The amounts now due and payable to the Treasury for street watering, concrete walks and edgestone, private fire alarm boxes, repairs on the sewer and for gravel, will, with the balance in the Treasury, be sufficient to pay the several land damage appropriations that have not been paid out.


GRADE CROSSINGS.


The crossings at Washington, Chapel, and Guild Streets have always been considered dangerous, and as early as the year 1886 the Board of Selectmen took action looking to the better protection of the people using those streets. The rail- road company, as is well known, do not as a rule expend any money in improvements unless actually forced to do so. In this case it was not until the year 1888 that the Selectmen succeeded in having a day flagman placed at Guild Street and

a day gateman placed at Washington Street crossing, and these were not secured until the Board had applied to the District Attorney of this county for an indictment against the railroad company. After having petitioned the Railroad Commissioners for night flagmen at the above-named cross- ings, in the year 1889 the railroad company finally granted the request, and in this way the crossings were made reason- ably safe ; but the company still refused to properly protect the crossing at Chapel Street.


On September 22, 1890, the Selectmen, having been duly authorized by the town, petitioned the Superior Court, under Chapter 428 of the Acts of that year, that a commission be appointed to eliminate the grade crossings at Washington, Chapel, and Guild Streets. The members of the Board at that time were George H. Morse, Tyler Thayer, and Frank A. Fales. On November 24, 1890, the New York & New England Railroad Co. petitioned the Court that the crossing at Railroad Avenue should also be abolished.
