WARRANT FOR ANNUAL TOWN MEETING
Middlesex, ss.
To any of the Constables of the Town of Tewksbury, in said County: Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, to meet and assemble at Town Hall in said Tewksbury on Saturday, March 7, 1959 at 10:00 o'clock A. M. to act on the following articles, except Article 1, and you are hereby further required and directed to notify and warn the said inhabitants of the Town of Tewksbury, who are qualified to vote on elections and town affairs therein, to assemble subsequently and meet in town meeting at the polling places in said Town of Tewksbury, on Wednesday, March 11, 1959 at 10:00 A. M. then and there to act on the following Article 1.

The polls for the election of Town Officers to be opened at 10:00 o'clock A. M. and to be closed at 8:00 P. M.
Town Hall, Tewksbury, Mass. March 7, 1959.
The annual town meeting was called to order at 10:00 o'clock A. M. by Moderator Alan M. Qua who was assisted by John F. Gleason in the lower hall. Rev. Clarence E. Southard, pastor of the North Tewksbury Baptist Church offered a prayer after which the assembly stood in silence in memory of the late Abbie M. Dempsey who had served the town as Librarian for more than fifty years.
Tellers were sworn by the Moderator and were: John E. Hed- strom and Wilbur K. Foss in the upper hall and John J. Kelley and William J. Mckenzie in the lower hall.
Reading of the articles by the Moderator was waived by the assembly.
ART. 1. To choose all necessary Town Officers, to choose by ballot two Selectmen for three years, one Member for Board of Health for three years, two members for Board of Public Welfare for three years, one Assessor for three years, two members for the School Committee for three years, one Water Commissioner for three years, two Trustees for the Public Library for three years, one Road Commissioner for three years, one Park Commissioner for three years, one Trust Fund Commissioner for three years, one Moderator for one year and one member of the Planning Board for five years, and to vote yes or no on the following question: "Shall an act passed by the General Court in the year nineteen hundred and forty-nine entitled 'An Act Relative to the Granting of Vacations for Members of the Regular or Per- manent Police and Fire Forces in Certain Cities and Towns' be accepted?" All on the same ballot.
Voted: To adopt.
ART. 2. To hear and act upon the reports of the Town officers.
Voted: To adopt with Planning Board resolution as follows: Be it resolved that the Residents and Taxpayers of the Town of Tewksbury who after considerable deliberation and discussion- costs considered above all-conclude that in the interests of public safety and the protection against loss of life and personal injury that the plans of proposed Route 110 be modified to the extent that accesses to Route 110 from Route 38 be made a cloverleaf or circle type to replace the ramp type now shown on plan. Traffic counts taken indicate that a ramp type access is not adequate to handle traffic to the proper degree of safety. Be it also resolved that in line

with the wishes of the people of Tewksbury that this matter be corrected before this section of the new highway be let out for bids, and it is hereby voted that a copy of this resolution voted at the Annual Town Meeting, March 7, 1959 be mailed forthwith to:

ART. 5. To determine what sum the Town will authorize and direct the Assessors to take from available funds to reduce the tax levy for the current year, or take any other action relative thereto.
Voted: That no monies be taken from available funds under this Article.
ART 6. To see what sum of money the Town will vote to raise and appropriate and/or transfer from Overlay Reserve for a reserve fund, pursuant to the provisions of Chapter 40, Section 6.
Voted: To adopt and that $8,000 be taken from Overlay Re- serve and $12,000 be transferred from E. & D.
ART. 7. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Voted: To adopt.
ART. 8. To see if the Town will authorize the Selectmen to insti- tute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.
Voted: To adopt.
ART. 9. To see if the Town will vote to authorize the Board of Selectmen and the Treasurer to foreclose, either through the land court or by affidavit of the Commissioner of Corporations and Taxation any tax title held by the Town for more than two years, and see what sum of money the Town will vote to raise and appropriate therefor.

Voted: To adopt and that $1,100.00 be raised and appropriated for this Article.
ART. 10. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town at least fourteen days before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto.
Voted: To adopt.
ART. 11. To see if the Town will vote the money arising from licensing dogs for the ensuing year to aid in support of the Public Library. Board of Selectmen.
Voted: To adopt.
ART. 12. To see if the Town will vote to authorize the Selectmen to appoint an Inspector of Wires under the provisions of Chap- ter 166, Section 32 of the General Laws, or take any other action relative thereto. Board of Selectmen. Voted: To adopt.
ART. 13. To see what sum of money the Town will vote to raise and appropriate for salary for an Inspector of Wires so ap- pointed. This article required to carry out the provisions of Chapter 403 of the Acts of 1958. Board of Selectmen.
Voted: That the sum of $500 be raised and appropriated for this purpose and that the Selectmen be authorized to establish the Inspector's salary and the inspection fees to be collected.
ART. 14. To see if the Town will vote to raise and appropriate a sum of money to electrify the clock in the Town Hall Tower, or take any other action relative thereto. Board of Selectmen.

