In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in the Town at the close of reg- istration on February 12, 1952, was forwarded to the Secretary of the Commonwealth.


The result of the count of the votes cast at the Town Election was forwarded to the Secretary of the Commonwealth.


In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Commonwealth.


In connection with the work of the Department of Corporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.


ANNUAL TOWN MEETING, MARCH 17, 1952


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the Town's By- Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 17, 1952, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.


Notices were received by the Town Clerk from the Chairmen and Clerks of Precincts 8, 13 and 14, respectively, of meetings held on March 17 and of the election to fill Town Meeting vacancies, as follows:


Clarence Richmond, 47 Bailey Road, to fill vacancy in Precinct 8, until the next annual election, caused by the resignation of Paul H. Spiers, Jr., whose term expires in 1953.


Albert A. Beauchemin, 71 Park Avenue Extension, to fill vacancy in Precinct 13, until the next annual election, caused by the removal from the Precinct of William S. Craig, whose term expires in 1953.

Joseph DiSilva, 238 Wachusett Avenue, to fill vacancy in the full number of town meeting members from Precinct 14, until the next annual election, arising from the failure to elect, by reason of a tie vote for the seventh place, at the town election.


Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-four (254) town meeting members qualified to participate in and vote in town meetings in Arlington.


The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred eleven (211) members and eleven (11) members-at-large attended the meeting.


Philip H. Burt, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.


The meeting was called to order at 8:10 o'clock P.M., by the Modera- tor, Mr. Harold E. Magnuson, who declared a quorum present.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca, trumpeter, and Mr. Walter E. Russell, pianist, both of the School Department, and prayer offered by Rev. Nathan W. Wood, Minister of the First Baptist Church.


The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.


There being no objection to the request of Selectman Frost, per- mission was granted by general consent for Mr. Kenney of the Board of Selectmen; Mr. Nicksay, Secretary of the Board of Selectmen; Messrs. Greeley and O'Neill of the Board of Public Works; Messrs. Sampson and Hauser of the Board of Assessors; Mr. Wells, Executive Secretary of the Board of Assessors; Mr. Henderson of the Board of Park Commissioners; Mr. McFadden, Director of Civil Defense; Messrs. Flynn and Mansfield of the Personnel Board; Mr. Morris, Executive Secretary of the Personnel Board; Messrs. Dunn, Flett, Daniels, Halpin, Farrow and Driscoll of the Finance Committee; Mr. Smith, Executive Secretary of the Finance Committee, and Mr. Hamlet, Town Counsel, to sit within the town meeting enclosure.


The Town Clerk read the call for the meeting and the Constable's return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.


On motion of Selectman Frost, duly seconded, it was


VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting ad- journs, it adjourn to Wednesday, March 19, 1952, at 8 o'clock.

Article 4. (Assessment for County Hospital.)


On motion duly made and seconded, it was


VOTED: That payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943 for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the Gen- eral Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws, inserted by Chapter 400 of the Acts of 1936; be and hereby is authorized, ratified and confirmed.


There being no further business under Article 4, the Moderator declared it disposed of.


Article 5. (Plan for Special Compensation for Town Officers and Employees.)


On motion duly made and seconded, it was unanimously


VOTED: That the sum of One Hundred and twenty-five thousand ($125,000.00) Dollars be and hereby is appropriated to be expended by the various departments of the Town under the "Plan for Special Compensation for Town Officers and Employees" as adopted under Article 11 of the 1951 Annual Town Meeting; said sum to be raised by general tax.


There being no further business under Article 5, the Moderator declared it disposed of.


Article 6. (Amendment of Town By-Laws-Classification Plan.)

VOTED: That Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, be and hereby is amended, by increasing all money figures contained therein by $208.00 annually, excluding Grade XXV; and for this purpose the sum of $112,536.00 be and hereby is appropriated; to be raised by general tax and expended by the various departments affected.

Article 10. (Increase-Salaries or Wages.)


On the substitute motion of M. Norcross Stratton of the Personnel Board to amend the motion of the Finance Committee, which was seconded and declared by the Moderator to have carried on a voice vote, it was


VOTED: That the various departments of the Town be and here- by are authorized to increase by $208.00 annually the basic salaries or wages of School Cafeteria personnel and all classified full-time employees now receiving salaries or wages in excess of the maximums as now established by said Classification and Pay Plan; and for this purpose the sum of $11,640.00 be and hereby is appropriated; to be raised by general tax and expended by the various departments affected.


There being no further business under Article 10, the Moderator declared it disposed of.

Pursuant to the vote of adjournment of March 17, 1952, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 19, 1952, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.


A notice was received by the Town Clerk from the Chairman and Clerk of Precinct 11 of a meeting held on March 19 and of the election to fill a Town Meeting vacancy, as follows:


Henry P. Mason, 11 Orlando Avenue, to fill the vacancy in Pre- cinct 11, until the next annual election, caused by the resignation of Patrick Donnelly, whose term expires in 1953.
