School food services are under the director of cafeterias and all payroll records and invoices are checked through the Business Manager's Office. School food services and transportation have grown rapidly and today represent two major operations in the Wayland Public Schools.
5. The school department continues its growth along with the school enrollment. Payrolls and personnel records of all professional and non-professional employees of the system are maintained by the administrative offices. School surveys, enrollment projections and statis- tical data are constantly being gathered for both appraisals and evalua- tions and for necessary state and federal reports.
The Business Manager's role in education today requires an under- standing of the educational policies and programs set forth and the ability to interpret these educational plans into the "Bonds, Buses, Buildings and Budgets" necessary for the operation of schools.

VOTES ENACTED AT THE ANNUAL TOWN MEETING HELD: WEDNESDAY, MARCH 7, 1962

Pursuant to the Warrant dated February 5, 1962, signed by Thomas Francis Linnehan, Frank S. Tarr and George K. Lewis, Selectmen, served and return of service given by Ernest H. Damon, Constable of the Town, the inhabitants of the Town of Wayland qualified to vote in Town Meeting assembled this day; and at 7:45 P. M. the Moderator called the meeting to order, declared a quorum to be present and the meeting proceeded to transact the following business:
Article 1. To hear the report of the Town Officers, Agents and Committees and act thereon.
Mrs. Charles R. Thomas (Carol J. ) called attention to the Report of the Committee on Town Government printed in the Annual Town Report on Page 130. Upon Motion of Mrs. Thomas, duly seconded, it was
VOTED: To continue this Committee in existence for another year.
Mr. John B. Gregory called attention to the Report of the Sidewalk Committee, on Page 107 of the Annual Town Report; and he briefly summarized the recommendations of that Committee:
Specific Sidewalk Program, in recommended order of Priority:
1. East Plain Street from Dunster to School Street Paved
2. Commonwealth Road from School to Loker Gravel
3. Loker Street to Loker School Gravel
4. Old Connecticut Path from West Plain Street to Stonebridge Road Paved
5. Millbrook Road, Plain Road from Millbrook Road to Claypit Hill Road Gravel
6. Maiden Lane from Old Connecticut Path to Happy Hollow School Paved
FUTURE PROGRAM
Sherman Bridge Road and Oxbow Road in area within walking distance of North Wayland School Site.
Dunster Street and Access Road to New Junior High School when latter is built.
Draper Road in area within walking distance of Claypit Hill School.

Upon Motion of Mr. Gregory, duly seconded, it was
VOTED: That the Recommendations of the Committee be accepted, and that the Committee be discharged.
Mr. Theodore R. Magoun presented the report of the Recreation Advisory Committee, recommending site improvement for playing fields at the Cochituate Junior High School and North Wayland Elem- entary School sites; better lighting and one-way traffic for the Mill- pond skating; hinting at a future need for tennis courts at the Junior High School within the next year; telling of assistance from the Beach Committee and the Conservation Commission in relation to recreation and conservation projects. Also mentioned was a study of the Wayland League of Women Voters' sub committee of the Sudbury River Basin. The retirement of Mr. Harvey C. Newton was noted, with acknowledg- ment of his faithful service; and his successor, Mr. Richard E. Bick- nell was welcomed to the Committee.
Upon Motion of Mr. Magoun, duly seconded, it was
VOTED: That the report of the Recreation Advisory Committee be accepted, that it be printed in the Town Report, and that the Commit- tee be continued for further study.
Upon Motion of Mr. William C. Moyer, duly seconded, it was
VOTED: That the Committee Opposing High Tension Wires be con- tinued in existence, and instructed to report at the next Annual Town Meeting.
Mrs. Seth F. Johnson (Constance C. ) read the report of the Beach Committee, pointing out wherein it had been able to help the Park Department to find a qualified beach supervisor; and had offered recommendations to them in relation to the selection and scheduling of five (5) lifeguards, allowing for each to have one day off each week. Further, this Committee, meeting with the Park Department and the Beach Supervisor, have drawn up a set of rules, recommending that they be printed in the local papers, and that they be posted on a sign at the beach, for the coming season. The report also touched upon the need for gradual expansion in the future, to relieve the over- crowded conditions at the beach; and the need for a certain type of ex- pandable pier, similar to those designed by the National Red Cross for use at summer camps of the Boys' Clubs of America. The Report further pointed out the need to remove certain weeds from the water in the beach area, and discussed two alternative methods for doing so.
Upon Motion of Mrs. Johnson, duly seconded, it was
VOTED: That this report be accepted as read, and that the Beach Committee be continued for another year.
Upon Motion of Mr. Robert M. Morgan, duly seconded, and by Unanimous Rising Vote the Meeting passed the following

RESOLUTION
WHEREAS until his death on October 4, 1961
CARLISLE DOUGLAS SCOTLAND
had served the Town twenty-five years as a member of the Board of Public Welfare;
WHEREAS he further served as President of the Parmenter Health Center since its inception;
WHEREAS his service in these positions was of the highest, his decisions and devotion to those who needed help and advice were given far beyond statutory duty;
THEREFORE, Mr. Moderator, as citizens assembled be it moved that by a rising vote we make known our appreciation of Carlisle Douglas Scotland; and that the Town Clerk be directed to note in the minutes of this meeting such vote, the motion and preamble to it, and a suitable copy be sent to his widow, Mrs. Eleanor Scotland together with the best wishes of the community.
Upon Motion of Mr. Morgan, duly seconded, it was
VOTED: That the By-Pass Committee be continued for another year.
Article 2. To choose all necessary Town Officers, Agents and Com- mittees not elected by the official ballot.
Upon Motion of Mr. Magoun, duly seconded, it was
VOTED: That the Trustees of the Allen Fund be: John Bryant Benjamin W. Johnson, III George W. Shepard who shall continue to serve as Trustees of that Fund.
That the Selectmen act as Fence Viewers;
That the Constables act as Field Drivers;
That the following persons shall serve as Measurers of Wood and Bark:
Robert L. Davis Thomas F. Linnehan Arthur F. Marston;
Surveyors of Lumber: Thomas F. Linnehan Arthur F. Marston; and
That the Memorial Day Committee be appointed by the Moderator in accordance with the vote made at the 1958 Annual Town Meeting.