ART. 15. To see if the Town will vote to raise and appropriate the sum of $1,000 for repairs to the Town Hall, or take any other action relative thereto. Board of Selectmen.
Voted: To adopt and raise and appropriate $1,000.
ART. 16. To see if the Town will vote to increase the reimburse- ment for use of privately owned vehicles on Town business from

ART. 17. To see if the Town will vote to enact a by-law under the provisions of Chapter 41, Section 108A and 108C, and establish a personnel board to be appointed by the Board of Selectmen to study the problem of compensation of all Town employees ex- cept those filled by popular election and professional positions under the direction and control of the School Committee and to prepare a wage and classification plan and personnel policy plan, classifying all such employees unto groups and classes doing substantially similar work or having substantially equal respon- sibilities. Such a plan to provide minimum and maximum salaries to be paid to such employees in positions so classified and for the attainment of such employees in positions so classified and for the attainment of such maximum salaries by periodical step rate increases, such salaries to be appropriately related, if possible, to salaries paid commercial and business establishments and by comparable municipalities as well as reliable cost-of-living index. The personnel board to be authorized to employ professional con- sultants in connection with the foregoing if deemed desirable and to report its findings for a complete wage and classification plan and personnel policy plan to the next special or annual Town Meeting. The personnel board to consist of five members, two to be appointed for three years, two to be appointed for two years and one for one year, and thereafter each member to be appointed for a three-year term. No member of the personnel board to receive compensation. Vacancies to be appointed by the Selectmen. At all times one of the five members shall be one who has been selected from a list of not less than three suggested members submitted by the full-time employees of the Town, including the professional employees of the School Dept. or take any other action relative thereto. ART. 18. To see if the Town will vote to appropriate the sum of $2,000 for the use of said committee; or take any other action relative thereto. Board of Selectmen.

ART. 19. To see if the Town will vote to raise and appropriate the sum of $300 in support of the trustees for county aid to agriculture to be expended by the 4-H club agent, home demon- stration agent and club leader in conjunction with the extension service and the town director. ART. 20. To see if the Town will vote to adopt as a Town By-Law under the provisions of Chapter 40, Section 21 of the General Laws, the Plumbing Rules and Regulations adopted by the Board of Health on July 1, 1958, as advertised in the Merrimack Valley Advertiser on July 10, 1958 and on file with the Town Clerk, or take any other action relative thereto.

ART. 26. To see if the Town will vote to continue the Highway Machinery Fund as established at the last Annual Town Meet- ing, and to appropriate an additional sum including the un- expended balance of the 1958 Highway Machinerv Account to be added to the amount already accredited to this fund for Highway Machinery purposes, or take any other action relative thereto. Road Commissioners.
Voted: To adopt this Article and that $18,400.33 be transferred from the Highway Machinery Fund to the Highway Account. $15,500.00 of this to be used for new equipment.
ART. 27. To see what sum of money the Town will vote to trans- fer from the Highway Machinery Fund for the purpose. repair and maintenance of Road Machinery equipment for 1959 or take any action relative thereto. Road Commissioners.
Voted: To adopt this article and that $26,500.00 be transferred from the Highway Machinery Fund to the Highway Account, $15,500.00 to be used for capital outlay.
ART. 28. To see if the Town will vote to raise and appropriate the sum of $50,000.00 for the purpose of new installations of

water services to dwelling or other buildings, and provided that the cost of said installations has been first deposited with the Town Treasurer and applied to estimated receipts and to authorize the Water Department to do such work and expend such money and in the event said entire sum is not required for said installations, the unexpended balance shall likewise be credited to estimated receipts, or take any action in relation thereto.

To see whether the Town will vote to raise and appro- priate a sum not to exceed $33,000.00 for the purpose of extend- ing and improving the water system of the Town by laying and relaying water mains of not less than six inches but less than sixteen inches in diameter, by the development of an additional well field, including well, pipes and original pumping station equipment, and by the construction of small buildings for pumping stations, and to determine how any such sum shall be raised, whether by taxation, by transfer of available funds, by borrowing or otherwise, and if by borrowing to authorize the issuance of bonds and notes of the Town, and to authorize the Water Commissioners to do such work and expend such money, or take any action in relation thereto. Voted: To raise and appropriate $33,000.00 for this Article.
ART. 30. To see if the Town will vote to expend the sum of $1,400.00 from the Installation approximately 400 feet of six inch water pipe in Charme Road, provided that cost of said water installation has been first deposited with the Town Treasurer and applied to estimated receipts and to authorize the Water Commissioners to do such work and expend such money, or take any action in relation thereto.

Voted: That $1,400.00 be taken from the Installation Account for this Article.
ART. 31. To see if the Town will vote to raise and appropriate the sum of $2,750.00 or any other sum for the purpose of install- ing a public water main in Woburn Street for a distance of approximately 550 feet, and to authorize the Water Department to do such work and expend such money or take any other action relative thereto.
