By virtue of the within warrant, I have notified and warned the inhabitants of the Town of Franklin, herein described, to assemble in the Town Hall on Tuesday. the 30th day of April A. At a legal meeting of the inhabitants of the Town of Franklin qualified to vote in Primaries for the election of

Candidates of Political Parties, in accordance with the foregoing warrant, held in this Town on April 30, 1940. The meeting was called to order at two o'clock in the afternoon and the warrant and return thereon was read by the Town Clerk.
On April 25, 1940 the Selectmen appointed Florence Enegren and Thomas Mohan as Tellers, Elizabeth Con- nors, Checker, Mary Donnelly and Ella Shangraw, Ballot Clerks and they were sworn by the Town Clerk before the opening of the polls.
One sealed box of Official Ballots said to contain 1147 Democratic Ballots and 2786 Republican Ballots was delivered by the Town Clerk to Selectman John B. Cataldo and the same receipted for.
The cards of instruction and specimen ballots were posted according to law. The ballot box was examined and found to be empty and the register was set at 000 and locked. The ballots were delivered to the Ballot Clerks after which the polls were declared open. The ballots were given to each voter by the Ballot Clerks after name and party designation of each voter had been publicly announced. The ballot delivered to each voter was by him marked and thereafter deposited in the ballot box after his name had been announced and checked upon the voting list by the election officers in charge.
The whole number of ballots delivered to voters by the Ballot Clerks was 107. The ballots of each political party were canvassed and the total result was recorded. The names checked upon the voting list were counted and the check lists used each showed 107 names checked. After the canvass of all votes, declaration was made as follows, viz :-

To see if the Town will vote to raise and appropriate additional amounts of money for Public Welfare, Old Age Assistance, Aid to Dependent Children, Soldiers' Relief and Works Progress Administration expenses and determine how the money should be raised by borrowing or otherwise, or take any action relative thereto.
Article 2. To see if the Town will vote to raise and appropriate by transfer or otherwise a sum of money for the purchase of a truck for the Town Infirmary, or take any action relative thereto.

The meeting was called to order at 7:30 P.M. by the Moderator. There not being a quorum, the meeting was recessed subject to the call of the Moderator. At 8:20 P.M. the meeting was again called to order by the Moderator and a quorum was found to be present.
Article 1. To see if the Town will vote to raise and appropriate additional amounts of money for Public Welfare, Old Age Assistance, Aid to Dependent Children, Soldiers' Relief, and Works Progress Administration expenses and determine how the money should be raised by borrowing or otherwise, or take any action relative thereto.
RECOMMENDATION. That the town vote to raise and appropriate the following amounts : Welfare $8,000; Old Age Assistance $500; Aid to Dependent Children $3,500 ; Soldiers' Relief $2,000 ; Works Progress Adminis- tration expenses $2,500; and to meet said appropriation that the Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow $16,500 in accord- ance with the provisions of Chapter 72, Acts of 1939 as amended, and issue notes or bonds of the Town therefor, payable in not more than 10 years as fixed by the Emergency Finance Board.
Upon motion duly made and seconded it was unani- mously VOTED that the town raise and appropriate the following amounts : Welfare $8,000; Old Age Assistance $500; Aid to Dependent Children $3,500; Soldiers' Relief $2,000 ; Works Progress Administration expenses $2,500; and to meet said appropriation that the Treasurer, with

RECOMMENDATION. That the Town vote to transfer from the Reserve Overlay Account the sum of $635. for the purchase of a truck for the Town Infirmary.
Upon motion duly made and seconded, it was unani- mously VOTED that the Town transfer from the Re- serve Overlay Account the sum of $635. for the purchase of a truck for the Town Infirmary.

At a legal meeting of the inhabitants of the Town of Franklin qualified to vote in Primaries, for the nomina- tion of candidates for political parties in accordance with the foregoing warrant, held in the Town Hall Septem- ber 17, 1940, the warrant and return thereon was read by the Town Clerk. The ballot clerks, checkers, and tellers appointed by the Selectmen on September 5, 1940 were duly sworn to the performance of their duties by the Town Clerk.
Voting compartments were provided by the Town and a guard rail was erected six feet or more from said compartments. The cards of instruction and specimen

ballots were posted. The box said to contain the official ballots for the Democratic Party and the Republican Party were delivered to John B. Cataldo, Selectman, and his receipt therefor received.
The official ballot box was publicly opened and shown to be empty, and was examined and found to be empty, and the register thereon was set at 000 and then locked.
The seals of the ballots were broken and the ballots delivered to the Ballot Clerks, after which the polls were declared open.
The ballots were given to each voter by the Ballot Clerks after the name of such voter and the political party to which he had registered, or to which he wished to be registered, had been publicly announced.
The ballot so delivered to each voter was by him marked in one of the voting compartments, and there- after deposited by such voter in said ballot box, after his name had been publicly announced and duly checked upon the voting list.
The polls were closed at eight o'clock P.M., due notice having been given, when the register on the ballot box showed 546 ballots therein, and upon complete count of all the ballots cast therein it was found that there were 546 ballots cast into said box and concealed thereby.
The whole number of ballots delivered to voters by the Ballot Clerks was 546. The ballots of each political party were canvassed and total result was recorded.
