Article 37. To see if the Town will appropriate a sum of money to be added to that appropriated under Article 54 of the 1946 Annual Town Meeting for the purpose of erecting an addition or additions to the present Robbins Memorial Town Hall and the alteration or re- construction of the present interior of said Robbins Memorial Town Hall to provide for the rearrangement of Town Departmental quarters; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.


Article 38. To see if the Town will acquire by purchase, eminent domain or otherwise, for municipal purposes or off-street parking purposes, all or any portion of the land within the Town hereinafter described, any interests or easements therein, and any rights or ease- ments of ways or otherwise as appurtenant thereto, and subject to or with any reservations of any rights or easements therein; determine in what manner the money shall be raised and expended; or take any action relating to all or any of the foregoing.


Said land is bounded and described as follows:


Beginning at a point on the northerly side line of Mass. Avenue, said point being 115.0 feet from the intersection of the northerly side line of Mass. Avenue and the easterly side line of Central Street, thence easterly along said northerly side line of Mass. Avenue, a distance of 89.50 feet to a point on said northerly side line of Mass. Avenue, thence northeasterly along the northwesterly property line of land belonging to the Arlington Cooperative Bank and the United States Government a distance of 128.74 feet to a point, thence northwesterly along the southwesterly property line of land belonging to the United States Government a distance of 88.71 feet to a point on the southeasterly property line of land owned by the town of Arlington, thence south- westerly along said southeasterly property line of the town of Arlington and other land abutting Mass. Avenue a distance of 136.75 feet to the point of beginning being Lot A and containing 11,803 square feet area all as shown on block plan 51 on file in the office of the Town Engineer, Arlington, Mass.


Article 39. To see if the Town will vote to appoint a committee of five persons for the purpose of investigating, considering and making recommendations for the purchase or taking by eminent domain or otherwise of a suitable site for the construction of a new building or reconstruction of an existing building to be used for garaging Town- owned vehicles; said committee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1953; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised and expended; or take any action relating thereto.

ARLINGTON TOWN REPORT


Article 40. To see if the Town will authorize the establishment of a Central Purchasing Department and the appointment of a Central Purchasing Agent plus the necessary clerk, or clerks, by the Board of Selectmen; said department personnel to be under the supervision of the Board of Selectmen; make an appropriation for such establishment; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 41. To see if the Town will make an appropriation or ap- propriations to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1952, to persons falling into distress and standing in need of immediate relief; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 42. To see if the Town will make an appropriation for the use of the "Committee on Advanced Programming and Budgeting"; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 43. To se if the Town will transfer the sum of One Thousand Dollars ($1,000.00) from (Mt. Pleasant Cemetery) Sale of Lots and Graves Fund, to the Cemetery Commissioners for the purchase of cemetery lots.

Article 44. To see if the Town will vote to appropriate a sum or sums of money to be expended under the direction of a committee of six to be appointed by the Moderator to include one member of the School Committee and the Superintendent of Schools, for the purpose of making repairs, replacements, alterations, or other reconstruction work necessary to modernize the Russell School, including furniture and equipment; to determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.

Article 45. To see if the Town will vote to amend the first sentence of the first paragraph of Section 2, of Article 7A of the By- Laws, by striking out the words "Two Hundred Dollars" and inserting in place thereof the words "Four Hundred Dollars" so that it shall read:


In all contracts or purchases made by any department, board or committee, where the cost exceeds Four Hundred Dollars, competitive bids shall be obtained as hereinafter provided.


Article 46. To see if the Town will vote to amend Article 12 of the By-Laws by inserting after Section 3, a section to be known as Section 3A, and to read:


Section 3A. Peeping Tom. No person shall, not being an officer of the law acting in the performance of his legal duty, enter upon any premises in Arlington with the inten-

tion of peeping into any dwelling or spying upon any person therein.


Article 47. To see if the Town will adopt the following resolution and instruct the Board of Selectmen to inform the proper authorities of its adoption by the Town; or take any action relating thereto.


RESOLVED: That, inasmuch as the American people, having in the Hoover Report a complete blueprint for better government at a better price, the Nation's Chief Executive and those who represent our Common- wealth in the Congress of the United States be in- structed to take the immediate action necessary to effectuate the remainder of the Hoover Commission's recommendations in order that we may have a more orderly, responsible and economical administration of government.


