QUALIFICATIONS OF VOTERS.


MEN .- A voter must be a citizen, at least twenty-one years old.


He must have resided in the state one year, and in the city or town where he wishes to vote six months, Immediately preceding the election for city, town, county, state or na- tional officers at which he desires to vote.


He must be able to read the Con- stitution of the Commonwealth in the English language, and to write his name, though this provision does not exclude those physically disqual- ified, nor those who were voters when amendment 20 was adopted, 1857, or were above sixty years of age at the time.


Paupers and persons under guar- dianship cannot vote, though pauper- ism does not exclude men who have served in the army or navy of the United States, In the time of war. and have been honorably discharged therefrom.


WOMEN. - Women may vote for members of the school committee on the same terms as those prescribed for men.


NOMINATIONS.


For the privliege of nominating candidates at a regularly constituted convention to secure places on the of-


ficial ballot, a party must have cast at least three per cent. of the total vote at the last preceding election. Through this law, only Democrats and Republicans can at present nom- inate as above. All others have to secure names upon a petition, thus obtaining places on the official ballot by what are called nomination pa- pers. For a State office the requisite number of names Is one thousand, and this number is proportionately reduced in city and town nomina- tlons. In 1895 the following provi- slons were so far modified that a party which at the preceding five elections had cast as large a number of votes as was necessary to nomi- nate for that office might nominate in the same manner as those casting a three per cent. vote.
