By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein named by causing a printed attested copy of the same to be left at

every dwelling house in the Town, and by posting an at- tested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting pre- cinct in the Town. A notice of the time, places and objects of the meeting was published in the local papers.

In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Tuesday, the fifth day of November in the year of our Lord one thousand nine hundred and forty-six at seven o'clock in the forenoon; the election of- ficers, duly appointed by the Selectmen, and sworn to the faithful performance of their duties were assigned to the various precincts.


The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening at which time, after due notice, they were declared closed.


The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.


The Precinct Officers in each Precinct made their returns to the Board of Selectmen and Town Clerk, who with the assistance of Messrs. Clarence Needham, Timothy J. Buck- ley, Dennis I. Donahue and Arthur P. Wyman, canvassed the same with the following results.

To the Constables of the Town of Arlington, in said County :


Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, to meet in the Town Hall in said Town on Monday, the 2nd day of December, 1946 at 8 o'clock P.M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.


Article 2. To see if the town will accept any of the provisions of Chapter 372 of the Acts of 1946, entitled "An Act to provide Housing for Veterans of World War II": will appropriate a sum of money to be expended therefor; determine in what manner the money, if any, shall be raised and expended; or take any action relating thereto.

Article 3. To see if the town will vote to authorize the Treasurer to sell tax title land held by the town, with the assent of the Selectmen, to veterans and service men or women of World War II, for less than the Treasurer deems to be the fair market value; or take any action relating thereto.

Article 4. To see if the town will make an appropria- tion for the Removal of Snow and Ice from the streets and

sidewalks; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 5. To see if the town will indemnify Patrolmen Timothy T. Hourihan and James F. Ryan of the Police De- partment for expenses incurred by them in the defense of actions brought against them for acts done while acting as police officers ; will make an appropriation therefor; deter- mine in what manner the money shall be raised and ex- pended ; or take any action relating thereto.


Article 6. To see if the town will vote to authorize the Selectmen to sell, convey or otherwise dispose of certain land now owned by the town; or take any action relating thereto.


Said land is bounded and described as follows:


Beginning at a point on the southwesterly side line of Summer Street, located 9 feet more or less southeasterly of the point of intersection of the southwesterly side line of Summer Street and the southeasterly side line of Frank- lin Avenue, and on the easterly boundary line of lot Pt. 22, thence southeasterly on said southwesterly side line of Sum- mer Street, a distance of 193.09 feet to a point at the northerly boundary line of lot Pt. 7 & 8, thence south- westerly by said lot Pt. 7 & 8 a distance of 88.42 feet, to a point, thence northerly by lots 17, 18, 19 and Pt. 22 a distance of 171.64 feet to the point of beginning and con- taining 7588 Sq. Ft.


Article 7. To see if the Town will amend its Zoning By-Law by altering the Zoning Map therein referred to so as to include in the Residence C. District all or any part of the area now included in the Residence B. District, and described as follows :


Southwesterly portion of two lots on Mass. Avenue, Northwest of Highland Avenue, bounded and described as follows:


Beginning at a point on the Northwesterly side line of Highland Avenue at the Southwesterly boundary line of the

Business A, District, thence Southwesterly on said North- westerly side line of Highland Avenue a distance of 88 feet more or less to the Northeasterly boundary line of Lot 5, thence Northwesterly by said Northeasterly boundary line of Lot 5 and Lot 6 and part of Lot 7, a distance of 177.0 feet to an angle point, thence Northeasterly by said Lot 7 a distance of 6.52 feet to an angle point, thence continuing Northeasterly on the Southeasterly boundary line of the premises now numbered 934 Mass. Avenue, a distance of 66 feet more or less to the Southwesterly boundary line of the Business A. District, thence Southeasterly through pri- vate lands, by said Southwesterly boundary line of the Business A. District and on a line 100 feet Southwest of and parallel to the Southwesterly side line of Mass. Avenue a distance of 184 feet more or less to the point of beginning.

Article 8. To see if the town will amend its zoning laws by altering the zoning map therein referred to so as to include in the Residence C. District the area now included in the Residence A. District bounded as follows:


Beginning at the point of intersection of the center line of Pleasant Street and Oak Knoll, thence southwesterly and southerly on said center line of Pleasant Street a distance of 610 feet more or less to the point of intersection of said center line of Pleasant Street and the center line of Irving Street, thence northwesterly on said center line of Irving Street a distance of 220 feet more or less to a point on said center line of Irving Street, said point being 150 feet west- erly of the westerly side line of Pleasant Street, thence northerly and northeasterly through Irving Street, Private Lands and Oak Knoll on a line 150 feet southwest of, parallel to and concentric with the southwesterly side line of Pleas- ant Street a distance of 620 feet more or less to a point on the center line of Oak Knoll, thence southeasterly on said center line of Oak Knoll a distance of 185 feet more or less to the point of beginning.

