Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said town on Monday, the fourth day of March, 1946 at seven o'clock in the forenoon, to act on the follow- ing Articles, namely :
Article 1. To elect by ballot the following Town Offi- cers : a Selectman for three years; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; one member of the Board of Health for three years; two Trustees of the Robbins Library for three years; one Park Commissioner for three years; two members of the Planning Board for three years; one member of the Plan- ning Board for one year; one Cemetery Commissioner for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years ; one Trustee of the Pratt Fund for two years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years; one Trustee of the Francis E. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Pre- cincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Pierce School Building, entrance on Park Avenue North, Heights ; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.
You are, also, required to notify and warn the said in- habitants to meet at the Town Hall, in said Town on Wed- nesday, the thirteenth day of March, 1946, at eight o'clock

in the evening, at which time and place the following arti- cles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.
Article 3. To hear and act on the reports of the per- manent committee under vote of the Town passed March 24, 1919, on the Town Yard; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing department; of the com- mittee under vote of the Town passed March 19, 1941, to study the advisability of constructing a plant to generate electricity ; of the committee under vote of the Town passed March 15, 1943, to investigate and study the advisability of establishing a classification of positions and a plan for a standardization of wages and salaries for all departments of the Town; of the committee under vote of the Town passed March 24, 1944, on Advanced Programming and Budgeting; of the committee under vote of the Town passed March 19, 1945, to consider the erection of a suitable me- morial building for Veterans of World Wars; of the com- mittee under vote of the Town passed March 19, 1945, to investigate, consider and recommend alterations, additions, or other changes to Robbins Memorial Town Hall; of the committee under vote of the Town passed March 19, 1945, to investigate and consider the construction of a Reclama- tion Plant or the disposal of rubbish and waste materials; of the committee under vote of the Town passed March 19, 1945, to consider a site for a new elementary school in Pre- cinct 9; of the committee under vote of the Town passed January 2, 1946, to consider the advisability of installing voting machines; and of other Town Boards and officers and of the Finance and other committees heretofore ap- pointed.

Article 4. To see if the Town will make an appropria- tion or appropriations for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commis- sioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A), the Town's share of the care, main- tenance and repair of Middlesex County Tuberculosis Hos- pital during the last preceding calendar year, including in- terest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; determine in what manner the money shall be raised and expended; or take any action relating to said hospital or any other thing therein mentioned.
Article 5. To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal prop- erty belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will make an appropria- tion to provide funds to enable the heads of departments to increase the rate of compensation for services rendered and labor performed, or to provide special compensation for elected and appointed officers and employees of the Town; determine in what manner such funds shall be raised and expended; or take any action relating thereto.

Article 8. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 9. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended, or take any action relating thereto.

Article 10. To see if the Town will make an appropria- tion for the Extension of Water Mains; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 11. To see if the Town will make an appropria- tion for the Extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 12. To see if the Town will make an appropria- tion for the construction of permanent sidewalks and for the installing of edgestones ; determine in what manner the money shall be raised; or take any action relating thereto.
Article 13. To see if the Town will make an appropria- tion for maintaining, repairing and improving all or any part of the ways within the town; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or the County of Middlesex or both for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.
'Article 14. To see if the Town will make an appropria- tion for the relocation, alteration and widening, construc- tion of, specific repairs upon and improvement of all or any part of Massachusetts Avenue, from Lowell Street westerly, within the town as now existing or hereafter relocated, altered or widened, including land damages, if any, under the provisions of law authorizing the assessment of better- ments or otherwise; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or County of Middlesex or both for such purpose or pur- poses ; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.
Article 15. To see if the Town will accept the laying out of a town way from Winchester Road to Columbia Road, substantially in the location of the private way known

as Bradley Road, as made and filed in the office of the Town Clerk by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assess- ments of betterments; establish said way; make an ap- propriation for said laying out and the construction of said way; determine in what manner the money shall be raised; or take any action relating thereto.
Said way as so laid out is bounded and described as - follows :
Beginning at the point of intersection of the easterly side line of Winchester Road and the northeasterly side line of Bradley Road, thence southerly and southeasterly on said northeasterly side line of Bradley Road on a curve to the left with a radius of 25 feet a distance of 34.13 feet to a point of tangency on said northeasterly side line of Bradley Road, thence southeasterly on said northeasterly side line of Bradley Road a distance of 220.91 feet to a point of curve in said northeasterly. side line of Bradley Road, thence southeasterly, easterly, and northeasterly on said north- easterly side line of Bradley Road on a curve to the left with a radius of 25 feet a distance of 55.31 feet to the point of intersection of said northeasterly side line of Bradley Road and the westerly side line of Columbia Road, thence southerly on said westerly side line of Columbia Road on a curve to the left with a radius of 423.1 feet a distance of 90.84 feet to a point of tangency in said westerly side line of Columbia Road, thence continuing southerly on said westerly side line of Columbia Road a distance of 48.68 feet to the point of intersection of said westerly side line of Columbia Road and the southwesterly side line of Bradley Road, thence northerly and northeasterly on said south- westerly side line of Bradley Road on a curve to the left with a radius of 75 feet a distance of 53.49 feet to a point of tangency in said southwesterly side line of Bradley Road, thence northwesterly on said southwesterly side line of Bradley Road a distance of 271.43 feet to a point of curve in said southwesterly side line of Bradley Road, thence north- westerly, westerly and southwesterly on said southwesterly

Article 16. To see if the Town will accept the laying out of a town way from south of Falmouth Road West to north of Bradley Road, substantially in the location of the private way known as Columbia Road, as made and filed in the office of the Town Clerk by the joint Board of Select- men and Board of Public Works, under the provisions of law authorizing the assessment of betterments; establish said way; make an appropriation for said laying out and the construction of said way; determine in what manner the money shall be raised; or take any action relating thereto.
Said way as so laid out is bounded and described as follows :
Beginning at the point of intersection of the easterly side line of Columbia Road and the northerly side line of Falmouth Road West, thence southerly on said easterly side line of Columbia Road a distance of 187.24 feet to a point on said easterly side line of Columbia Road at the division line between lots 56 and 57, thence westerly across said Columbia Road a distance of 40 feet to a point on the west- erly side line of Columbia Road, thence northerly on said westerly side line of Columbia Road a distance of 153.63 feet to a point of curve in said westerly side line of Colum- bia Road, thence northwesterly on said westerly side line of Columbia Road on a curve to the left with a radius of 332.86 feet a distance of 59.84 feet to a point of tangency
