In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Elections and in Town Affairs to meet in their Town Hall Tuesday, the Fifth Day of November A. D. 1940 at six o'clock in the fore- noon for the following purposes :
To bring in their votes for the following Officers and Questions : Presidential Electors ; Governor ; Lieutenant Governor; Secretary; Treasurer; Auditor; Attorney General; Senator in Congress; Congressman for Four-

To obtain a full expression of opinion, voters should vote on all three of the following questions :
(a) If a voter desires to permit the sale in this town of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "YES" on all three questions.
(b) If he desires to permit the sale herein of wines and malt beverages only to be drunk on and off the premises where sold, he will vote "NO" on question 1, "YES" on question 2 and "NO" on question 3.

PROCEEDINGS OF THE STATE ELECTION
Tuesday, November 5, 1940
The meeting was called to order at 6 A.M. The war- rant and return thereon was read by the Town Clerk. The election officers were sworn to the faithful perform- ance of their duties by the Town Clerk.
The marking stalls were provided by the Town and guard rails were erected six feet or more from said stalls. The ballots were delivered by the Town Clerk to the Selectman and his receipt therefor taken in the following form, viz :-
November 5, 1940. Received of Robert H. Doe two cases said to contain 4748 official ballots to be used at the biennial state election this day.

The ballot box was publicly opened and shown to be empty and was examined and the register set at 000 and then locked, and the polls were declared open. The bal- lots were delivered to the Ballot Clerks, and the cards of instruction and specimen ballots were posted. The ballots were delivered to each voter by the Ballot Clerks after the name of each voter had been publicly announced and checked by said clerks upon the voting lists. The ballots delivered to each voter was by them marked and deposited in said ballot box after their name had been checked upon the voting list used by election officers in charge of said box and list.
The polls were closed at 8 P.M. when the register showed 3379 ballots cast therein. The whole number of ballots delivered to the voters by the ballot clerks was

3379. There were 50 A. V. ballots checked, 5 were not counted, three being defective, and two having voted in person, and 45 ballots deposited according to law. The names checked upon the voting lists were checked and the lists showed 3424 names checked. After the com- pletion of the canvass, declaration thereof was made in open town meeting as follows, viz :-

And did ascertain from the foregoing canvass that Clarence F. Telford of Plainville was duly elected and made certificates of his election, one of which was sent to the Town of Plainville to be served on Clarence F. Telford, and one was sent to the Secretary of State as the law requires.

RECOUNT, DECEMBER 2, 1940

The Board of Registrars met at four o'clock in the afternoon at the office of the Selectmen prepared with suitable tables for counting and equipment for the pur- pose of recounting the ballots for Governor cast by voters of Franklin at the biennial state election Novem- ber 5, 1940. The candidates represented by counsel were Leverett Saltonstall, who was represented by Attorney Donald B. Doe, and Paul A. Dever, who was represented by Attorney Romeo Assetta, both attorneys being of Franklin. Each block of ballots was opened, folded, examined, and counted, after the representatives named and others present, who were members of the Town Committees for the Democratic and Republican Parties. The recount proceeded in an orderly manner, objections were noted, tabulation made, the ballots were sealed in numbered envelopes on completion of count and the same packed in a container, the same being duly sealed, and placed in the care and custody of the local police in their vault, pending final disposition of the proper au- thorities concerning this election. The result of the re- count is as follows :-