To see if the town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suit- able headquarters for the Lt. Stanley G. Benner Detach- ment, Marine Corps League of Arlington; determine in what manner the money shall be raised, or take any action in relation thereto.

Article 10. To see if the Town will accept Section 30 of Chapter 149 of the General Laws as amended by Section 1, of Chapter 367 of the Acts of 1936; or take any action relating thereto.

ARLINGTON TOWN REPORT


SPECIAL TOWN MEETING


Arlington, December 2, 1946.


Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of Arlington by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings in Arlington, and advertised in one local paper, the Town Meeting Members met in the Robbins Memorial Town Hall on Monday evening, December 2, 1946.


Lists containing the names of Town Meeting Members of the fourteen precincts were used at the entrance to the meeting place and were in charge of James E. Sweeney and Philip T. Robinson; they were filed with the Town Clerk at the close of the meeting and showed that one hundred and forty-nine Town Meeting Members and 9 Members-at-large attended.


The Moderator, Mr. Ernest W. Davis, called the meeting to order at 8:15 P.M.


Town Meeting Members not previously sworn were sworn by the Moderator.


There being no objection to the request of Chairman Peterson, permission was granted to Messrs. Adams and Cahalin of the Board of Selectmen; Mr. Golden, the Secre- tary of the Board of Selectmen; Messrs. Smith and Marsh of the Board of Public Works, and Messrs. Young, Kimball, Fish, Wise, Putnam and Phinney of the Finance Committee, and Mr. Smith, Executive Secretary of the Finance Com- mittee, to sit with him during the meeting.


The Town Clerk read the Call for the Meeting and the Constables return thereon, the reading of the remainder of the Warrant being waived by consent of the meeting.


Chairman Peterson offered the following, duly seconded :


That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the

meeting adjourns, it adjourn to Wednesday evening, Dec- ember 4, 1946 at 8 o'clock.


On motion, duly made and seconded, Mr. George Harris moved to amend Mr. Peterson's motion by striking out "Wednesday evening, December 4", and inserting "Thurs- day, evening, December 5", and it was carried-and


On motion, duly made and seconded, it was


Voted: (rising vote 76 voting YES and 44 voting NO).


That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Thursday evening, Decem- ber 5, 1946 at 8 o'clock.


On motion of Chairman Peterson, duly seconded, it was unanimously


Voted: That Article 1 be taken up.


Article 1 taken up. (Reports of Committees.)


On motion of Chairman Hayes, duly seconded, it was unanimously


Voted: That the report of the Finance Committee as presented in its printed form be received.


On motion of Chairman Hayes, duly seconded, it was unanimously


Voted: That Article 1 be laid on the table.

Voted: That the remaining articles in the warrant be now taken up separately in the order in which they appear in said warrant, and that the recommendations of the Fi- nance Committee under said articles as presented in their printed report be considered as now before the Meeting, to be voted upon without further motion, separately, under the respective articles as they appear in said report.

ARLINGTON TOWN REPORT


Article 2 taken up. (Housing for Veterans of World War II) .


On motion duly made and seconded, it was unanimously


Voted: That a Veterans Housing Committee be and hereby is established under authority of Chapter 372 of the Acts of 1946 to consist of three registered voters of the Town to be appointed by the Moderator.


For the purpose of providing shelter for veterans as defined under Section 3 of said Chapter 372, who are in- habitants of the Town of Arlington, the Committee is here- by authorized to carry out the provisions of said Chapter 372, to accomplish said purpose, except that it is not au- thorized to purchase or take land by eminent domain or sell tax title land now owned by the Town, and it is not authorized to carry out the provisions of Clause 3 of Sec- tion 6 of said Chapter 372 without further vote of the Town.


The Committee is also authorized and empowered to obtain the advice and assistance of housing and developing experts ; to prepare and procure area development plans, to procure and approve architects' plans of practical houses which may be economically constructed and will be in har- mony with the surroundings and natural development in the areas in which they are to be placed, and to make the same available to contractors, builders or veterans as de- fined in Section 3 of said Chapter 372. For said purposes and for purposes in connection therewith, the Committee is authorized to incur expense not in excess of $1,000.00, which amount is hereby transferred from the free cash now in the treasury of the Town.
