenue.
Article 4. To see if the Town will vote to appropriate and transfer from Available Funds or from Appropriation Balances a sum or sums of money for the operation and expenses of any or all of the following departments:

or take any action relative thereto.

Article 5. To see if the Town will vote to amend its Zoning By- Laws by deleting Sub-section q from Section V, and inserting in place thereof the following:
The removal of sod, loam, sand, gravel or quarried stone, except necessary removal in connection with the construction of a building for which a permit has been issued from any premises shall be allow- ed only if permission of the Board of Appeals be obtained in accord- ance with the procedure provided in Paragraph (r) and only under such conditions as the Board may impose, but nothing contained in this Section shall prevent the continued use of any land for the purpose for which it is used at the time this Section takes effect or prevent the use of any land for farms, gardens, nurseries, cemeteries, parks, play- grounds and such purposes as are incidental to or usual in connection with any of said purposes. Before a permit is issued, the applicant shall show to the satisfaction of the Board that the removal will not impair the usability of the area for the purposes permitted by this by- law, that the grades to be established within the area will permit ve- hicular access to the area and the continuation of streets from the ab- utting premises, and that the area may ultimately be developed com- patibly with the neighboring land, or take any action relative thereto.

To see if the Town will vote to accept as a public Town way, the relocation of the road known as Draper Road, or a portion or portions thereof, as laid out by the Board of Selectmen, and as shown on a plan on file with the Town Clerk; to authorize the Board of Select- men to acquire an easement for the necessary land, including ease- ments for drainage construction and slope, by purchase, gift, eminent domain or otherwise; and to raise and appropriate the sum of $1. 00 for the acquisition of such land or any portion thereof; without any appropriation of money for construction of said road under the Better- ment Act or otherwise; or take any action relative thereto.

Brooks Company, Civil Engineers, Newton- ville, Wayland, and West Acton, Massachusetts, dated October 2, 1961, " which is on file with the Town Clerk; that the Board of Select- men be authorized to acquire any necessary land (including easements for drainage construction and slope), by purchase, gift, eminent do- main or otherwise; and that $1. 00* be appropriated and assessed for the acquisition of any such land and easements, and for any costs in connection therewith.