Article 3. To see if the Town will vote to amend the Town By-Law establishing the Wage ard Salary Classification Plan, as amended, in any of the following respects:
(a) Further amend Article II, Section 1 of said Plan by changing the salary rates for the following classifications, effective from January 1, 1962, to read as follows:

(d) Further amend Article II, Section 1 of said Plan by increasing by five (5) per cent the annual salary rates for each of the Police Chief, Police Sergeant, Fire Chief, Fire Captain, Children's Libra- rian -- Professional, Assistant Librarian -- Professional, Highway Superintendent, Water Superintendent and Cemetery and Moth Control Superintendent, all such increases to be effective from January 1, 1962;
(e) Further amend Article VI, Section 1 of said Plan, effective from January 1, 1962, to read as follows:
"An hourly rate employee (other than a police or fire depart- ment call man) required to work between 7:00 P. M. and 7:00 A. M. Monday through Friday, or between 6:00 P. M. Saturday and 7:00 A. M. Monday because of an emergency outside his regular work hours, shall be paid a premium of fifty cents an hour in addition to

his regular rate of pay. "
No objection having been raised from the floor, the Moderator omitted to read the detail of this article, in presenting the Article.
Upon Motion of Mr. Morgan, duly seconded, it was
VOTED: That inasmuch as a special meeting has been called for March 21, 1962, for the sole purpose of considering amendments and changes in the Wage and Salary Classification Plan, this article be passed over at this time.
Article 4. To grant money for necessary Town purposes.
Duly seconded, Mr. Robert M. Morgan offered the following
MOTION: That the report of the Finance Committee be accepted and its recommendations be adopted:
That $2, 874, 599 with the addition of:
Highway Department- - Snow Removal $7,500. 00
Park Dept. -- Lake Cochituate Beach Beach Retaining Wall 2,500. 00
be granted, appropriated and assessed for the several purposes desig- nated, making a total budget of $2, 884, 599; and that the same be ex- pended only for the purposes shown under the respective boards, com- mittees and officers of the Town; and that
** All employees in the Town Office Building, other than elected officials and those of the Police and Fire Departments, come under the supervision of the Executive Secretary and that he be charged with the operation of both Town Office Buildings and their equipment;
The operation of the dumps be under the supervision of the Highway Department;
The money from Dog Taxes be allocated in its entirety to the Lib- rary;
The Senior Public Health Nurse, Public Health Nurses No. II and Nursing Assistants be under the supervision of the Board of Health;
The funds provided for under Fire Department, Call men -- night duty, be used only under the following conditions: $400. 00 annually to Call men who serve on the night shift, 6:00 P. M. to 7:00 A. M. fifty nights a year and not more than two nights in any one week. All funds to be expended for Call men only, except that not more than two regular men may serve as Call men -- night duty, at the pay provided for such work. This is done with a view to building up and maintain- ing the number of men in the call department;
The appropriation under Highway Department for "Heavy Equip- ment -- Special Account" be maintained as a fund against future pur-

chases and not to be expended without further vote of the Town;
The appropriation under Highway Department "Street Better- ments -- Construction" Bent Avenue $5, 000, if voted by the Town, be reserved and not expended until further direct vote of the Town;
The gifts to the Library, acceptance of which is provided for under Article 10, be made available for expenditures along with other amounts appropriated by the Town under the budget for the general expenses of the Library;
The Town Collector continue to act as Collector for the Water Department; that he be directed to charge fees for demands on over- due water bills and that the sums so collected be credited by the Collector to the Water Department, and that all fees and penalties be turned over to the Town as Town Income;
The appropriation for Hydrant Rental of $10, 000 for the Water Department granted in the budget, be transferred to "Water Available Surplus";
The Office of Town Clerk be retained on a salary basis and that all fees from whatever source derived be turned over to the Town as Town Income;
The appropriation for Fire Department for Major Equipment be maintained as a fund against future purchases and not to be expended without further direct vote of the Town;
The Assessors' Valuation Book printed in '61 continue to be made available, one to a taxpayer, upon his request and calling for it at the Town Office Building;
The unexpended balances in the following accounts be transferred to " Water Available Surplus";

In addition to the sum of $1, 500 included in the budget to meet the Town's share of "Chapter 90 -- Maintenance" and $6, 700 to meet the Town's share of "Chapter 90 -- New Construction, " the sum of $3, 000 for "Chapter 90 -- Maintenance" and $20, 100 for "Chapter 90 -- New Construction" be transferred from "Unappropriated Available Funds" in the Treasury to meet the County's and State's share of the cost of the work, the reimbursement from the County and State to be restored upon their receipt to "Unappropriated Available Funds" in the Treasury.
