WARRANT FOR THE ANNUAL TOWN MEETING


- February 11, 1941


COMMONWEALTH OF MASSACHUSETTS


Norfolk, ss.


To either of the Constables of the Town of Franklin, in the County of Norfolk


Greeting :


You are hereby required in the name of the Common- wealth of Massachusetts, to notify and warn the quali- fied voters of the said Town of Franklin, to assemble in their Town Hall, on Tuesday, the Eleventh Day of February, A. D. 1941, it being the second Tuesday of February, at six o'clock in the forenoon and remain in session until six o'clock in the afternoon, then and there to act on the following articles, viz :-


Article 1. To choose by ballot the following Town officers, viz: - A Moderator, three Selectmen, a Town Clerk, a Town Treasurer, a Collector of Taxes, an Auditor, three members of the Board of Public Welfare, a Tree Warden, three Constables, all for the term of one year; one Assessor of Taxes, one member of the Board of Health, one member of the School Committee. one member of the Water and Sewer Commissioners, and one member of the Town Planning Board, all for the term of three years.

Article 2. To choose all other necessary Town officers.


Article 3. To hear a report of the Town Officers and Committees and act thereon.


Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Select- men, to borrow money, from time to time, in anticipation of the revenue of the financial year, beginning Jan. 1, 1941, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accord- ance with Section 17, Chapter 44 of the General Laws.


Article 5. To see what sum of money the Town will raise and appropriate for the following purposes, to wit :


1. For general government, including the compen- sation and expenses of the Selectmen, Auditor, Collector of Taxes, Treasurer, Assessors of Taxes, Town Clerk, and also for Election and Registration, Town Hall, and other finance accounts.


2. For protection of Persons and Property, in- cluding the payment of Police and Suppression of Illegal Liquor Traffic, Support of Fire De- partment, Sealing of Weights and Measures, Extermination of Gypsy Moths, etc., Trimming of Shade Trees, and for Prevention and Sup- pression of Forest Fires.


3. For Health and Sanitation, including expenses of the Board of Health, Inspection of Animals, Inspection of Meats and Provisions, Inspection of School Children, Construction and Main- tenance of Sewer and Sewer Beds.


4. For Highways and Bridges, including construc- tion and repair of Roads, Bridges, Sidewalks,

Street Lighting, Tarvia, and all other Highway Expenses.


5. For Public Charities, including expense at the Almshouse and for Aid to Outside Poor.


6. For Soldier's Benefits, including State Aid, Soldiers' Relief, and Soldiers' Burials.


7. For Education, including all the expenses of the School Committee.


8. For the Franklin Public Library.


9. For the Improvement of the Commons.


10. For Unclassified Accounts, including the Deco- ration of Soldiers' Graves, Printing of the Town Report.


11. For the Maintenance and Operation of the Water Department, and the compensation of the Water Commissioners.


12. For the payment of Interest on Town Debts.


13. For the payment of Municipal Indebtedness.


Article 6. To see if the Town will vote to use the interest of the Lucretia Pond Fund not otherwise pro- vided for, for the care of Town Cemeteries, to be ex- pended under the direction of the Selectmen, or do any- thing relating thereto.


Article 7. To see if the Town will vote to raise and appropriate the sum of One Hundred and Fifty Dollars ($150) for the care of the Union Street Cemetery, to be expended under the direction of the Selectmen, or do anything relating thereto.


Article 8. To see if the Town will vote to raise and appropriate the sum of One Hundred and Fifty Dollars

($150) for the care of the City Mills Cemetery, to be expended under the direction of the Selectmen, or do anything relating thereto.


Article 9. To see if the Town will vote to appropriate a sum of money from the income of the Fletcher Fund for the construction and equipment of a playground and recreational field, on "Fletcher Field," to be expended under the direction of the Playground and Recreation Committee.


Article 10. To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000) for the use of the local Works Progress Administration, and for any other local Federal Agency, conditional upon funds being contributed by the Federal Govern- ment, to be expended under the direction of the Board of Selectmen, or do anything relating thereto.


Article 11. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3000) for the repair and maintenance of Chapter 90 roads, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in relation thereto.


Article 12. To see if the Town will vote to raise and appropriate the sum of One Hundred and Fifty Dollars ($150) to be expended under the direction of the Board of Selectmen, for expenses encumbered on the re- straining of dogs, killing, burying, and handling all com- plaints of the Dog Officer.


Article 13. To see if the Town will vote to appro- priate the Dog License money received for the present year, for the support of the Schools or the Public Library.


Article 14. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300) for decoration of Soldiers' Graves and the proper ob- servance of Memorial Day, said sum to be expended

under the direction of the Selectmen, or do anything relating thereto.


Article 15. To see if the Town will vote to raise and appropriate the sum of Twenty-Nine Thousand Dollars ($29,000) for the payment of Old Age Assistance, to be expended under the direction of the Board of Public Welfare, or do anything relating thereto.


Article 16. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Dollars ($700) for the Administration of Old Age Assistance, to be expended under the direction of the Board of Public Welfare, or do anything relating thereto.


