To the Constables of the Town of Arlington, in said County : GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several precincts in said town on
MONDAY, THE THIRD DAY OF MARCH, 1952
at seven o'clock in the forenoon, to act on the following Articles, namely :
Article 1. To elect by ballot the following Town Officers: A Select- man for three years; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Com- mittee for three years; two members of the Planning Board for three years; one Park Commissioner for three years; one member of the Board of Health for three years; two Trustees of the Robbins Library for three years; one Cemetery Commissioner for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Pratt Fund for one year; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years; one Trustee of the Francis E. Thompson Scholarship Fund for three years; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as here- inafter specified: in Precinct 1, one such member for one year and five such members for three years; in Precinct 2, seven such members for three years; in Precinct 3, one such member for one year and four such members for three years; in Precinct 4, six such members for three years; in Precinct 5, five such members for three years; in Pre-

For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Build- ing, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Pre- cinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen, in the Locke School Building, en- trance on Park Avenue, Heights.
You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the seventeenth day of March, 1952, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subect to, the refer- enda provided for by Chapter 43A of the General Laws.
Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.
Article 3. To hear and act on the reports of the permanent com- mittee under vote of the Town passed March 24, 1919, on the Town Yard; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing department; of the committee under vote of the Town passed March 24, 1944, on Advanced Programming and Budgeting; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recom- mend alterations, additions or other changes to the Building Code; of the committee under vote of the Town passed March 12, 1947, to procure plans and estimates for the construction of an elementary school build- ing in the Mystic Street area; of the committee under vote of the Town passed October 4, 1950, on the Town Manager form of government; of the committee under vote of the Town passed October 9, 1950, on special compensation for town officers and employees; of the committee under

vote of the Town passed March 28, 1951, to consider, investigate and study the use of, or the disposal of, the Junior High School Industrial Arts Building; of the committee under vote of the Town passed March 28, 1951, to consider, investigate and study alterations, improvements or reconstruction of the present Russell School, or the construction of a new building, including furniture and equipment; of the committee under vote of the Town passed March 28, 1951, to investigate and con- sider the matter of a Fire Pervention Code for the town of Arlington; of the committee under vote of the Town passed March 28, 1951, to investigate and consider the advisability of the erection and main- tenance of a central garage for Town vehicles; of the committee under vote of the Town passed April 9, 1951, for the purpose of making recom- mendations relative to the rules for government of Town Meetings, as contained in Article 2 of the Town's By-Laws and their clarity as guided by Robert's Rules of Order revised, (Seventy-fifth Anniversary Edition) ; of the committee under vote of the Town passed April 12, 1951, to consider, investigate and study the use of the building at the corner of Academy Street and Maple Street; and of other Town Boards and officers and of the Finance and other committees' heretofore appointed.
Article 4. To see if the Town will authorize, ratify and confirm the payment to the County of Middlesex of amounts assessed upon or other- wise payable by the Town under Warrant issued by the County Commis- sioners in accodrance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connec- tion with said hospital, including expenses under Section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; or take any action relating to said hospital or any other thing therein mentioned.
Article 5. To see if the Town will make an appropriation to be ex- pended by the various departments of the Town under the "Plan for Special Compensation for Town Officers and Employees" as adopted under Article 11 of the 1951 Annual Town Meeting; determine in what manner such money shall be raised; or take any action relating thereto.
Article 6. To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by adding and deleting the following classifications:
Assistant Inspector of Wires, Grade XV-to be added
Principal Account Clerk, Grade VI-to be added
Police Sergeant (when assigned as Inspector) Grade XVIII- to be added
Police Lieutenant (when assigned as Inspector) Grade XXII- to be added

Article 7. To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by reallocating certain classifications to the salary grades as set forth in the following list:

Director of Veterans' Services, Grade XV, reallocated to Grade XVII
Board of Cemetery Commissioners
Cemetery Foreman, Grade X, reallocated to Grade XV
Board of Public Works

To see if the Town will vote to amend Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan as established by Article 7C of the By-Laws, by striking out the figures $3,827.50 in Grade XVI and substituting therefor the figures $3,917.50; and by striking out the words and figures Maximum - $5,670.00 in Grade XXV, and inserting in place thereof the words and figures Maximum -$6,000.00.

Article 9. To see if the Town will vote to amend Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by increasing all money figures contained therein by $208.00 annually, excluding Grade XXV; will appropriate a sum or sums of money therefor to be expended by the various departments affected; determine in what manner the money shall be raised; or take any action relating thereto.

Article 10. To see if the Town will authorize the various depart- ments of the Town to increase, by $208.00 annually, the basic salaries or wages of School Cafeteria Personnel and all classified full-time employees now receiving salaries or wages in excess of maximums as now established by said Classification and Pay Plan; will appropriate a sum or sums of money therefor to be expended by the various depart- ments affected; determine in what manner the money shall be raised or take any action relating thereto.

Article 11. To see if the Town will vote to amend Table 1 of Schedule A of the Classification Plan, and Table 1 of Schedule B of the Pay Plan, as established by Article 7C of the By-Laws by increasing any or all money figures contained therein; excluding Grade XXV; will

appropriate a sum or sums of money therefor to be expended by the various departments affected; determine in what manner the money shall be raised or take any action relating thereto.

Article 12. To see if the Town will authorize the various depart- ments of the Town to increase the basic salary or wages of school cafeteria personnel, elected full time employees and all classified em- ployees now receiving salaries or wages now in excess of maximums as now established by said Classification and Pay Plan; will appropriate a sum or sums of money therefor to be expended by the various depart- ments affected; determine in what manner the money shall be raised or take any action relating thereto.

Article 13. To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal property belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 14. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 15. To see if the Town will vote to extend the Sewerage System of the Town to service a portion, part or the whole of Udine Street, Sylvia Street, Ortona Street, Avola Street and Appleton Street; make an appropriation for the use of the Board of Public Works for such extension and the construction thereof; determine in what manner the money shall be raised; or take any action relating thereto.

Article 19. To see if the Town will make an appropriation for the Extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.
