You are hereby required in the name of the Common- wealth of Massachusetts, to notify and warn the qualified voters of the said Town of Franklin to assemble in the High School, on Tuesday, the Twelfth Day of March A. D. 1940, it being the second Tuesday of March, at

Article 1. To see if the Town will vote to adopt the provisions of Section 14, Chapter 45 of the General Laws relative to the establishment of a Recreation Commis- sion, or do anything relating thereto.


Article 2. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) to be expended for the purpose of developing recreational youth activities in the town, to be spent under the direc- tion of the Selectmen, or do anything relating thereto.


Article 3. To see if the Town will instruct the School Committee to transfer to the Selectmen, a certain parcel of land with buildings thereon, situated on the northerly side of School Street and commonly known as the Thayer School Building and lot. Said lot or parcel being described as follows: A certain piece or parcel of land situated on the northerly side of School Street and bound westerly, northerly, and easterly by land formerly of Waldo Daniels and southerly by School Street, containing 10414 square rods more or less.


Article 4. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3000) to take care of expenses of the Highway Department, to be expended for Snow Removal, or do anything re- lating thereto.


Article 5. To see if the Town will vote to raise and appropriate the sum of Sixty Dollars ($60) for expenses of the Advisory Board, or do anything relating thereto.


And you are directed to serve this warrant by posting attested copies thereof, seven days at least before the time of meeting as directed by vote of the town.


Hereof fail not and make due return of this warrant with your doings thereon, at the time and place of meeting.

PROCEEDINGS OF SPECIAL TOWN MEETING


The meeting was called to order at seven o'clock in the evening by the Moderator. A quorum being present, the Moderator appointed Lee Abbott, T. William Rice, Andrew M. Carlson, and John Conroy as counters and they were sworn to the faithful performance of their duties by the Clerk.

Article 5. To see if the Town will vote to raise and appropriate the sum of Sixty Dollars ($60) for expenses of the Advisory Board, or do anything relating thereto.


RECOMMENDATION. The Advisory Board recom- mends that the Town vote to raise and appropriate the sum of Sixty Dollars ($60) for expenses of the Advisory Board.


Upon motion duly made and seconded, it was VOTED that the Town raise and appropriate the sum of Sixty Dollars ($60) for expenses of the Advisory Board.


There being no further business, said special meeting was adjourned at 7:24 P.M.

PROCEEDINGS OF ADJOURNED ANNUAL TOWN MEETING


March 12, 1940


The meeting was called to order at 7:30 P.M. by Harry J. Webb, Moderator, a quorum being present. The Clerk, Robert H. Doe, stated the meeting was duly held for the purpose of election on February 13, 1940, begin- ning at six o'clock in the forenoon, the polls closing at six o'clock in the afternoon, and that after the closing of the polls and before the adjournment of the meeting it was moved, seconded and VOTED in accordance with Article 4 that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money, from time to time in anticipation of the revenue of the financial year, beginning Jan. 1, 1940, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.


Following the above vote it was moved, seconded and VOTED that the meeting be adjourned to the High School Gymnasium on March 12, 1940 at 7:30 P. M.


The Moderator appointed John F. Conroy, Lee C. Abbott, T. William Rice and Andrew M. Carlson, tellers, and they were sworn to the faithful performance of their duties by the Town Clerk.


Articles 1, 2, and 4 having been acted upon, the Clerk read Article 3.

Article 3. To hear a report of the Town Officers and Committees and act thereon.


RECOMMENDATION. That the report of Town Officers and Committees as printed in the Town Report be accepted.


It was moved and seconded that the report of the Water and Sewer Commissioners as printed in the 1939 report be not accepted but the vote was not carried.

Article 5. To see what sum of money the Town will raise and appropriate for the following purposes, to wit :


1. For general government, including the compensation and expenses of the Selectmen, Auditor, Collector of Taxes, Treasurer, Assessors of Taxes, Town Clerk, and also for Elections and Registration, Town Hall and other finance accounts.


RECOMMENDATION. That the Town raise and appropriate for the following named purposes the fol- lowing sums of money for the current year :-


1. Selectmen $2,300.00


Including $325.00 for salaries of the Board as follows :- $125.00 for the Chairman and $100.00 each for the other members.


Upon motion duly made and seconded, it was VOTED that the Town raise and appropriate the sum of $2300 for the Selectmen, including $325.00 for salaries of the Board as follows :- $125.00 for the Chairman and $100.00 each for the other members.


Auditor $300.00 Including $250.00 for salary

Collector of Taxes That the Town raise and appropriate $3570.00 for the compensation and expenses of the Tax Collector for 1939 and 1940 to be expended as follows: 1. Compensation for 1939 $670.25; 2. That the compensation of the Tax Collector for 1940 be fixed at $1800.00 per annum; 3. Ex- penses for 1940 including Stamps, Bond, Insurance, Printing, Books, Tax Title Expenses and all other expenses of the department $1099.75 ; 4. And be it further voted that all fees and charges collected by the Tax Collector by virtue of his office be paid into the Town Treasury.


Upon motion duly made and seconded, it was VOTED that the Town raise and appropriate the sum of Thirty- five Hundred Seventy (3570) Dollars for the Collector of Taxes, to be expended as follows : - 1. Compensation for 1939, $670.25; 2. That the compensation of the Tax Collector for 1940 shall be $1800.00 per annum; 3. Ex- penses for 1940 including Stamps, Bond, Insurance, Printing. Books, Tax Title Expenses and all other ex- penses of the department $1099.75; and it was further voted that all fees and charges collected by the Tax Col-

Town Clerk $567.50 Including $225.00 salary and $342.50 for expenses.

Elections and Registration $1400.00

Support of Fire Department $9500.00


Upon motion duly made and seconded it was VOTED that the Town raise and appropriate the sum of Ninety- five Hundred (9500) Dollars for the Support of the Fire Department.


Sealer of Weights and Measures $350.00 Including $250.00 for salary of Sealer and $100.00 for expenses.

After discussion it was moved and seconded that the foregoing motion be amended to read that the Town raise and appropriate the sum of One Hundred Twelve Thousand, Eight Hundred Seventy-four Dollars and Fifty Cents ($112,874.50) for support of the schools, including salary of Superintendent, repairing of school- houses and miscellaneous school expenses. The amend- inent then was put to a vote and defeated, whereupon the original motion was put to a vote and it was VOTED that the Town raise and appropriate the sum of One Hundred Nine Thousand (109,000) Dollars for support of the schools, including salary of the Superintendent, repairing of school-houses, and miscellaneous school expenses.


8. For the Franklin Public Library.

Article 6. To see if the Town will vote to use the interest of the Lucretia Pond Fund not otherwise pro- vided for, for the care of Town Cemeteries, to be ex- pended under the direction of the Selectmen, or do any- thing relating thereto.


RECOMMENDATION. That the Town authorize and empower the Selectmen to expend the interest of the Lucretia Pond Fund, not otherwise provided for, for the care of the Town Cemeteries.

Article 9. To see if the Town will vote to appropriate a sum of money from the income of the Fletcher Fund for the construction and equipment of a Playground and recreational field, on "Fletcher Field," to be expended under the direction of the Playground and Recreation Committee.
