SHALL A DECLARATION BE MADE BY POPULAR REFEREN- DUM, PURSUANT TO THE HOUSING AND RENT ACT OF 1947, AS AMENDED, THAT A SUBSTANTIAL SHORTAGE OF HOUSING AC- COMMODATIONS EXISTS WHICH REQUIRES THE CONTINUANCE OF FEDERAL RENT CONTROL IN THIS TOWN AFTER SEPTEMBER 30, 1952, UNTIL THE CLOSE OF APRIL 30, 1953, IN AC- YES
CORDANCE WITH THE PROVISIONS OF SAID ACT? NO
The following directions will be placed on the ballot immediately above the foregoing question :-
(a) If the voter desires that this town shall declare by popular referendum that a substantial shortage of housing accommodations exists which requires the continuance of federal rent control in this town after September 30, 1952, and until the close of April 30, 1953, in accordance with the provisions of the Housing and Rent Act of 1947, as amended, he will vote "YES" on the question.
(b) If he desires the federal rent control shall cease to be in effect in this town at the close of September 30, 1952, he will vote "NO" on the question.
The polls will be open from 10 A.M. to 8 P.M.
And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwell- ing house in the Town a printed copy of this warrant and also by post- ing a copy of the same at the doors of the Town Hall and in a conspic- uous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of the Warrant, with your doings thereon, to the Town Clerk, on or before the day and hour of said meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town previous to said day of the meeting for the purpose of voting on the question relative to the continuance of rent control in Arlington and by posting an attested copy of said warrant at the doors of the Town Hall and in five or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before said day of said meeting. A notice of the time, places and objects of the meeting was published in the local papers.

In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in their respective poll- ing places in said Town on Tuesday, September 16, 1952, at 10 o'clock in the forenoon.
The election officers who were assigned to serve at the State Primary also had the duty of serving as election officers for the referendum on the question of the extension of rent control in the Town of Arlington, which, by special State law, "Chapter 620 of the Acts of 1952", was re- quired to be held at the same time and in the same places as the State Primary.
Upon receipt of the returns from the several precincts they were tabulated and the Town Clerk announced the result of the referendum ballots concurrently with his announcement of the results of the State

All the above to be voted for on one ballot. The polls will be open from 7 A. M. until 8 P. M. and you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this warrant and also by posting a copy of the same at the doors of the Town Hall and in a conspicuous place in each of the fourteen precincts of the Town seven days, at least, prior to the time of said meeting.

purposes herein-named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an at- tested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more con- spicuous places in each voting precinct in the Town. A notice of the time, places and objects of the meeting was published in the local papers.

In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in their respective polling places in said Town on Tuesday, November 4, 1952, at 7 o'clock in the forenoon.
Within one hour after the hour for the closing of the polls, the Town Clerk completed the delivery of all envelopes received by him purporting to contain absent voting ballots, together with the applications therefor, to the election officers in the several voting precincts. The number of absent voting ballots received, cast and rejected in each precinct were, as follows:
