REPORT OF THE FRANKLIN PUBLIC LIBRARY
During the year 1940, the Library was open 304 days, with a total number of borrowers, 2816 adults, 1175 ju- niors. The circulation or total number of books taken out was 33,294 by adults, and 9465 by juniors. The circu- lation per capita for Franklin is now 6.07, which is a de- cided increase in the last few years. Four hundred and forty-two books were added to the shelves for adults, 400 by purchase; 231 books were purchased for the Children's Room.
Donors of books for the year were Miss Julia Allen, Mr. John C. Carr, Miss Wilma Winters, Mrs. Chester C. Bolton, New York University, Massachusetts Publi Health Department, Standard Oil Co., Tea and Coffee Trade Journal Co., National American Woman Suf- frage Association.
Gifts to the Reading Room were - Franklin Sentinel, Tax Talk, Mazdaznan, Herald of Holiness, Signs of the Times, Specialty Salesman, Christian Leader, Zion's Herald, Catholic World, Living Tissue, Our Dumb Ani- mals, New England News Letter, Ladies' Home Journal, Woman's Home Companion, Young Crusader (Children's Room).
In September Miss Emily Morrissey, Librarian for the last few years, resigned to take another position, and the Directors engaged Miss Margaret L. Washburn to fill the vacancy.
The Librarian's Report shows that the Library is being of increasing value to the town not only as a source of reading matter for pleasure and for profit but also a source of reference material and general information for both adults and juniors. This is in line with what a library should do to serve a community.

The increase in appropriation of the town has allowed the acquisition of much-needed equipment, such as a filing cabinet, typewriter stand, sign for the lawn, and especially, new lights for the stock room and for the tables in the Reading Room.
In order that the Library Association may continue to give as much valuable service as possible to the towns- people of Franklin and may also make necessary re- placements and desirable improvements, the Association respectfully asks the Town of Franklin for the sum of thirty-two hundred dollars to assist in defraying the expenses of the Library for the year 1941.

ANNUAL REPORT OF THE INSPECTOR OF ANIMALS
To the Honorable Board of Selectmen :
I have completed the annual inspection of animals, and visited 98 barns. I find 674 cows, 175 young cattle, 24 bulls, 30 goats, 2 oxen, 4 sheep, and 527 swine.
There were 555 cattle shipped in from outside the State for sale and dairy purposes.
Forty-four dogs were quarantined for biting, and released on inspection.
One cow was lost on test for tuberculosis, and one cow was quarantined for lump jaw.

REPORT OF THE WORKS PROGRESS ADMINISTRATION
I hereby submit a report of the Works Progress Ad- ministration for the year 1940.
At the end of 1940 we had 87 men employed on man- ual projects, 4 persons on Commodities distribution, 9 women on the sewing project, 4 persons on the recrea- tional program and 21 youths on N. Y. A.
In June of the year 1940 we started the water project, of installing 4.1 miles of 8" pipe for a water main, to supply the residences of Oak and Pond Streets with town water and also fire protection. The Federal Gov- ernment will supply $4,223.00 for material in addition to $42,432.00 for labor.
The figures given below are taken from our books. The Highway Department furnished many hours of equipment use in conjunction with these W.P.A. Proj- ects.

To the Honorable Board of Selectmen :
We hereby submit the following report for the year ending December 31, 1940, on regular Welfare, Old Age Assistance and Aid to Dependent Children.
We have aided during the year 1940 426 cases, repre- senting approximately 1010 persons. On Dec. 31, 1940, we had on our books a total of 252 cases, namely 72 Welfare, 147 Old Age Assistance and 33 Aid to Depend- ent Children.
We have delivered during the year 1940 70034 cords of wood to needy families.
We list below data on the Town Infirmary in regard to use of the truck and other assistance given, which ordi- narily is not a part of the Town Farm regular program, but is done with Town Infirmary help and equipment, and which we figure costs as follows :