Article 48. To see if the Town will vote to make an appropriation for the purpose of providing ornamental and additional light to the town during the Christmas Holiday Season; determine in what manner the funds shall be raised and expended; or take any action relating thereto.

Article 49. To see if the Town will vote to appropriate a sum or sums of money to be expended under the direction of the Board of Trustees of Robbins Library for the enlargement, alterations, improve- ments and reconstruction of the present East Arlington Branch of the Robbins Library, for the purpose of providing for additional library facilities in East Arlington, and to provide furniture, equipment, lighting and other facilities for the said East Arlington Branch Library; de- termine in what manner the money shall be raised, or take any action relating to any or all of the foregoing.

Article 50. To see if the Town will acquire by purchase, eminent domain, or otherwise, for the purpose of a public playground or recrea- tion center, the parcel of land hereinafter described, any portion there- of, any interest of easements therein and any rights or easements of way or otherwise as appurtenant thereto; and subject to or with reser- vation of any rights or easements therein; determine by whom the powers conferred by Section 14 of Chapter 45 of the General Laws shall be exercised; make an appropriation of money for the purpose aforesaid; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.


Said land is bounded and described substantially as follows:


Beginning at a point on the proposed northwesterly side line of Stowecroft Road at the northeasterly boundary line of land of Town of Arlington taken for school purposes, thence northwesterly by said

land of Town of Arlington taken for school purposes a distance of 307.72 feet to an angle point, thence N 26° - 07' - 00" E by said land of Town of Arlington and by land now or formerly of the General Construction Co., Inc. a distance of 463.70 feet, to land now or formerly of John Gomatos et al, thence southeasterly by land now or formerly of John Gomatos et al, a distance of 147.9 feet more or less to a point at the division line between land now or formerly of John Gomatos et al and land now or formerly of Daisy A. Crosby, thence continuing south- easterly by land now or formerly of Daisy A. Crosby, a distance of 290 feet more or less to the proposed northwesterly side line of Stowecroft Road, thence southwesterly on said proposed northwesterly side line of Stowecroft Road, and on a line 260 feet northwesterly of, concentric with and parallel to the northwesterly side line of Mystic Street, a distance of 365 feet more or less to the point of beginning and con- taining approximately 158,100 square feet as shown on plans on file in the office of the Town Engineer, Arlington, Mass.

Article 51. To see if the Town will vote to accept the provisions of Section 17A of Chapter 180 of the General Laws (Tercentenary Edition) entitled "PAYROLL DEDUCTIONS ON ACCOUNT OF UNION DUES"; or take any action relating thereto.

Article 52. Shall the town accept and approve the bill now before the legislature and which is known as S 450 An act establishing a town manager form of government for the Town of Arlington? .

Article 53. To see if the Town will appoint a committee to investi- gate and study measures for child safety and traffic control; make an appropriation for the use of said committee; determine in what manner the money shall be raised; or take any action relating thereto.

Article 54. To see if the Town will vote that the Selectmen direct the Town Counsel to obtain releases or other instruments of law from heirs of Hattie F. Hornblower, relating to land, buildings, and-or struct- ures contained on Town property known as Spy Pond Athletic Field, as described in Deed dated December 25, 1909, and in addition, land purchased by the Town October 30, 1937, being contiguous to land originally accepted by town meeting held March 28, 1910; that all the above mentioned being now under control of the School Department, shall be immediately upon receipt of aforementioned releases, be trans- ferred to the Park Department, for maintenance and administration of all playground activities, etc.

Article 55. To see if the Town will appoint a committee to in- vestigate and consider the Pennsylvania Real Estate Tax Plan, known as the Pittsburgh Plan and its recent extension as it may apply to the

town of Arlington; make an appropriation for use of said committee; determine in what manner the money shall be raised; or take any ac- tion relating thereto.

Article 56. To see if the Town will amend the existing Town By- Laws by adding the following Section:


No town meeting member shall participate in any mattters to be considered under the Warrant when such town meeting member has a direct pecuniary interest therein.

Article 57. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and expended or take any action relating thereto.

Article 58. To see if the Town will authorize taking a sum of money voted for the appropriations heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to that amount in the determination of the 1952 tax rate.


And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.


Hereof, fail not, and make due return of the Warrant, with your doings thereon, to the Town Clerk before the day of said meeting.

By virtue of this warrant I have noticed and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.
