To the Board of Health:


Gentlemen:


Following is a tabulation of the various activities of the Milk Inspector. They are self explanatory.


While it may appear that the number of analyses of milk made during the year is extremely small, I wish to call to your attention that this is necessarily so because our equipment has been condemned.


The U. S. Department of Agriculture refused to approve our centrifuge and likewise our incubator. Under the law we are prohibited from using them in analyzing milk or milk products. Without them we are unable to perform the duties of this portion of our assignment.


For your information, both of these apparatus are the ones originally bought by the city. They have seen years of service and are now obsolete and will have to be replaced. We have no choice in the matter. Approval of them is refused and our only alternative is to buy new.


With your permission, I will obtain prices and submit them for whatever action you see fit to take.

Recommendations for Consideration

2. Dumping ordinance to provide for all dumping to be done at Central Park.


We respectfully call your attention to the need of toilet facilities at Central Park. It is imperative that something be done this year in regards to this play- ground.


As you are all well aware, this is the most widely used playground in the city. It is the rendezvous of hundreds of children each day during the summer and is the gathering place of hundreds of grown-ups each evening during the base- ball season.


It is without toilet facilities of any kind. A long ago outlawed privy is used by some, and this is always in such a condition from careless users as to constitute a very great menace and health hazard.

ANNUAL REPORT


A most opportune time for the erection of some adequate building is now, while Federal Aid can still be had. The cost of materials would be nil in compari- son with the benefits that would be derived from such an installation. Labor could be acquired through the W. P. A. and a really worthwhile project would be furnishing labor to a number of needy workmen.


In anticipation of an attractive esplanade at some future date, we would recommend that an ordinance be enacted requiring city contractors to dispose of all waste material, as was formerly done, at Central Park. A bulkhead could be erected as a W. P. A. Project, and dumping would provide the fill. It would be but a matter of a very short time before a most attractive esplanade or River- front Parkway would be a realization, a beauty spot, a place for recreation and a joy to behold.


The many benefits to be derived from such an arrangement are at this time immeasurable.