Article 17. To see if the Town will vote to raise and appropriate the sum of Fourteen Thousand Dollars ($14,000) for the payment of Aid to Dependent Children, to be expended under the direction of the Board of Public Welfare, or do anything relating thereto.


Article 18. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300) for the Administration of Aid to Dependent Children, to be expended under the direction of the Board of Public Welfare, or do anything relating thereto.


Article 19. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) for the purpose of laying sidewalks in the Town, or do anything relating thereto.


Article 20. To see if the Town will lease for a period of one year a building or parts of a building for the purpose of providing suitable headquarters for Post No. 3402 of the Veterans of Foreign Wars, and raise and appropriate the sum of One Hundred and Twenty- Five Dollars ($125) for the same, or do anything re- lating thereto.


Article 21. To see if the Town will lease for a period of one year a building or parts of a building for the

purpose of providing suitable headquarters for Camp No. 60 United Spanish War Veterans and Abbie Goddard Bassett Auxiliary No. 51 U. S. W. V. and raise and appropriate the sum of One Hundred and Eight Dollars ($108) for the same, or do anything relating thereto.


Article 22. To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ($600) for swimming instructors and caretaker at the Swim- ming Pool, or do anything relating thereto.


Article 23. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) for painting of lines in the streets and for the purchasing of road signs, or do anything relating thereto.


Article 24. To see if the Town will vote to transfer the sum of Two Thousand Dollars ($2000) from the Overlay Surplus Reserve Fund to a Special Reserve Fund to be used for extraordinary or unforeseen ex- penses, or do anything relating thereto.


Article 25. To see if the Town will vote to transfer the amount of Eight Hundred and Nineteen Dollars and Ninety-Two Cents ($819.92) from the Road Machinery Fund to the Road Machinery Account, or do anything relating thereto.


Article 26. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100) to purchase eyeglasses and spectacles for children under eighteen years of age and whose parents or guardians are financially unable to provide them, the same to be expended under the direction of the Selectmen, as pro- vided for in an amendment to Section V, Chapter 40, of the General Laws, or do anything relating thereto.


Article 27. To see if the Town will vote to raise and appropriate the sum of Twelve Hundred Dollars ($1200) for the Administration of Welfare, to be expended under the direction of the Board of Public Welfare, or do any- thing relating thereto.

Article 28. To see if the Town will vote to raise and appropriate the sum of Sixteen Hundred Dollars for the purchase of equipment for the Highway Department, or do anything relating thereto.


Article 29. To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5000) for the reconstruction of Beaver Street under Chapter 90, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in relation thereto.


Article 30. To see if the Town will vote to use the interest of the Helen A. Ward Fund for the care of the Ward Cemetery lot at the City Mills Cemetery, to be expended under the direction of the Selectmen, or do anything relating thereto.


Article 31. To see if the Town will vote to raise and appropriate the sum of Five Hundred and Sixty-Six Dollars ($566) to pay land damages caused by the re- location of Beaver Street, or do anything relating thereto.


Article 32. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) to foreclose tax liens now held by the Town, or do any- thing relating thereto.


Article 33. To see if the Town will vote to raise and appropriate the sum of Twenty-Five Thousand Dollars ($25,000.00) to purchase material for the extension of the water system from the present location on Wash- ington Street to the intersection of King Street and from the present location on King Street to the intersection of Washington Street, and thence on Washington Street to the Town Line of Bellingham, provided the labor can be secured from the Federal or State Government, or the Welfare Department of the Town; or do anything relating thereto. Further, should it not seem reasonable at this time to extend the water system the entire length

cited above, that a reasonable portion be installed this year, and the balance to be installed in the future.


Article 34. To see if the Town will vote to raise and appropriate a sum of money to install a street light on Washington Street, or do anything relating thereto.


Article 35. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend water along Brook Street, or do anything relating thereto.


Article 36. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100), for the expense of the Advisory Board, or do anything relating thereto.


Article 37. To see if the Town will vote to raise and appropriate the sum of Thirty-Three Hundred Dollars ($3300.00) for the installation of traffic signals at the intersection of East Central, King, and Chestnut Streets. or do anything relating thereto.


Article 38. To see if the Town will vote to raise and appropriate the sum of Twenty-Three Hundred and Fifty Dollars ($2350.00) for the installation of traffic signals at the intersection of Union and West Central Streets, or do anything relating thereto.


Article 39. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) for the maintenance, supervision, and improvement of Fletcher Field, to be expended under the direction of the Playground Committee, or do anything relating thereto.


Article 40. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars ($800.00), to be expended for the purpose of developing recreational youth activities in the town, to be spent under the direc- tion of the Selectmen, or do anything relating thereto.

To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3000) for the repair and maintenance of Chapter 90 Roads, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in relation thereto.


Article 12. To see if the Town will vote to raise and appropriate the sum of One Hundred and Fifty Dollars ($150) to be expended under the direction of the Board of Selectmen, for expenses encumbered on the restraining of dogs, killing, burying, and handling all complaints of the Dog Officer.
