Article 23. To see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars ($200) for painting of lines in the Streets and for the purchasing of road signs, or do anything relating thereto.


Article 24. To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ($600) to foreclose Tax Liens now held by the Town, or do any- thing relating thereto.

To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5000) for the reconstruction of Lincoln Street under Chap- ter 90, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in relation thereto.

Article 32. To see if the Town will vote to accept as a public way the private way known as Forge Hill Road for a distance of two thousand feet from Grove Street, to be forty feet wide, or do anything relating thereto.


Article 33. To see if the Town will vote to raise and appropriate the sum of ($252) Two Hundred and Fifty- two Dollars for the necessary repairs to the Legion Hall, to be expended under the direction of the Selectmen.


Article 34. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) for the repairing and painting of the Town Hall.


Article 35. To see what action the Town will take relative to disposing of the Town Infirmary at Summer Street by selling or leasing, or doing anything relating thereto.


Article 36. To see what action the Town will take relative to the hiring of a Male Investigator for Welfare, Old Age, etc., whose salary shall not exceed ($1500) Fifteen Hundred Dollars per year, and he to furnish his own transportation.

Article 37. To see if the Town will vote to raise and appropriate the sum of Seventy-five Dollars ($75) to send the Junior Drum and Bugle Corps to Boston during the National Convention of the American Legion, as per Chapter 115, Acts of 1939, or do anything relating thereto.


Article 38. To see if the Town will vote to accept as a public way the prviate way known as Ledge Street, as laid out by the Selectmen, or do anything relating thereto.


Article 39. To see if the Town will vote to raise and appropriate a sum of money to install at least six street lights on the thoroughfare known as Jordan Road, the poles already being installed, or do anything relating thereto.


Article 40. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Dollars ($700) for the maintenance, supervision, and improvement of Fletcher Field, to be expended under the direction of the Playground Committee, or do anything relating thereto.


Article 41. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) to be expended for the purpose of developing recreational youth activities in the town, to be spent under the direc- tion of the Selectmen, or do anything relating thereto.


Article 42. To see if the Town will vote to raise and appropriate the sum of Twenty-five Thousand Dollars ($25,000) to purchase material for extension of water system through Oak and Pond Streets to the Medway Line, provided the labor can be secured from the Federal or State Government, or the Welfare Department of the town; or do anything relating thereto.

PROCEEDINGS OF THE ANNUAL TOWN MEETING


February 13, 1940


Pursuant to the foregoing warrant, the inhabitants of the Town of Franklin qualified to vote in Town affairs, assembled in their Town Hall on Tuesday, February 13, 1940, at six o'clock in the forenoon.


The meeting was called to order by Harry J. Webb, the Moderator, and the warrant and return thereon was read by the Town Clerk, and Articles 1, 2, and 4 were acted upon.


The following election officers were sworn faithfully and impartially to perform their respective duties to the office which each of them had been appointed. Ballot Clerks : Mary Donnelly, John J. Keefe, Ella S. Shangraw, Elizabeth Connor, Dorothy Lightfoot, Ellen Locklin; Checkers : Florence Feeley, Fred Nasuti, Frank H. Hawkins, Kathryn Leary, John P. Pasquantonio, Eva Tracey; Tellers : Florence Enegren, Ernest Metcalfe, Margaret O'Brien, Anna Donahue, John M. Riley, Mary L. Bardol, Frank DeLucia, James N. Blanchard, John E. The cards of instructions to voters were posted in each of the marking shelves or compartments and a guard rail was set six feet or more from said marking shelves and specimen ballots were posted within the hall outside the marking rail as provided by law.


Upon motion duly made and seconded, it was VOTED that the polls remain open from six o'clock in the fore- noon until six o'clock in the afternoon.


Article 1. VOTED that the meeting proceed to vote and elect officers under Article 1 of the warrant.


The ballot box provided by the Secretary of the Com- monwealth used at the election was publicly opened, shown to be empty, examined by the Moderator and Town Clerk and found to be empty, the register thereon was set at 000, locked and the key given to the charge of John A. McCarthy, and the polls were declared open.


When the ballots were delivered to the voters by the ballot clerks the check list was used, the name of each voter receiving a ballot was announced and checked thereon by the ballot clerks; the voter so receiving his or her ballot marked the same at the marking shelf or compartment, and then before depositing his ballot in the ballot box gave his or her name to a checker using a check list who after checking the name from the check- list announced the name of such voter and thereafter the voter deposited his or her ballot in the box, as directed by the Moderator, the name of each voter being an- nounced in a loud and distinct tone of voice.


The polls were closed at six o'clock P.M. at which time the register on the ballot box showed that 2514 bal- lots had been cast therein, the names checked on each voting list was then counted by the election officials openly and in a distinct and audible manner, the number checked being 2514.

forth. All the check lists used were then sealed as pro- vided by law and that fact certified as hereinafter speci- fically set forth. All the ballots cast by the voters as aforesaid were sorted, counted, and declaration thereof made by the Town Clerk in open meeting as follows:

A quorum being present, it was moved, seconded and unanimously VOTED that the Town au- thorize the Town Treasurer, with the approval of the Selectmen, to borrow money, from time to time in an- ticipation of the revenue of the financial year, beginning Jan. 1, 1940, and to issue a note or notes therefor, pay- able within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.


Upon motion duly made and seconded, it was VOTED that this meeting be adjourned to Tuesday, March 12, 1940, at 7:30 in the evening at the High School Gym- nasium.
