REPORT OF THE BOARD OF WATER COMMISSIONERS.
The Board of Water Commissioners herewith submit their Annual Report for the year ending Dec. 31, 1896, with a detailed statement of receipts and expenditures ; and, as Trustees of the Sinking Fund, a statement of its investments.
At the March meeting John T. Callahan was re-elected Water Commissioner for the term of three years. The Board organized by choice of Edmund J. Shattuck as Chairman, and J. T. Callahan, Clerk.
No important work or changes are noted in the operations of this department during the past year. It is a subject of con- gratulation that we report a considerable increase in the revenue. Our receipts fiom water rates and sales of water for special purposes for 1896 are $11,135.15, or $1,980.01 in excess of last year. Our maintenance and repair accounts show an increase of $834.94. The increased operating cost was made necessary by the large increase in the quantity of water pumped to reser- voir. Our records show a total of about one hundred and thir- teen million gallons, or an increase of nearly fifteen per cent over 1895. This large consumption has made it necessary to run the pumping engine nearly three fourths of all working days during the year, and we were compelled to hire for nine months an assistant engineer, at a salary of thirty dollars per month. The increase in consumption of .coal for the year was about seventy tons. In this connection the Board desire to call your attention to the fact that there is a large and nnwarrantable waste of water. This occurs during the dry season when lawn

sprinklers are too freely used, and, although the regulations allow the use of hose only two hours per day for six months in the year, it has come to our notice that takers who do not have a meter allow sprinklers to run ten to twelve hours per day. There is also a noticeable increase in the quantity of water used in extremely cold weather, caused by running a continuous stream of water to prevent freezing, whereas the regulations dis- tinctly prohibit the use of water for this purpose.
We believe that the sale of water through meters is the proper system. The advantage of the meter service is not in the increased revenue derived (for in many cases a meter on a service results in a saving to the consumer in the amount of his water bill), but in the fact that the waste of water is stopped.
The effect of a reckless waste of water is expensive in the extreme, compared with which the mere cost of pumping is only nominal ; for if our town should continue to use and waste in the same ratio as the past year, it is only the matter of at least five years when we must have an additional supply, larger storage capacity, increased main pipes, in fact a duplicate of our present plant. It is evident that it is economy for the town to employ all reasonable means to check this reckless and unnecessary waste of water.
The reservoir is in excellent condition, and practically free from sediment. The hydrants and gate valves have received a thorough examination, necessary repairs have been made to sev- eral, all have been oiled and put into perfect working order. Six hydrants have been added to the line on extensions, and one hydrant added to Walpole Street linc, as recommended by the Fire Department, making a total of one hundred and twenty- nine in use.
The pumping station buildings are in good condition. Slight necessary repairs have been made. The contract for painting both the exterior and interior of pumping station, coal shed and reservoir fence was awarded to the lowest bidder, Messrs. Hobbs & Murphy. Suitable dressing was purchased and

spread on the lawn. The driveways and surroundings presented a very creditable appearance during the entire season.
At the annual town meeting the Board was authorized to expend the sum of $1,000 with a view of ascertaining the cansc and a remedy thereof for the then existing unpleasant taste of the watcr.
We have to report that, after several conferences with the State Board of Health, who are giving this matter considerable attention, we came to the conclusion that it would be a waste of money to drive test wells at or near Buckmaster's Pond, or to cxpend moncy until the State Board had come to some definite conclusion as to the cause of this insect or plant life in the water supply. The quality of water since March last has been fully equal to our best standard.
The investments of the sinking fund will be found in the Treasurer's Report. Bonds Nos. 81, 82, 83, 84, 85, due June 1, 1896, amounting to $5,000, have been paid and cancelled.
All water rates and construction accounts have been collected and paid to the Treasurer. All debts contracted have been paid, with the exception of the Hersey Meter Co., $592.73. Owing to the large appropriations voted from our treasury, and with the unexpected increase in cost of maintenance, our funds were not sufficient to meet this account. We did not deem it advisable or necessary to call a special town meeting to mect this slight defi- ciency, and we have liquidated this account from our 1897 col- lections. .
The Commissioners have called your attention in a former paragraph to the large pumpage during the past year. In order to pump this quantity of water in an economical manner, changes of considerable magnitude at the pumping station will be neces- sary. We recommend the purchase of a feed water heater and new boiler, and the necessary piping and connections for the same ; the boiler to be set with proper connections so that it can be used in conjunction with the old boiler, or either used sepa- rately as desircd. The present boiler has been in constant use since October, 1885, but with slight repairs and a new lining for

furnace, this boiler may be used for several years as an auxiliary. Estimated cost, including setting, rocking grate bars, and all connections, two thousand dollars ($2,000) .

All extensions have been made in accordance with the vote of the town. Guarantees for ten years for a sum equal to six per cent per annum on the cost have been executed by residents interested in the introduction of water on streets on which these extensions have been laid.
Our contracts for furnishing and laying the main pipes were made with J. T. Langford, subject to all conditions regard- ing quality of materials, responsibility in case of accidents, etc., as his former contracts with the town.
